00:12in Brazil the presidential election is heading to a runoff after neither of the candidates secured
00:18the amount of votes required to win from Rio de Janeiro our special envoy Belen de los Santos will
00:22tell us more about the current scenario and what's at stake in the upcoming second round welcome
00:27Belen to from the south hello Luis how are you exactly as you were saying well we have been here
00:36throughout the day yesterday a very long day an important day also for Latin America as well as
00:42for Brazil you were saying incorrectly the two main candidates as was expected but with somewhat
00:49different results Lula da Silva and Flavio Bolsonaro are heading into the runoff that will be held on
00:55October 25th a little less than two points two percentage points in difference between the two
01:03with Flavio Bolsonaro in the lead that is the main difference between what the polls were saying
01:09also the amount of votes that got were given to the liberal party in particular and mainly the amount
01:17of votes that were distributed between the main two candidates many analysts were pointing at this
01:24being uh somewhat like the the runoff the all the predictions that were made for the runoff the
01:32moment the context in which all votes are concentrated in only two candidates this was anticipated in this
01:41first round of elections meaning that a lot of people that could have chosen any other alternative
01:48because of the context of polarization that we had been describing previously chose to make an early
01:55decision between the two most likely to win candidates that is Flavio Bolsonaro and Lula da Silva and this
02:03change of vote apparently and analyzing the data that we have now in the in the day after shows that
02:10many of those those votes that could have gone to any other candidates actually went to Flavio Bolsonaro so
02:17Flavio Bolsonaro has already absorbed many of those votes that some polls were advancing could go to him
02:26in an eventual runoff so that is one of the main points of analysis that are coming up this day
02:33this
02:34Monday after the first round of elections in Brazil also an important factor to consider is how the
02:41participation took a chance in this elections as well there was a lot of speculation regarding that but
02:49the truth is that the number is not so different as the historical number for Brazil the one that we
02:56saw in
02:56past elections what we do see is that Lula da Silva has lost votes in across the country in most
03:05states
03:05If we compare them to the election that he did win against Jair Bolsonaro's father in 2022
03:14In that election if you recall there was also a very very tight race and he won by the minimum
03:22difference
03:22We are now once again in a minimum difference scenario
03:26But with Lula da Silva losing points across states those are the points of course the votes that he is
03:33going to have to go and get until
03:36October 25th so we have a new race now the race that goes from today up to that moment and
03:44the main challenge for both candidates is to get as many votes as possible those votes are coming from the
03:51other contestants we're talking about Augusto Curi, Renan Santos, and Renan Santos, and Renan Santos, and Renan Santos, and Renan
03:56Santos.
03:57who were in the other options of voting who are going to which of the voters are going to direct
04:06their votes to the now two remaining candidates and also from those who did not go to vote or that
04:13made their votes no well the candidates will make an appeal to all of those sectors in the run-up
04:20to see who gets the main and the most amount of votes of course we are also looking at a
04:26very
04:26very tight race on October 25th as well
04:28Well then more was being decided as well on Sunday not only the president and vice president there were also
04:34elections for the Congress and what can you tell us about the results that were happening in those more regional
04:41local elections
04:46Very important result as you were saying because as we said yesterday throughout the day that is the election that
04:52does not have run-off Luis that has been decided already we are
04:56We know the name and the form of the Congress for the upcoming term and the results have given a
05:04wide margin for the Liberal Party that is winning seats across both chambers so we're mainly focusing our analysis in
05:13the Senate that renewed two-thirds of the chamber yesterday and also in the lower chamber the deputies in both
05:22cases the Liberal Party now has one of the broader
05:25Other participation margins since 1988 this means that whoever gets to win on October 25th will have an administration that
05:37is conditioned or favored depending on the winner by a Congress that is mainly dominated by the far-right Liberal
05:46Party this does not mean that they will get something like an automatic approval in any of the in any
05:54of the chambers they will still need the
05:55to continue to continue to negotiate because they do not have the majority needed for many changes and if we
06:03know a little bit something about the how the Congress works here in Brazil there's the central that is an
06:09important segment of a multitude of parties that are sort of like a negotiating base they have those seats and
06:18they use them to negotiate with the highest posture so to say to see how the legislative
06:25terms are advancing well definitely we'll see if that becomes an important ally for the Liberal Party but we'll definitely
06:33have a legislature that is much more far-right leading and that will condition a lot of attempts regarding laws
06:42for example the much debated and what proposed by the left six times one proposal the idea of restricting the
06:52working hours and days through the
06:55legislature in the legislature in order to grant more free time paid and legal free time for workers so that
07:03is what we're seeing of course a Congress and that is final so we definitely know that for the coming
07:09term a Congress across the country that will be shaping and shape the laws and the entire process with a
07:18much far-right leaning approach.
07:21Thank you very much.
07:22As always for the on-point report and for all the work that you have been doing we'll have more
07:27contacts with you of course to continue following on the results and the aftermath of the electoral process on Sunday.
