Punjab’s law-and-order situation has emerged as a major political issue ahead of the Assembly elections, with attacks on police personnel and political leaders drawing scrutiny. The Opposition has stepped up its criticism of the Bhagwant Mann government, accusing it of failing to curb violence and ensure public safety.

00:01Good evening, you're watching India First. I'm Gaurav Savan.
00:05Chitta, crime and cops.
00:07Now these are three words that are dominating the political discourse in Punjab.
00:12And this is just ahead of assembly elections in Punjab in early 2027.
00:16And why are these words important? Let me just explain it to you.
00:21Sadly, an assistant sub-inspector, Harjit Singh.
00:25He was returning from patrol duty in Amritsar in the early hours this morning
00:28when two motorcycle-born assailants opened fire at him.
00:33They shot him at point-blank range, sadly.
00:36Harjit Singh suffered multiple bullet injuries and died in hospital.
00:40The attackers sadly remain at large.
00:43The police are now looking at CCTV footage to establish, one, the identity.
00:49Two, to get more details about the motive and identify those responsible.
00:53And this isn't the first time in recent months
00:56that policemen are directly in the line of fire.
00:59Just last week, seven days ago,
01:01an assistant sub-inspector, Jaswant Singh,
01:04he was shot at near Ajnala.
01:07He survived but injured.
01:09May, another assistant sub-inspector, Joga Singh,
01:12he was shot dead on patrol duty.
01:15In February, assistant sub-inspector,
01:18Gurnaam Singh, and another home guard, Ashok Kumar,
01:22they were shot dead and they were found dead inside a police outpost.
01:27This happened in Gurdaspur.
01:29It's not the police who are directly in the line of fire.
01:32Even high-profile political leaders are now feeling unsafe in Punjab.
01:37Take, for example, the case of BJP leader and former union minister,
01:40Sir Ravneet Singh Bittu.
01:42His cavalcade came under attack near Batala.
01:46He was travelling to attend the BJP's anti-drug yatra.
01:50The former union minister said that a group targeted his convoy.
01:54They hurled eggs that damaged escort vehicles
01:57and the jammer vehicle.
01:59He's alleged that there were armed-admi party workers
02:02who, he says, were responsible for this attack.
02:06Three people have now been taken into custody.
02:08All this on the day that BJP president Nitin Nabeem
02:11launched the BJP's massive Nasha Mukht Punjab Yatra.
02:17Four separate yatras, nearly 4,000 kilometres,
02:20covering all the 117 assembly constituencies in Punjab.
02:24And this is almost a fortnight-long campaign that started today.
02:28It will culminate at Jalandhar on the 30th of September.
02:31All this comes on the back of an incident
02:34that put the drug issue right at the centre of Punjab politics.
02:39Remember, Gulzar Singh, that individual from Sangroor,
02:43he had publicly questioned Punjab's finance minister,
02:46Harpal Singh Chima,
02:47over the easy availability of chitta,
02:51or the white drug in his village.
02:53A day later, Gulzar Singh allegedly consumed poison
02:58and subsequently died.
03:01Before his death, Gulzar Singh actually recorded a video.
03:05And that video is on your television screen.
03:07It actually went viral across Punjab.
03:09He alleged he was under tremendous pressure
03:12from very powerful people after he raised this issue.
03:15The opposition parties are now targeting the Bhagawan Tman,
03:19the Aam Admi Party government in Punjab,
03:21over his death and the issue of drugs in Punjab,
03:26and a spate of crime where even the police are not being spared.
03:31Tonight, the political battle lines in Punjab
03:34are being drawn around three Cs.
03:37Chitta, crime, and corruption.
03:41In the line of fire, the Bhagawan Tman government,
03:44they of course insist they've carried out a massive crackdown,
03:47not just on drugs, but also on gangsters.
03:51But the BJP is taking the drug issue
03:53to every assembly constituency across Punjab.
03:57And incidents of violence against police personnel
04:00are putting law and order
04:02right in the centre of political discourse.
04:05Will chitta and crime become the defining issues
04:08of Punjab's 2027 Chunav?
04:12Our Punjab Bureau gets you a top story on India First.
04:28A cop in uniform, on his way home.
04:32Assistant Sub-Inspector Harjit Singh had finished his duty.
04:37He was returning home from Gate Hakima Police Station
04:40in Amritsar.
04:41Then came the gunfire.
04:47Unidentified assailants opened fire at the officer.
04:51A bullet struck Singh in the neck.
04:53He was rushed to hospital with serious injuries,
04:57but the officer did not survive.
05:00Another serving policeman killed.
05:02Another question over security in Punjab.
05:08And this is not an isolated incident.
05:11In May, ASI Joga Singh was shot dead while on duty.
05:16In February, two serving policemen were gunned down in Gurdaspur,
05:21barely a kilometre from the Pakistan border.
05:25A shadowy outfit, Tehrik-e-Taliban Hindustan,
05:29claimed responsibility for that attack.
05:31Four policemen killed in eight months.
05:35Chief Minister Bhagwant Maan has expressed grief over Harjit Singh's death.
05:40The Punjab government has announced an ex-Gresha payment of one crore rupees.
05:45The BGP and Shiromani Akalidal have targeted the Maan government
05:49and DGP over what they described as a law and order failure.
05:53The government has been running the streets.
05:57They are running the streets, they make videos and put photos.
06:02And the police police and the Aamadni party of Punjab
06:06are doing this denial of these crimes.
06:19And the BGP is not waiting for the election campaign to formally begin.
06:27It has launched an anti-drug campaign,
06:30another issue related to law and order.
06:32The Nasha Mukht Punjab Yatra will cover 117 Assembly Constituencies.
06:39It is also an unmistakable attempt to make the drug menace
06:43a central issue ahead of 2027 Punjab Assembly elections.
07:09BGP leader and former union minister Ravneet Singh Bittu has alleged
07:14that his convoy was attacked while he was travelling to Pathan court
07:18for the anti-drug yatra.
07:22He alleged eggs and tomatoes were thrown at his convoy.
07:26His office claimed that three people allegedly linked to the AAP
07:30were caught by his security team.
07:37The incident has added another layer to Punjab's already heated political battle
07:42over drugs and law and order.
08:11Two battles are now playing out simultaneously.
08:14On the streets, a battle against drugs.
08:17Inside the police force, a battle to save those protecting the state.
08:22And in the political arena, a battle over who can claim the law and order narrative.
08:28Assembly elections may still be months away,
08:30but the issues that could define it are already taking shape.
08:34The biggest question remains, who is safe in Punjab?
08:39With Kamaljit Sandhu and Aseem Bassi from Amritsar Bureau Report, India Today.
08:50The statistics in Punjab are extremely alarming.
08:53Police data shows 66.7 lakh psychotropic pills
08:58and 11.5 lakh narcotics pill and capsules were seized in the past one year.
09:04In 2017, the Congress had swept the state with 77 of 117 seats
09:10and had pledged a drug-free Punjab in just four weeks.
09:13In 2022, the Ahmad Bipari manifesto promised a drug-free Punjab in six months.
09:20In 2026, and let's say the situation remains extremely grim in Punjab.
09:26And now, it's not just either heroin or opium or poppy husk or poppy straw.
09:33It's actually the rise in the availability,
09:37the supply and consumption of pharmaceutical drugs.
09:41Also of psychotropic drugs.
09:43That's emerging as a huge challenge.
09:47The big question is, does this now become the biggest election issue in Punjab?
09:52Joining me on India First is Anil Sareen,
09:54General Secretary Punjab Bharatiya Janta Party,
09:58Huda Zariwala, with the Aam Admi Party earlier,
10:01now joins us as a political analyst,
10:04advocate Arshnip Kadayal,
10:05respected, you know, leader and spokesperson of the Congress Party,
10:10and Shashi Kant, former Director General of the Punjab Police,
10:14to tell us about this war on drugs
10:17and what's not letting this war succeed.
10:21Huda Zariwala,
10:22another Punjab police officer has been killed
10:25and ASI was shot just last week.
10:28Even the police are no longer safe in Punjab,
10:31says the opposition.
10:32They say this points to Bhagawan Tman government's failure
10:36on law and order and on drugs.
10:39How would you look at this, ma'am?
10:42Good evening to all of you.
10:44As far as the Aam Admi Party is concerned,
10:46the government has repeatedly backed Punjab police
10:49in the fight against organized crime and drugs.
10:52So if a policeman has been murdered, has been shot,
10:55there should be zero political protection for whoever is responsible.
11:00Aam Admi Party stands by that.
11:01But let's not use a policeman's sad death as a political weapon
11:07without establishing the facts first.
11:09Bhati Janta Party and the Shri Ramani Akali Dal
11:12are trying to create a straight line
11:13between every law and order incident
11:15and the Aam Admi Party government, right?
11:17That's politics.
11:18That's not investigation.
11:19So if they have evidence that Aam Admi Party
11:23is in fact the one that is responsible
11:25behind the police's death
11:27or the attacks today on the Bhati Janta Party leader,
11:31let them prove, give out points.
11:33Let the investigation agency do its due diligence.
11:37I mean, let's not turn this into a political battle, right?
11:41And Shri Ramani Akali Dal cannot sit on the high horse.
11:43They had Punjab for so many years with BJP alliance.
11:47They were in power.
11:48So who are they to question Aam Admi Party's current situation
11:54when in fact this is a drug problem?
11:55So let me bring in Anil Sareen to respond to that.
11:57Existed way before that.
11:59Existed way before that.
12:00Fair enough.
12:01Mr. Sareen, respond to, you know,
12:04the question that's being raised that drugs,
12:07this has been a long-standing problem in Punjab.
12:10There is also an external dimension to drugs and crime.
12:14Why blame Pakistan and Pakistan-based drug cartels supporting the drug network?
12:19Why blame the Bhagwantman government in the case of either the targeting of the police
12:25or drugs without evidence, sir?
12:29So, I'm sorry, my sister, for her comments on defending the Aam Admi Party.
12:36I think I will request my sister to come and visit Punjab and stay here for a few days.

13:17If a person knows that he can, on phone call, he can get the home people of the drugs,
13:24don't you think the police is not aware of it?
13:28Can you deny this fact?
13:31On the last one week, 10 to 15 days, you see, we have seen this Manjit case.
13:38What he has said, he has only said,
13:43Bhagavatamadji, your claim of this drug on the drug is false.
13:48Drug is available in my village.
13:51What police has done to him?
13:52Tortured badly.
13:54And another case in the French Minister's constituency.
14:00A person questioned, Harpaadji, ma'am.
14:02Sir, my son is taking drugs.
14:05I'm ruined.
14:07He has sold all my household goods.
14:11He's beating me.
14:13Please do something on the drugs.
14:17And what?
14:18Bhagavatamadji's party, God was tortured with me.

14:23To such an extent, you can imagine how much humiliation he must have faced
14:27that he decided to commit suicide.
14:30This is the gravity.

14:36And Gandhi objected to the people selling drugs in his village.

14:44No, drugs in Punjab is a very, very serious problem.

14:49But Arshneep Kadyal, Congress says, law and order has deteriorated under the Aam Admi Party.
14:56The Aam Admi Party says this is a problem that's been there for a very long time.
15:01And they point out Congress in 2017, when they swept the state, they pledged they will make Punjab drug-free
15:09in four weeks.
15:12They did not succeed between 2017 and 22.
15:15Expecting the Aam Admi Party to succeed when they've made a lot of progress is not fair.
15:20Aam Admi Party alone is not responsible.
15:22How would you respond to that, sir?
15:25Thank you very much, Gaurav, for the question.
15:27Gaurav, first and foremost, I'm going to request the Chief Minister, Mr. Bhagwant Maan,
15:32that he should apologize to the people of Punjab for having failed as the Home Minister and Chief Minister.
15:38And he should take moral responsibility on this.
15:41And he should resign effective immediately.
15:44Because enough is enough.
15:45The police that is supposed to safeguard us is not safe.
15:50It is itself not feeling safe in the state of Punjab, which is a border state, which is a sensitive
15:56state.
15:57You see, back-to-back, back-to-back incidents are happening.
16:00So many incidents have happened, and especially with the police.
16:02The police itself has been on the hit list.
16:05Now, this example of Mr. Hadid Singh, who was the ASI.
16:08He was chased by two unidentified men who were bike-born, and he was shot in the back of his
16:16neck.
16:17And before this, on September 11, ASI, just one thing, was shot in a similar style.
16:23And there are so many examples, numerous examples.
16:25I cannot keep on going on and on, but there are so many of them.
16:29And what have we done?
16:30What has the Ahmad Mipati's government done about this?
16:32Nothing at all whatsoever.
16:34There has been no justice that has been given.
16:36There has been no insaf that has been given to the people of Punjab.
16:39And people are fed up because the law and order is in shambles.
16:42The law and order has broken down.
16:44I'll give you an example.
16:45You see, ever since the Ahmad Mipati's come into Punjab as the government,
16:50a Pateala clash happened, IED bombs back-to-back have been,
16:54blasts have been happening, RPG was fired at the intelligence headquarters,
16:59a singer, the Shan of Punjab, Sidhu Musawala, was killed in broad daylight.
17:03He has stilled it, all the culprits have stilled it, not been napped.
17:06There was an interview that took place of Lawrence Mishnoyi.
17:09Interview that took place in the custody, in the lock-up.
17:13I mean, for God's sake, look at what's been happening in the state of Punjab.
17:18And my request to be, Ahmad Mipati is…
17:18Before I bring in Mr. Shashikant, you know, Huda Zariwala wants to respond to you
17:23and, you know, to Mr. Sareen.
17:25But go ahead, Huda, please respond.
17:28Okay, individually to both Congress and the Bhati Janta Party slash SAD government.
17:32A CAG report for 2020 to 2021 recorded Punjab's outstanding debt at 2,49,673 crores
17:41or 47.13% of the GSDP with the debt increasing by 54,521 crores between 2017 and 2018, right?
17:51So, that is the one thing.
17:53The second thing is Amrindar Singh government was followed by a major legion.
17:56Hold on. So, link the two. What are you trying to say?

18:00While in Punjab, Congress was fighting Congress, I mean, with the whole dispute involving
18:03Navjot Singh Sidhu and the other state Congress leadership, Punjab needed governance.
18:08That is why Ahmad Bipati stepped in. People chose Ahmad Bipati for a reason.
18:12As far as the Bhati Janta Party is concerned, they're talking about drug menace,
18:16but they also are not doing any active campaigns.
18:20I mean, how many people have they, you know, in fact, proven the allegations against?
18:25How many cases have they brought forth?
18:27They're just merely turning all of that into a political scenario.
18:30Punjab right now…
18:31But it's the Aam Admi Party in power in Punjab.
18:33What has the Aam Admi Party done is the issue?
18:37Education, education, fight against drug menace, fight against crime.
18:41Punjab government is working hand-in-hand with the Punjab police.
18:45So many cases of, you know, cross-border terrorism and all of that has been reported.
18:51Punjab is a much safer place now.
18:53As the BJP General Secretary of Punjabi wants to respond to you on where the BJP finds the Aam Admi
19:01Party government lacking.
19:02Go ahead, sir.
19:04Sir, I would request my sister.
19:23You will find yourself a ring and you will get it within two minutes.
19:33This is an alarming situation in Punjab.
19:35Two minutes delivery.
19:37What are you talking for?

19:42My dear sister, your sisters in Punjab even can't buy vegetables at the doorstep.
19:50This is a situation in Punjab.
19:52Forget about going to the market and without fear, market or going to your jobs.

20:01Your earrings and your jeans are snatched.
20:06Even our household women even can't buy vegetables outside their house.
20:10This is a situation in Punjab.
20:12And still you are saying,
20:13the Punjab government is doing a wonderful job.
20:15Yes, they are doing a wonderful job in getting the Punjabis killed,
20:22getting the Punjab children to take drugs,
20:26keeping our women unsafe.
20:28Even every household person fears when the children go out for studies or for jobs.
20:34You know, it's a very, very disturbing situation.
20:37But is the situation so bad just in the past five years?
20:40Or it's a long-standing problem that hasn't been addressed effectively.
20:46Mr. Shashikant as former Director General of Punjab Police,
20:49when police officers themselves are being targeted,
20:52what does that tell you about law and order in the state?
20:55These criminals are becoming so brazen that they're chasing policemen and killing them, sir.
21:02First tell me, I want a guideline whether I should try or whether I should laugh.
21:07I have been listening to political discourses for decades now.
21:12In 2012, it was me, Shashikant, who had exposed the Punjab,
21:17brought it to the notice of the Chief Justice of Punjab and Haryana High Port.
21:22He was kind enough to take Suomoto notice of that.
21:25It went on for decades.
21:28Political parties came and went.
21:30And all the political parties, they just tried to play the card.
21:34They all came on negative voting.
21:36Nobody voted them because everybody was saying that if they come back to power,
21:42they will have the situation.
21:44I don't belong to any political party.
21:47And if you talk of police officers,
21:50there was an attempt to kidnap me as DGP.
21:53I was shot.
21:54I was shot at a number of times.
21:57There were so many attempts.
21:59And you talk of the situation now.
22:01Situation has been worse and has been deteriorating day by day.
22:05And I hold the political parties, bureaucracy, and police officers responsible for that.
22:12Yes, Punjab has a unique position.
22:14Unfortunately, whatever situation we have, whatever situation has that position.
22:20You know, because Punjab is a very sensitive border state.
22:22And all those places in air-conditioned comfort and go about it.
22:26But nobody, no political party, not one political individual, is serious about the situation in Punjab as we are facing.
22:35Thanks a lot.
22:36I mean, the situation is very worrisome.
22:38Who does Ariwala?
22:39You know, political parties may want to score brownie points.
22:42But keep one thing in mind.
22:44It's a very sensitive border state.
22:46You're not getting enough fit young men to even join the security forces.
22:51Their numbers, you know, you need fit young men.
22:55It's not just happening.
22:56They may have needle marks in them.
22:58There may be other issues that are coming up.
23:00But Aam Admi Party that promised a drug-free Punjab within six months of coming to power.
23:05And that was in 2022.
23:06Now it's 2026.
23:09Explain, ma'am.
23:10Punjab police say the state, it may have made 80,000 arrests.
23:15It may have declared this Yudh Nashya Virudh.
23:18But what's the point?
23:20The problem is only increasing, says Mr. Shashigant.
23:25As far as the drug problem is concerned, yes, it is a huge menace.
23:28And it is not something that has gone by unnoticed.
23:31But if you talk about the Aam Adi Party governance in Punjab, 68,000 plus government jobs,
23:36thousands of smart classrooms, hundreds of Aam Adi Party clinics, major electricity release.
23:41Excellent.
23:41But how does that help fight drugs?
23:44A large investment pipeline.
23:45I mean, Aam Adi Party has done actual work.
23:49The good governance example that happened in Delhi, carried forward to Punjab by the Aam Adi Party.
23:55So we're talking about women's welfare.
23:57We're talking about roads and infrastructure.
23:59Ma'am, how does that help?
24:01Okay.
24:02Arshdeep Kadyal, are you satisfied with this answer?
24:05Because both you and Mr. Sareen understand Punjab well.
24:08What do you make of the answer of the Aam Admi Party?
24:10That, you know, they've taken steps.
24:13She's talked about everything except the war on drugs.
24:17See, the fact of the matter is, Domino's Pizza, you must have heard of it.
24:21It takes 30 minutes to be delivered.
24:23Blinket takes 10 minutes to deliver grocery.
24:26And Chitta, heroin in Punjab, is being delivered within 5 minutes.
24:30Mr. Channi, the former chief minister of Punjab, had done an interview with two young boys.
24:35And those boys told that in their village, heroin was being delivered within 5 minutes.
24:40And not just delivered at some random place, at a home.
24:43Home delivery within 5 minutes.
24:46That is their failed Yudh Naseh Varud.
24:49That is what the Aam Admi Party has been focusing on, narrative only.
24:52That is their problem.
24:52They first came up with war against drugs.
24:55Please allow me to complete.
24:56Aam Admi Party came with war against drugs.
24:58It failed.
24:59It was flopped.
25:00They changed the name to Yudh Naseh Varud.
25:02It flopped.
25:03They changed the name to Yudh Naseh Varud.

25:06Then Pada Agla.
25:07Then some operation.
25:08We do not want narratives.
25:10We want action on the ground.

25:15NCRB report came in Aam Admi Party's tenure, which said that maximum drug overdose deaths have happened in Punjab.
25:21Number two, a week ago, a report had come that 164% more people, more drug addicts were being given
25:29admission in de-addiction centers.
25:31Yudh Naseh said, in four months, we'll end the drugs.
25:33And after 4.5 years, so many people are having to get admitted into de-addiction centers because of a
25:39failure.
25:40Because the drugs have increased so much.
25:41And number three, one very important point, Mr. Majit here, a city leader, Mr. Kejriwal said,
25:47he made specific allegations with regards to drug menace qua Mr. Majit here.
25:53After that, he gave a written apology.
25:55He made a U-turn.
25:56Sanjay Singh stood.
25:58He's fighting the case.
25:59Mr. Kejriwal made a U-turn.
26:01And till date, no chalan has been presented.
26:04Let me bring in Anil Sareen before I bring in Huda Zarivala.
26:07Just like a second.
26:08I want you to respond.
26:10But here, Anil Sareen also, because the Punjab police say that 11.54 lakh pharmaceutical capsules,
26:15that's been seized since last year, sir.
26:18But they are saying it's linked to states like Uttar Pradesh, Rajasthan, Gujarat, Haryana, Delhi, Himachal Pradesh.
26:26Now, these are BJP and Congress-ruled states.
26:29Uttar Pradesh and Haryana are states that have been identified from where drugs are coming into Punjab.
26:35What concrete actions, sir, will the BJP take?
26:38It's not just one Punjab problem.
26:40This has to be a nationwide approach to deal with this, plus the external dimension of Pakistan.
26:46Look, as far as the BJP and the BJP government is concerned, our Home Minister as well as the Prime
26:53Minister has promised to make India drug-free by 2029, within two years.
27:00Even in Punjab, we are promising that we will get rid of this drug munitions in Punjab within two years
27:07if BJP gets a shirwad from the people of Punjab.
27:10Listen, listen, first, just tell me, is BJP giving a home delivery in Punjab?
27:18Who is to check?
27:19It is a state, it is a state government.
27:22If they say it is coming from outside, what are you doing?
27:27Who is preventing you from arresting the people who are supplying drugs?
27:31Who is preventing you from people who are supplying drugs at home?
27:35Sir, I tell it, I'm the party.
27:38Give a single instance where they have done a chain work.
27:42One addict, you arrested addict.
27:45He must have got chitta from somebody.
27:46Have you arrested him?
27:48He must have, that person must have got chitta from some other big dealer.
27:53Like, this is a chain from top to the bottom.
27:56Not even a single case in Punjab where this government has arrested him.

28:04What has been done to break that chain of availability of drugs, home delivery of drugs in Punjab?
28:10I'm going to attack on statistics, right?
28:12So, between March 2025 and July 2026, Punjab government reported 51,516 NDPS FIRs and 67,519 arrests,
28:23while 10,656 people voluntarily entered the treatment under the Section 64A of the NDPS Act instead of facing prosecution.
28:33Number two, 73,000 drug peddlers that happened during the 500-day youth Nashian Virut campaign.
28:41These peddlers were arrested and their properties worth 847 crores belonging to drug smugglers were confiscated or demolished.
28:51Number three, Amadhi Party isn't treating every drug user as a criminal.
28:57What of the NCRB report?
28:59A young person is trapped in addiction.
29:01That's some deaths happened due to drug overdose.
29:03The same drug kingpin is making money from the addiction.
29:06Amadhi Party is also trying to distinguish.
29:08Okay, Mr. Shashikand has a smile on his face.
29:10As a police officer, he clearly is not impressed, sir.
29:13Why aren't you impressed?
29:14Okay, Mr. Shashikand.
29:17So, there is a proper action against the police drug must have been.
29:23Is there proper action by the police, Mr. Shashikand?
