1. Start with a light blue liquid pencil and line your lash line. 2. Fill entire lower lid. 3. Dab light blue eye shadow on top of lower lid. 4. Apply darker cream shadow to crease and form wing. 5. Line lash line with black cream liner. 6. Apply mascara!
