00:02The South Parklands are a refuge for people experiencing homelessness.
00:07But a lack of public facilities can make it an uncomfortable place to sleep rough.
00:13It's a basic human rights to have access to a public toilet, to be able to get access to drinking
00:18water,
00:19to be able to clean up after themselves and put stuff in a garbage bin.
00:22Many taking shelter in the area rely on the Hutt Street Centre.
00:26For the past six years, CEO Chris Burns says he's repeatedly called on the Adelaide City Council
00:32to install toilets in the South Parklands, arguing the homeless are left without accessible facilities
00:39when those at nearby Victoria Park are closed for events like this month's Adelaide Grand Final.
00:45Can you imagine living in a tent in the Parklands and you have the need to go to a public
00:51toilet
00:51and that's a 15 minute walk away?
00:53Mr Burns isn't the only one frustrated.
00:57Hutt Street business owners say rough sleepers often resort to using their toilets.
01:02I'm the first one to let people use the toilets, I would never say no.
01:07But at the same time, sometimes you're in the middle of service.
01:11It does upset the facility owners who are supporting these people but not making any money out of it.
01:17There are 58 public toilets within the Adelaide City Council area, including three which the Council says
01:23are within 13 minutes walk of the Hutt Street Centre.
01:26But the Lord Mayor concedes more could be built.
01:29We have a list of lavatories that need to be installed and we are trying to prioritise them.
01:36Go to www.publicomus.net with the door with the doors,
01:38We have a list of lavatories that even before the doors are closed.
01:38It's going to be done.
01:38They're not watching.
01:38There's a list of lavatories that are being held on with the doors,
01:39and that's what they need to do.
01:39It's going to be taken care of in front of the desk.
