The Delhi government has announced its winter pollution action plan, introducing measures including staggered office timings, a proposed 50 percent work-from-home mandate, and curbs on construction activities. Under the plan, vehicles registered outside Delhi that do not comply with Bharat Stage 6 emission norms will be barred from entering the capital from 1 November until 31 January 2027. The restriction applies to both non-BS6 petrol and diesel vehicles, while Delhi-registered vehicles, CNG, electric vehicles, and essential services are exempt. Over 10 lakh vehicles from neighbouring NCR regions, including Noida, Ghaziabad, Gurugram, and Faridabad, could be impacted and face challans if found within Delhi limits.

00:00I want to quickly take you through to our next news break, actually not news break, but big news
00:05that is coming in from the national capital and the NCR region, which actually can impact
00:1210 lakh vehicle users in Delhi NCR. Right ahead of the winter pollution season,
00:19the Delhi government has now rolled out its pollution action plan. Great. Staggered office
00:24timings, a proposed 50% work from home mandate and curbs and construction activities are among the
00:30measures. But from the 1st of November, vehicles registered outside Delhi that do not meet BS6
00:38norms. And these vehicles this time are even petrol vehicles, not just diesel vehicles. They will be
00:45barred from entering the capital. So let me say that again. From November 1st, vehicles registered
00:52outside Delhi that do not meet BS6 norms will be barred from entering the capital. Delhi
00:58registered vehicles along with CNG and electric vehicles are exempt from the restrictions.
01:03So if you have a Delhi number, you're exempt. If you have a CNG vehicle, you're exempt.
01:07The impact though of this, especially for cars where Delhi NCR region is concerned, so you're
01:13talking about cars which come in from UP, Noida, Ghaziabad, Haryana, Gurgaon, Faridabad.
01:21The impact for them could be massive. Over 10 lakh NCR vehicles fall below BS6 standards,
01:29according to the transport department estimates. Noida, Greater Noida account for over 4 lakh such
01:35vehicles. Ghaziabad for about 4 lakh vehicles and Gurugram and Faridabad of nearly 2 lakh. In Gurugram,
01:43Faridabad, about 70% of these vehicles are BS3 and BS4. This ban comes into force from the 1st of
01:51November and will be in place till January 31st, 2027. So nearly three months, 10 lakh vehicles will be
02:03chaland if they are found within the Delhi permissible limits. This, for these 10 lakh vehicles,
02:11someone would, some could suggest, is transferring the onus of battling with pollution onto consumers.
02:19Listen in.
02:48All right, so that is the new
02:49pollution plan, but is it also a punishment plan for the commuters of the national capital. Many
02:55come into Delhi to work and keeping 10 lakh vehicles might be great because the air is horrid during this
03:02time. The smog doesn't lift. So it is a plan in action, but have we shifted the onus on consumers
03:10as a debate that continues. Connecting now to my colleague Shreya, who's joining us for more. Shreya,
03:16what more can you add? There will be heavily chaland if vehicles that do not comply with the standards
03:23that we just gave out are found in Delhi. What does it mean?
03:28Absolutely, Priti. And you know, this is not for vehicles in Delhi. This is for the vehicles around
03:33the NCR region. So primarily, if you're traveling from Gurugram, Faridabad, Noida, and if you do not
03:38comply the BS6 norm, then you will not be able to enter the national capital from 1st of November onwards.
03:44And this ban will actually be existing till 31st of January. So that's a long time period. A lot of
03:49people who actually work in Delhi, but actually stay outside, they will largely be affected by this.
03:56The transport department in tandem with the entire pollution measurement that's happening,
04:01they say this is also to promote the public transport system. And they say this is something
04:06that will be helping to combat the entire pollution problem that persists in the national capital.
04:12There will be certain exemptions like CNG electric vehicles, ambulances, fire services, and some
04:17essential service vehicles will be exempted from this, but largely a rough estimation of 10 lakh vehicles,
04:23which is a huge number. They will be affected from the 1st of November onward till the 31st of January,
04:282027. Thank you, Shreya, for joining us and giving us those details. Well, for now, 10 lakh vehicles,
04:35which include petrol vehicles this time, will be kept out of Delhi, practically. The vehicles,
04:43like Shreya also pointed out, coming in from Noida, Greater Noida, Ghaziabad, Faridabad,
04:48and Gurgaon will be kept out. We'll keep getting our viewers more updates.
04:53.
