BANK WITNESSES TESTIFY ON VP SARA, MANS CARPIO’S ACCOUNTS

#VPSaraOnTrial Day 34 RECAP: The Senate impeachment court heard testimony about Vice President Sara Duterte and her husband Mans Carpio’s bank accounts. The prosecution called LandBank witnesses for Article II, which covers alleged unexplained wealth. Private prosecutor James Bryan Ibrahim Alih said the bank witnesses are expected to talk about at least 30 accounts that Duterte and Carpio held in eight banks from 2022 to 2025.

Defense lawyer Mark Vinluan apologized for what was seen as his intimidation of AMLC Executive Director Ronel Buenaventura during the previous day’s hearing, explaining that he only wanted to test the witness’s credibility. Senator-judge Risa Hontiveros asked Buenaventura about Chinese state-owned companies that allegedly did business with Cale88 Foods Corp. Presiding Officer Chiz Escudero also pointed out a difference between Duterte’s SALN totals and the ₱424-million amount mentioned in the trial. Later, Raquel Dela Cerna, the LandBank Davao R. Magsaysay branch manager, testified about Carpio’s year-end bank balances, saying his latest balance was ₱1.3 million.

00:00In all humility, Your Honor, our intention in cross-examination is to test the credibility of the witness among others.
00:08And part of testing that credibility is to confront him not just with documents but with salient provisions of the
00:14law
00:14so that we can demonstrate whether or not his interpretation and application of the law is correct.
00:20So when we read portions of the law during our cross-examination, it is never our intention to cause intimidation,
00:28especially to the members of this Honorable Impeachment Court,
00:32lalong-lalo na po kay Senator Judge Lapid, who, if I may say, has been very gracious to us.
00:37Maraming salamat po sa Maha Blanca, sir.
00:40But if in any way a different message was indirectly conveyed,
00:44I personally apologize and commit to be more circumspect moving forward. Thank you, Your Honor.
00:50I'll add the Sal N. of the two, from 2022, 2023, 2024, and 2025.
00:57In-add. Meaning, hindi naman dapat in-add yun, di ba?
01:00Kasi iba-ibang tao naman yun eh.
01:02At kasama na yung deklarasyong na huli doon sa unang deklarasyon.
01:06It totaled 336 million and change.
01:13Hindi pa rin umabot ng 424.
01:16Meaning to say, on the assumption na walang ginastos, um, walang ginastos mula sa lahat ng assets nila,
01:25at lahat na dineposito sa banko, hindi pa rin naabot sa ganto kalaking halaga.
01:31Um, sa palagay at pananaw nyo, ulitin ko, in the realm of possibilities,
01:36what would explain this huge amount?
01:42Hindi ko po, medyo hindi ko pong ma...
01:45So hindi nyo po kayang paliwanag. You cannot explain...
01:48Hindi ko po maipaliwanag.
01:49You cannot explain how it reached 424 million.
01:54Assuming the presumption of this, um, um, representation is correct with respect to her Sal N.
02:19It's a Chinese state-owned enterprise.
02:22It advances the interests of the Chinese Communist Party.
02:27Sa mismong corporate governance structure ng Xinjiang Fruit,
02:31may institutional Chinese Communist Party organization na naka-embed.
02:36It has its own Chinese Communist Party committee,
02:41Party Committee Organization Department,
02:43at 11 subordinate subcommittees, o Party Bram.
02:47You, Eunice Sumatra, do swear that the evidence you shall give in the case now pending
02:53between the Philippines and Vice President Sara Zimmerman Duterte
02:56shall be the truth, the whole truth, and nothing but the truth.
03:00So help you God.
03:16Year end, December 22, 2022, sorry, is 505,517.35.
03:26How about for the year 2023?
03:30If there are any, what is the year-end balance of Attorney Carpio corresponding to his account
03:36ending with last digits 2730?
03:39For year end 2023, the last or the outstanding balance at that time was $953,681.42.
03:48How about for 2024, what is the year-end balance that you've mentioned under the name of Attorney Carpio?
03:59For 2024, sir, it was $115,824.20.
04:07Lastly, Madam Witness, for 2025, what is the year-end balance of this account based on your records?
