1) Add a wash of blue pigment to entire lid, and below the lower lash line. 2) Apply an iridescent shimmer to the center of the lid. 3) Apply shimmer to inner corner of eye. 4) Use a blue eyeliner to achieve a cat eye. 5) Tight line eyes with the same shade of blue.
