01:00And balanced.
01:01The perfect latte is not brushed.
01:04It is crafted.
01:05One cup at a time.
01:08Your perfect latte is ready.
01:10Coffee first.
01:12Then, everything else.
01:14Okay.
01:15What happens when the heat becomes unbearable?
01:18Water becomes scarce.
01:20Electricity bills climb.
01:22And the food on our tables becomes even more expensive.
01:25Is Cebu ready for El Nino?
01:28Good afternoon and welcome to Beyond the Headlines.
01:30I'm DJ Moises.
01:31And today's conversation is brought to us by Coffee First.
01:35El Nino is a global climate phenomenon.
01:37But its consequences are intensely local.
01:41The real question is whether governments, utilities, farmers, and households are preparing for water shortages and rising temperatures because it
01:52becomes, when it becomes a crisis.
01:54Let's look deeper and think better.
01:57The U.S. National Oceanic Atmospheric Administration, or commonly known as NOAA, reported on October 8 that El Nino was
02:07strengthening, with a strong to very strong event likely through January to March of 2027.
02:15Pag-Asa's October 7 advisory similarly warned that the phenomenon could reach very strong levels before the end of 2026
02:24and persist into the first half of 2027.
02:28Southeast Asia is particularly vulnerable.
02:31For the Philippines, the areas to watch most closely for El Nino impacts are Central Visayas, parts of Eastern Visayas,
02:39and the Negros Island region,
02:41alongside other parts of the country where below-normal rainfall is forecasted.
02:46Cebu and Buhol could face drought conditions by March 2027 if rainfall deficits persist.
02:55A dry spell may also develop by the end of December of 2026.
03:00Joining us today is Weather Services Chief of the Pag-Asa-Visayas Regional Services Division, Engineer Al Qiblat.
03:08Hello, Engineer Al. Welcome to Beyond the Headlines.
03:11Hi, good afternoon, DJ, and to your listeners.
03:15Yes, so for the benefit of our viewers, we will move from global to Southeast Asia, Philippines, Visayas, and then
03:25Cebu and Buhol.
03:26But because a lot of people have been hearing about El Nino, Engineer Alba, once and for all,
03:33can you educate us further about what does El Nino actually mean and why it reaches as far as Cebu?
03:42And, yeah, for that matter.
03:45Okay, El Nino is one of the places of so-called Inso.
03:50Inso is the Inino-Southern Oscillation.
03:53Inino-Southern Oscillation is the natural process in the climate system,
03:59resulting to the interaction between the atmosphere, particularly in the Central Eastern Pacific, and the ocean.
04:07Now, one of the places is El Nino.
04:11El Nino is the so-called warm phase of Inso.
04:16Inso, where in the Central and Eastern Pacific Ocean will experience a above normal sea surface temperature,
04:26or from 0.5 degrees Celsius positive above.
04:31So, for this particular El Nino that we're facing right now,
04:35it already reaches to the 2.3 degrees Celsius anomaly under the category of a strong, very strong El Nino.
04:48And then, is it also true, just for us to calibrate what we also hear from various sources,
04:54that this El Nino is stronger than what we've seen in the past?
04:59Yes, we have historical El Nino events,
05:04namely 1982-83, 1997-98, and 2015-2016,
05:13are very strong El Nino.
05:15And, so far, the highest or the warmest sea surface temperature anomaly was 2015-2016,
05:26which is about 2.6 degrees Celsius anomaly.
05:32And most of the climate models, including the statement of the World Metagical Organization,
05:38that this El Nino this year, up to 2027,
05:43will likely surpass the 2.6 up to 3 degrees Celsius.
05:51So, it's really true that this one is forecasted to be the strongest so far, no?
05:58It seems like that, based on the latest information that we got from the International Prediction Center,
06:05and of course, from Pagasa.
06:08And now, for my next question, I'll just have to segue a little bit in terms of educating our viewers,
06:14because some of our viewers are thinking that this is just the Philippines,
06:19or this is just Cebu, no?
06:21But can you also tell us, on a global scale,
06:24which particular parts of the world are forecasted to be going to be impacted by this strong El Nino?
06:32Well, the impact of this El Nino is not uniform.
06:37And of course, from the countries in the Central and Eastern Pacific,
06:43near that area, we'll be experiencing more rain.
06:47However, in the western portion of the Pacific Ocean,
06:52which includes Philippines and other Asian countries,
06:57will experience a reduced rainfall as the impact of the El Nino.
07:04So, it's good, actually, that you clarified, no?
07:07On the eastern side, there will be extreme rainfall,
07:10but on the western side of the Pacific, where the country is,
07:13that's when we would also have less rainfall, no?
07:17Yeah, yeah. Correctly, Jane.
07:19Yeah.
07:19So, what are the indicators, man, that everyday people like me will monitor?
07:26Because this is still a forecast.
07:28But what are the indicators that we are seeing currently,
07:31that the likelihood for this to happen is already, like, super likely to happen?
07:37There are already areas in the Philippines experiencing drought,
07:42in Luzon, and I think in NIR region,
07:48particularly in Negros-Oriental.
07:55So, but,
07:57a NIR impact is not uniform,
08:00with, as far as the distribution of reduced rain is concerned.
08:06However, we have a forecast rainfall condition,
08:10based on our latest information from Pag-Asa,
08:14that starting November,
08:18up to March,
08:20for the sixth period,
08:22rainfall condition forecast,
08:24issued by Pag-Asa,
08:26the Visayas, including Central Visayas,
08:29including Cebu,
08:30will experience below to way below normal rainfall condition.
08:36And then, the other thing also,
08:39and you've mentioned already that this is on the western part of the Pacific,
08:44so, although these countries are not necessarily within the Pacific Ocean,
08:49but I've also heard that Southeast Asian,
08:51and this is my time also to calibrate with you,
08:54that other Southeast Asian countries,
08:56such as Indonesia,
08:58Malaysia,
08:58Vietnam,
08:59along with the Philippines,
09:00are going to be impacted as well.
09:02I guess, most likely,
09:05will be impacted by this,
09:07in your opinion,
09:08as part of the western portion of the Pacific Ocean.
09:11And for the benefit of the viewers,
09:14that's why I'm also injecting this part of the conversation,
09:17because maybe not,
09:18some of us maybe are not aware that
09:21around 20 to 30 percent of our rice
09:24are actually imported from Southeast Asia.
09:26In fact, I think about 81 percent of the imported rice
09:30come from countries like Vietnam.
09:32So, if there are other sources of rice,
09:38but if this is going to impact also parts of Southeast Asia,
09:43like Vietnam, Thailand, Malaysia, Indonesia,
09:47then, yes,
09:49that kind of thinking will have to shift.
09:52Now, let's move towards the provinces na lang,
09:55because you've mentioned also Cebuan, Bohol,
09:57but what are the other provinces also on the Philippines
10:00that's likely to experience this strong El Nino?
10:05Now, almost all parts of the country,
10:07every day,
10:09particularly during February, March,
10:13will experience drought.
10:15And for Visayas,
10:20November, December,
10:21before the end of December,
10:23we'll be experiencing
10:25dry conditions.
10:27That would mean
10:28two consecutive months,
10:30the areas in the Visayas
10:32will experience
10:34below normal.
10:35And that below normal,
10:38the meaning of below normal
10:40is 21 to 60 percent reduction of rain
10:43from the normal
10:45or average per year.
10:47And then by the end of January,
10:51we will be experiencing dry spell,
10:53meaning
10:55three consecutive
10:59below normal condition
11:01for the areas of New Visayas.
11:05And then
11:06by February and March,
11:08we'll be experiencing
11:09drought,
11:11meaning
11:11five consecutive
11:14months
11:15the area
11:16will experience
11:17below normal
11:19or
11:19three consecutive
11:21way below normal.
11:24And
11:25thank you also
11:26for
11:28shedding more light
11:29in that aspect.
11:30And this is also,
11:32at least this is my
11:33personal stand.
11:34And that's why
11:34I was actually hoping,
11:36at least for the benefit
11:37of our viewers,
11:38that there would be
11:39a more integrated plan
11:40that we are seeing,
11:41at least for
11:42the Philippines,
11:44for us to get to see
11:45which section
11:47we primarily secure
11:49our agricultural products
11:51or which side
11:52also
11:52are we
11:53primarily
11:54securing
11:55our fisheries
11:56or our
11:57other
12:00meat consumption
12:01and how
12:02this could
12:02potentially impact
12:03the supply chain.
12:04But I know that
12:05that's outside
12:06your scope,
12:06but I just hope
12:07that our viewers
12:08have captured
12:09that this is one
12:10section that
12:10all of us
12:11should be looking
12:12more closely
12:12because this is not
12:13just about
12:14higher
12:15temperature
12:16and warmer
12:18temperature
12:18that we experience
12:20through the day.
12:20There are also
12:21talks
12:22saying that
12:24because this can
12:25be extreme,
12:26will there still
12:27be typhoons
12:28or that we can
12:30anticipate
12:31also within this
12:32period
12:33or typhoon
12:34is completely
12:35ruled out
12:35at least during
12:36the tri-season?
12:38Yes,
12:39there is a
12:40tropical cyclone
12:41and even rain,
12:42it doesn't mean
12:43that there is no
12:44rain at all.
12:45But the impact
12:47of the
12:47El Niño
12:48in the Philippines
12:49is that
12:50the number
12:50of tropical cyclones
12:51will be reduced
12:52because the
12:54reason for that
12:55because the
12:56tropical cyclones
12:57develop far east
12:59from the
12:59Philippines,
13:00eastern and
13:01central Pacific
13:02and it has
13:03a longer
13:04time to
13:05record while
13:07approaching our
13:07country.
13:08However,
13:09most of the
13:10tropical cyclones
13:11during El Niño
13:12are a category
13:14of tropical
13:15cyclones
13:16are typhoon
13:17to super
13:18typhoon.
13:18Once it
13:20enters the
13:20Philippine area
13:21of which
13:21spans
13:21because of
13:23that long
13:23period
13:24over the
13:25ocean
13:25traveling
13:26across
13:27the
13:28central
13:28and eastern
13:29Pacific
13:29towards
13:30the western
13:31Pacific
13:31where the
13:32Philippines
13:32is situated.
13:34So that
13:34is the
13:35impact
13:35in terms
13:35of
13:36tropical
13:37cyclones.
13:39In fact,
13:40there was
13:41a year
13:41back in
13:422014
13:43and El Niño
13:44year also
13:45we experienced
13:46a landfall
13:47tropical
13:48cyclones
13:49named
13:50Xinjiang
13:50if you can
13:51remember
13:51that
13:512014
13:52that was
13:53also
13:53a new
13:54year
13:55devastating
13:56the
13:56southern
13:57portion
13:57of
13:58Cebu.
13:59And also
14:03extreme
14:04rainfall
14:04events in
14:05Manila
14:05in 2009
14:08El Niño
14:09and El Niño
14:09So all
14:11this
14:12hazard
14:12should be
14:12monitored
14:13properly
14:13and
14:14information
14:15should be
14:17monitored
14:17also.
14:18And
14:19thank you
14:19for
14:20bringing up
14:21those
14:21significant
14:22events
