08:05every weapon that it can use against the ruling suspension and cec gyanesh kumar and that's why
08:10you see a delegation going to meet a president of india with full decorum at the same time mp
08:17staging dharna right at the very doorsteps of of parliament uh you know just a side of this

13:15completely planned and if a special session is called by the government and we will again see

14:18india block leaders protesting and they are sitting on the roads
14:24and so every day there is a protest calendar there is a dharna there's almost like guerrilla
14:30style tactics uh protest taking place at akashwani bhavan day one rajgat day jantarvanta day two
14:38rajgat day three parliament day four so there's a full calendar of the dharna and then it's only set
14:44to intensify meanwhile there's breaking news coming in there's a reaction that's coming in from union
14:49home minister amit shah amit shah has said under the leadership of prime minister narendra modi
14:57bjp continues to win election one after the other despite the lies and disinformation campaigns run
15:07by rahul gandhi and the indy alliance in west bengal in assam and puduchiri and the recently held
15:15local body polls in rajasthan and tripura these demonstrate that people have completely rejected
15:22the indy alliance having lost their public support these parties question institutions after every
15:30defeat but the people have recognized their true character this is why the people have once again
15:37delivered a thumping mandate reaffirming their unwavering faith in the bhartiya janta party

17:51not able to find any kind of anti-incumbency against the face of narendra modhi and that's
17:57why they are just raising an issue out of non-issue remember that congress has already planned protests
18:04across the country and a month log calendar has already been finalized but bjp is not taking it
18:09serious bjp is saying that despite um uh the uh votatory allegations being raised by being raised
18:15multiple times by opposition people are again and again uh reposing their trust in the development
18:22agenda of bjp and that is the sentiment which has also been acquired by union the voter amit china

18:35this conversation adil singh boparai of the congress party dr guru prakash paswan of the bharatia janta
18:41party a.k jain is former director general of the uttar pradesh police now remember there is protest by the
18:48india alliance and now protest by the cockroach janta party and various places delhi is virtually
18:58seeing a massive clampdown by the police or movement we'll talk about that but adil singh boparai you
19:04want to quickly respond to union home minister putting out this message that people have seen
19:08through the lies of rahul gandhi and the india alliance bjp and and voted for the bjp whether it
19:14is in nandigram reji nagar or other places that the home minister talks about and the tvk winning
19:19seats in tamilnad gaurav if the bjp is indeed so popular then why is there undeclared emergency in
19:30delhi today why have 57 metro stations been shut in central delhi why have hundreds of trains been
19:38cancelled why are the streets of delhi barricaded why are students being put under house arrest
19:47why are young people being pulled out of trains from all over the country and being detained
19:54this doesn't sit with the bjp's confidence so the home minister can give this country as much
20:00spiel as he wants to the fact of the matter is that there is a criminal enterprise which is underway
20:07that criminal enterprise comprises of the prime minister the home minister and gyanesh gupta
20:13and for which we are we are certain we are resolute and we are determined
20:19that gyanesh kumar must put in his papers this is the voice of the people of this country point
20:26number one point number two from a controversy which erupted from within the eci today what you're
20:34noticing is police brutality what you're noticing is an autocracy in the national capital
20:42is this how democracies function i have not heard that internet has been suspended

21:02if the government or the bjp are so popular why have 57 metro stations been put under restriction
21:10internet cut off trains being cancelled dr paswan congress is asking you a direct question
21:15no gaurab we have to understand that this is not the first time they have been doing this for the
21:20last 12 years autocracy elected autocracy but we have to understand that there is rule of law in this
21:26country there is constitution of india what we are witnessing by the opposition party is nothing
21:31but a grammar of anarchy as said by dr ambedkar the unleashing of such lawlessness anarchy and chaos
21:40on the streets of delhi we saw what happened yesterday priyanka gandhi she could be a member
21:45of parliament she could be the leader of the congress party the way she was elbowing violently elbowing a
21:51commoner a police woman in the sight of camera protest is allowed but this is sheer recklessness
21:58dissent is allowed but this is sheer anarchy this is nothing gaurab but frustration of the
22:04political ecosystem who have lost the faith who have absolutely no faith by the people of india
22:09we saw today what happened in the bipoles across the country in tamil nadu in rajasthan and in west
22:16bengal year after year elections after elections you are losing or let me say very clearly that mr rahul
22:22gandhi there should be a curriculum issued gaurab from 24 akbar road that mr rahul gandhi is above
22:28the rule of law of this country mr madam priyanka gandhi is above the constitution of india but sadly
22:34that is not the case dr ambedkar and from the eyes of dr ambedkar everyone is equal sir give me

23:41well actually this confrontation is about uh uh the kind of demand which these mps are putting
23:47forth remember that uh uh india block mps gathered there in uh parliament uh in parliament old building
23:53samvidan satan and from there they all marched but the permission was given to only
23:5810 leaders of india block to go towards the president's house i'm right right now standing
24:03at raisina hills and uh and uh apart from the 10 uh india block leaders all of them were stopped
24:10you
24:10can see this is the second layer of barricade which has been uh created here uh by delhi police why
24:16because only 10 mps were allowed after that the mps was stopped there i would ask um uh kunj to
24:23pan his camera and show you that um around 100 meters away from this place um what the uh india
24:30block uh uh leaders who were stopped and now i can see some movement there also because these
24:34leaders wanted to go towards the president house but they were stopped by delhi police and that is why
24:40this entire confrontation is now taking place and remember that this entire area is highly secured area
24:46it's highly sensitive area and multiple layers of barricades were put right in front of me is the
24:53uh the parliament building from that parliament when mps marched they were first stopped right
24:58front of the widget chalk parking then okay uh only 10 india block leaders were allowed whose names
25:05were given to president when they entered inside other mps also wanted to go towards the president
25:11house even they want to meet president but they have now been stopped and that's why okay this
25:16confrontation right now as you're speaking is underway sir it's a delegation of 10 that was permitted
25:21others wanted to go and were not permitted stay with me piyush i want to bring in mr ak jain
25:27into this
25:28conversation mr jain as a former director general of police would you agree with the assessment that the
25:34delhi police appears to be overreacting uh why would 57 metro stations uh need to be shut down
25:41why would trains need to be stopped the congress party says this is undeclared emergency this is
25:48autocracy sir you agree no i don't agree at all last time there was a lot of criticism of
25:57delhi police that proper arrangements were not made when the there was dharna at jantar mantar
26:03this time they are taking all possible precautions they are trying to control the mob they are trying to
26:10control the numbers and delhi police is absolutely justified in doing it because if you collect a
26:17crowd of 50 000 and then you try to control them naturally you can't control a crowd it's a basic
26:23basic policy which we learned in the police the crowd control so you have to control them because so
26:29many people from so many walks of life from so many areas they are coming with different agendas over there
26:35so that is not there then you can't control them then either you have to use force or you have
26:40to
26:40allow the agitators to allow the agitators to do whatever they feel like so you can't allow anarchy in
26:48in the national capital so i think the proper proper arrangements are being made so that
26:56there will be no need for use of force on part of delhi police proper arrangements are there
27:01no arrest preventive arrest shall be made tomorrow also preventive arrest shall be made and the dharna
27:08whatever dharna or whatever is going on because it is it is going on for last of so many so
27:14many days
27:15at uh at mumbai there was dharna at um and now at jantar mantar there is dharna so message has
27:22to go
27:22that everybody cannot be allowed to take law in their own hands and police will will will do their duty
27:32so but a dharna is not illegal we're a democracy people want to protest at a designated spot
27:38but protest is their right um but let me take this question that you've also raised adil singh boparai
27:45in the garb of protest anarchy is sought to be spread um you know dr guru prakash paswan uh spoke
27:55of dr
27:56bheem rao ambedkar and the grammar of anarchy now that you have a constitution you move by the constitution
28:02you protest in a designated spot in a peaceful manner not the kind of anarchy that is that was seen
28:09on the
28:09streets of delhi sir how would you respond to dr paswan adil singh go parai you'll have to give me
28:14about 90 seconds
28:15because i have to respond to guru and mr jain point number one let me clarify what the agenda
28:21let me just indicate to him what is the agenda of the opposition our agenda is a quest for justice
28:30and
28:31transparency and this bugle was sounded from within the eci if you want to complain please go and
28:39complain to mr sukbir sandhu and mr joshi because they were the ones who said that gyanesh gupta has been
28:45taking decisions unilaterally in an illegal manner point number one point number two we are yet not
28:52a police state even though there are trappings of autocracy we are yet not formally a police state even
28:58though de facto police state in a country which is run by the rule of law police or state action
29:05is
29:05always proportionate it is not disproportionate this is what also fell from the honorable chief justice of
29:12india today point number two point number three these are citizens of this country a government
29:18should not be scared of its citizens a government must engage its citizens this is a democracy which
29:25is a government of the people by the people and for the people mr modi should not treat opposition mps
29:32as enemies of the state this is not how democracies function number four whether somebody likes it or not
29:40a person or they should not be disproportionate point one point two uh
29:45and let me i'm sure that's the difference of anda

30:10you know, why treat the opposition as enemy of the state? They're raising certain points.

30:22We have to understand that the BJP, previously the Bharti Jansang, we have spent decades in
30:28opposition. So we have more experience of being in opposition than in government, point number one.
30:33Point number two, these protests are based on sheer lies. Prepostericity of the sheer
30:38protest is overwhelming. SIR is unconstitutional. The Supreme Court of India, the Constitutional
30:44Bank, Justice Sudrikan, Justice Bharti, categorically said that the process of SIR is constitutional.
30:50So lie number one, exposed. Lie number two, 13 crore voters have been deleted. The bifurcation
30:56has been clearly given, Gaurav. 2.8 crore voters dead. 5.6 crore permanently shifted and so on and
31:03so forth. So these protests is nothing but based on lies. We have to understand, Gaurav, very
31:08clearly.
31:30So that was KC Vinogopal. And I think this is now the delegation which is marching towards
31:38Vijay Chowk from parliament. These are members of parliament with that big banner. Gyanesh
31:43Kumar should resign. Dr. Paswan, complete your point, sir. KC Vinogopal was speaking and the studio
31:49went straight to the MPCR. Response, sir.
31:52Thank you so much, Gaurav. So we have to understand, it's lies after lies. SIR is unconstitutional.
31:57SIR is unconstitutional. 13 crore voters deleted. But the bifurcation and that has been categorically
32:03said by Justice Surikant and Justice Bakhti on not on one occasion, but on multiple occasions.
32:07Gaurav, we have to understand that after 2014, there have been 75 elections in the country.
32:12Of these 75 elections, 41 were won by Bharti Chanta Party and allies and the rest 34 were
32:19won by Congress and its allies. So where does the question arises? We have to understand today,
32:24you have to declare Mr. Rahul Gandhi has to follow the law of the land. He is not above the
32:29law of the land. Madam Priyanka Gandhi has to follow the law of the land. Fair enough, sir.
32:32For a moment, I quickly want to cut across to my colleague Aishwarya Paliwal as members
32:36of parliament now, take their march out of parliament to Vijay Chowk. Aishwarya, tell us
32:43what's happening where you are.
32:49Well, you know, Gaurav, I'm standing very close to the Rashtupati Bhavan, of course, on
32:52this side of the barricades, the top 10 leaders from the India bloc, starting with Rahul Gandhi
32:58and the list includes former chief minister, Mamata Banerjee and the present chief minister
33:04of Jammu and Kashmir, Omar Abdullah. All of them are inside and they are now hoping that
33:09the president will now intervene. They have a list of revances that they wanted to present
33:13in front of her. That opportunity has indeed been given by the president of the country.
33:18Now, what is the next step? That is something that India bloc will now very keenly have to
33:21look at. But this is barely a few hours before the big CGP protest actually takes place,
33:26Gaurav in the national capital. The agencies are on their toes. Delhi police personnel have
33:31been given very clear instructions. They need to make sure that no one to what incident happens.
33:36In fact, the Internet services from 10 p.m. tonight till 10 p.m. tomorrow, almost for 24
33:41hours, we will see the Internet, at least in Latians, Delhi, you know, will be suspended.
33:47Those orders already have been given to the telecom companies. The opposition believes that this
33:52is the time for the CEC, that is the Chief Election Commissioner, Gyanesh Kumar, to resign. In fact,
33:57today, the meeting that the opposition had in the central hall in Parliament, one of the other
34:02things that they spoke about, and all of them unanimously said, it is time for the government
34:06in our country to change. So that is another pressure that they will keep on building. But
34:11interestingly, Gaurav, you know, while we are seeing the opposition being united, Rahul Gandhi
34:15is not in the national capital tomorrow when the big CGP protest is taking place. But yes,
34:20this is the opposition now making sure that they keep the pressure on with regards to the
34:24CEC. Gaurav.
34:29Very interesting. But Mr. Jain, this may be political, you know, for political dividends as
34:35far as the opposition India bloc is concerned. But when they say CEC, Gyanesh Kumar should resign,
34:41Narendra Modi should resign. Clearly, it doesn't happen like that. The opposition also knows,
34:46perhaps using this to galvanize their carder, to mobilize their carder ahead of 27, 2027 crucial
34:53elections in states like Uttar Pradesh and Punjab. How do you see this opposition campaign moving
34:58forward?
35:01They will not achieve anything. Mr. Dharmendra Pradhan's resignation and resignation of Mr.
35:07Gyanesh. They are two different things altogether. If they are under this impression that they will be able to obtain
35:15the resignation of CEC, they are sadly mistaken. This will continue for a few days, and then it will
35:23fizzle out. Unless the Delhi police is on its toes all the time, they are, instead of working out cases
35:31and working on crime,
35:33they are busy with the law and order bandhovas. They are, they are taking all possible precautions, because instructions
35:40are there, that you will not use force, if they will, if they don't, if they can't use force, then

42:31is the time that they can uh you know uh question and and try to put the credibility of prime

42:38modi and the scanner now that is the attempt that the india bloc is uh targeting at and that's why

42:44know why are gyanish kumar the target is uh prime minister now the whether that could
42:50uh that could re-reap electoral dividends uh for the congress is a big ask it has to be seen

42:58litmus test will come soon in the upcoming assembly elections but at this point of time the congress

44:20the governor of bihar i brought the typical military ethos to the appointment uh wherever you go in the
44:30army you take ownership of it i took ownership of my regiment i took ownership of the corps i was
44:37commanding in kashmir now as the governor of bihar i thought i have to extend the hand of leadership
44:43by taking ownership of bihar and i found the strongest point in bihar was its civilizational legacy
44:55knowledge the kind of knowledge hub that bihar has always been it's from bihar that you found
45:03knowledge and civilizational indian culture moving into central asia moving into southeast asia you'll
45:11be surprised even today when a visiting head of state comes from a different country in southeast asia
45:18he doesn't usually land in delhi first he lands in gaia and that's where i receive so bihar is very
45:28very important the story of bihar hasn't been told sufficiently in india nor abroad and i think it's
45:35my prime responsibility to tell that story and bihar i mean here in newspapers sometimes in the past
45:43you'd read especially in maharashtra or other places you know uh people from north india uttar pradesh
45:50and bihar being targeted uh or you'd hear that in other parts fortunately doesn't happen anymore uh but
45:57i want to understand sir bihar is the cradle not just of knowledge but of very powerful empires the
46:05maurin empire the gupta empire the cradle of religion sir absolutely the inspiration is drawn from there
46:11it goes back to the birth of the lord buddha 586 bc if i'm not mistaken 566 bc it died
46:20in 486 bc
46:22and thereafter the maurin empire magad itself the gupta empire the golden age of the guptas which took
46:29indian culture all over southeast asia uh that is the place where in the nalanda university the first
46:35international university of the world exists 10 000 students were there people came from china they
46:42came from central asia all travelers who came to india came to nalanda first so that is what i say
46:49the
46:49cradle of indian civilization exists there in bihar and we need to use that sir from that era
46:57to the situation in bihar today uh where we hear of paper leaks where we hear of cheating uh education
47:08is something where which is one your key result area as a soldier how are you tackling the challenge of
47:17education in bihar firstly gaurav the challenge is very akin to the challenges i faced in the indian
47:27army in the indian army it was all about leadership taking ownership as i said it was a question of
47:36my comfort zone in the army once established that one could take leadership decisions
47:41i'm striving to achieve that kind of ownership in bihar with the knowledge if i have that then i'm in
47:49a
47:49position to take leadership decisions but to get back to your original question what went wrong with
47:55bihar i think is a dynamic process in any state any city any village any entity there's always a
48:04dynamic state ups and downs always take place the good thing i can say today to our audience is that
48:12the bihar story is now on the upward curve you're finding things changing i am the chancellor of 17 state
48:20universities and i can tell you we are professionalizing the entire approach to higher education in bihar
48:29bihar runs india if you really look at it almost the entire bureaucracy a very large segment of the
48:37bureaucracy comes from bihar they run india but bihar doesn't run bihar itself perhaps that's what people
48:44perceive so today what we are looking at is bringing bihar back to its primacy and i'm sure
48:51that is going to happen in the very near future what are the biggest challenges that you face
48:58as the governor of bihar as chancellor of universities in bihar because when you talk about education
49:07your college and mine we had a large number of students from bihar uh studying at the st stephen's
49:14college at delhi university they would have to come out and study and then remain out for jobs how
49:21big a challenge is that for you to ensure one they get their degrees on time two they're able to
49:26find
49:26jobs i think you hit the nail on the head gaurav there's no doubt we are both from st stephen's
49:32college
49:33in delhi and we had the pleasure of doing a show once with all the speakers being from st stephen's
49:38too
49:39and i can i can say this that in st stephen's we had some of the finest students from bihar
49:47some great institutions such as in michael's patna from where people came to our college
49:53unfortunately that may not be entirely true today but the revival process has all started
49:59and we are looking towards creating a great knowledge hub once again back in bihar these
50:05universities besides the central universities put together we need a greater commitment greater focus
50:13better leadership in terms of higher quality vice chancellors a technicalization i'm very happy to
50:20say today there's a great deal of digitalization taking place uh there was a time when
50:27results couldn't be declared on time because of the lack of digitalization today we have got
50:34a portal called the summer portal for all 17 universities it is running it is from delhi that it is
50:41run
50:41and we find that is much much simpler with 46 domains that it functions on it's much easier right from
50:50from
50:51admissions to declaration of results including a digi locker system in which your degrees etc are emplaced
50:59and you can pick them out at will whenever you wish to so there is a lot of modernization going
51:04on but
51:05let me say that we cannot be impatient about this this is something i hold myself back from sometimes i
51:13find
51:13that i am a man in a hurry i think that i'll take an action and it will lead to
51:19a positive result
51:21and i realize that in leadership many times in an environment which is so dynamic as bihar you can't
51:29expect that to happen so the process is a little slower than what happens in the armed forces but
51:35nevertheless the leadership style is almost the same the leadership style is the same but in the army
51:42there are disciplined soldiers you say absolutely that's the way you function anywhere in the army
51:54what's the response in bihar in bihar um let me say value it's a you see bihar as i we
52:01were discussing
52:02earlier civilizational cradle of india the heart of indian democracy after all nalanda bodh gaya rajgir
52:10these are the symbols of democracy in india from where it all started so to that extent behar's
52:18democratic nature the empowerment of its people sometimes creates a political dynamism of a kind
52:26there it's not easy to get past it's not easy to understand it takes time i think i'm coming to
52:32grips with it slowly i'll take my own time to do so but while i'm doing that i'm not holding

52:39from decisions either brilliant have mistakes been made sorry have mistakes been made mistakes hugely
52:48i mean i make a mistake a day 365 mistakes a year are permitted right as long as i don't
52:56repeat it
52:57that's that's the important aspect that's the element of leadership which we have always followed
53:02so with leadership with the mistakes being made every day i learned my lessons i learned my lessons
53:09the hard way sometimes they are very embarrassing sometimes i feel very low and i feel very negative
53:16about them but then i realize i've been 40 years in the army six years in the national disaster management
53:23authority as part of government of india this is my 47th year in the government of india
53:28i think you need to live with disappointments from time to time
