00:00Proposition 45 is a ballot initiative that would overhaul the California Environmental
00:04Quality Act, or CEQA.
00:06CEQA is a law that requires state agencies to review projects for their potential environmental
00:10impact, and it was actually signed into law by Governor Ronald Reagan.
00:14However, over the decades, CEQA has become an obstacle to doing almost anything in California,
00:19and there's a pretty broad consensus about reforming it.
00:22Proposition 45, which was placed on the ballot by CalChamber, the California Chamber of Commerce,
00:26would reform CEQA by setting a limit to the amount of time each agency could consider
00:31an environmental review, and also limiting the number of alternatives that would have
00:35to be considered alongside each project.
00:38Early polls suggest that as many as 3 in 4 California voters favor reforming CEQA, suggesting
00:44that Proposition 45 is likely to pass.
00:47It's a rare moment of consensus that could see California moving faster toward building
00:51more housing, toward building battery storage facilities, and even moving forward on wildlife
00:56management and forest thinning projects that CEQA is currently blocking.
