04:50 of the disastrous consequences of synthetic drugs in the world? How to deal with these
04:55 stunting of which production is cheap, fast and easy? The question was yesterday at the
05:01 heart of a meeting of the world coalition against synthetic threats, a ministerial meeting
05:08 by videoconference. This coalition, on the initiative of the United States, aims to gather
05:12 the key international actors, governments and other players, to block the road to trafficking
05:17 of this type of stupefying drug, consumed, I remind you, in 2021 by nearly 300 million
05:23 people. Morocco took part in this meeting of the world coalition against synthetic
05:30 drug threats. On this occasion, the head of Moroccan diplomacy spoke remotely. Nasir
05:37 Bourita formulated three key recommendations to improve the future action of the coalition.
05:43 First, the implementation of an effective alert system to identify emerging synthetic
05:48 substances. He then insisted on prevention. Nasir Bourita called for further promotion
05:55 of international collaboration. The security situation in West Africa has been worrying
06:02 for a decade. In Senegal, an international commemorative meeting brought together military,
06:10 university and civil society personalities. This meeting is part of the 10th anniversary
06:17 of the Centre for Higher Studies in Defense and Security. Eva Sagnin and Sanou Sissani.
06:24 The sub-region is marked by intra-state, ethnic, religious conflicts, among others. Faced with
06:32 such evolutive violence, the appropriate response to the security challenges in Africa would
06:39 require a more inclusive strategy, integrating the various levers of human security. A collective
06:46 reflection urges to take decisions that correspond to the urgency of the situation.
06:52 The military always initiates. The reflections around human security show that war is not
06:59 the solution. And that we must absolutely avoid military escalation in any field.
07:06 These solutions exist. Everyone has insisted on the need for an improved governance.
07:11 This international conference commemorates the 10th anniversary of the Centre for Higher
07:18 Studies in Defense and Security, CHEDS. The theme is "Challenges and challenges for effective
07:23 collective security in West Africa". It was an opportunity to reflect on the role and
07:30 capabilities of the CDAO as a major pillar of collective security in West Africa.
07:37 Security in West Africa is a permanent and multiform question. It goes from collective
07:44 security to individual security, as you want to do. It is a daily work that calls on both
07:51 the States and the people of the source. Obviously, all institutions, each of us, must be able
07:59 to play our part.
08:02 We have today an extremely difficult situation in a country like Burkina Faso, with a very
08:07 brutal degradation in a few years of the situation. I believe that we do not see an immediate
08:12 prospect of improvement, and that is what is even more worrying. But obviously, as citizens
08:17 of the region, we have the responsibility to continue to think collectively, but also
08:22 to push the rulers to take decisions that correspond to the urgency of the situation.
08:27 This event has brought together 200 participants, including university students, members of
08:33 the security and defense forces, associations of young people, women, traditional authorities
08:40 and religious dignitaries. Several themes have been developed during these two days by
08:46 prominent military, university, political and civil society figures.
08:54 The third and last day of the Forum Invest in Senegal, a large-scale economic meeting
08:59 that recorded the participation of several investors in the search for opportunities
09:04 to participate in the development of the country.
09:09 The Forum Invest in Senegal offers a platform favorable to meetings and discussions between
09:17 local and foreign investors. During his opening speech, the Senegalese president,
09:23 Emmanuel Mbissel, highlighted the importance of promoting strategic partnerships.
09:28 The Forum Invest must be part of a perfection logic that will allow the country to deliver
09:40 better performance by remaining in the service of private sector partners and by integrating
09:49 the best practices that are done elsewhere. Since the needs of investment in Africa are
09:55 so important that no country, except the First World Power, can support the pace of demand.
10:04 So there is room for everyone. We just have to work together to meet the challenges of
10:12 institutional support for our partners.
10:15 In June, Senegal was marked by violent demonstrations. President Mbissel wanted to reassure
10:22 financial institutions about the stability of the country.
10:26 Our first investment, the one that must attract and make prosper, all the others, is first
10:35 and foremost peace, security, stability, and the rule of law. These are prerequisites
10:51 without which there can be no sustainable trade or investment. And all over the world,
10:58 peace, security, stability, and the rule of law are the fundamental pillars of an attractive
11:06 business environment.
11:08 The objective of this economic meeting is to promote fructuous partnerships between
11:13 Senegalese and Ivorian investors.
11:15 The complementarity of our economies offers mutually beneficial opportunities. We want
11:22 to meet the challenges of the local, sub-regional, and international value chains of our primary
11:29 sectors. I invite and encourage foreign national investors to seize these opportunities.
11:39 I encourage in particular Senegalese and Ivorian economic actors to build future partnerships
11:47 through investments supported by the private capital of their countries.
11:52 Nearly 3,000 investors have made the trip to Dakar. Several roundtables should allow
11:58 to exchange on certain key sectors in Africa.
12:01 In the locality, the NGO Mondrath Swatch, which calls on Tunisia to put an end to the collective
12:07 expulsions of African migrants in the desert, where they are abandoned to their fate and
12:12 are in a precarious situation since the outbreak of violence that followed the death of a Tunisian
12:19 a few days earlier in Asfax with migrants, asks for more security after being the victim
12:26 of aggression and abuse on the spot.
12:28 In Nigeria, the French Embassy has launched an ambitious program to learn the language
12:37 of the Molière region, including five states in the country. This language attracts many
12:42 Nigerians. You will see it in the country.
12:44 This is a report from Gilbert Tamba in Abuja.
12:47 Situated around a table, Oudouak Esien and his colleagues are forced to learn French
12:53 at the French Language Studies Institute, located in the large commercial district of
12:58 Wisetou, Abuja, the federal capital of Nigeria.
13:01 She hopes that at the end of her training here, she will be able to follow films and read
13:07 in French.
13:08 I like French because it is a very beautiful language. I like French. It is a very important
13:21 language in Africa, in America, all over the world.
13:27 Nigeria is immediately surrounded by four French-speaking countries. These are Cameroon,
13:33 the Republic of Benin, Chad and the Republic of Nigeria.
13:37 To communicate with immediate neighbors, Nigeria is strongly committed to learning and using
13:44 the French language. This is why the embassy near Abuja has just launched a new French
13:49 language studies program in Nigeria.
13:51 The objective of this program, which is called French as a language of communication and
13:57 strengthening of skills, has just been launched. We officially launched it today. We will work
14:05 with five federal states and the state of the federal capital to develop pilot programs
14:14 to modernize and improve the quality of learning French.
14:21 These new programs aim to determine the measures that the French Embassy has taken to make
14:27 the French language in Nigeria a reality and also to identify the possible obstacles that
14:32 affect the propagation and growth of this second language despite the political support it
14:37 enjoys.
14:38 This is a discussion that will have to be had with the directors, with the heads, the
14:42 departmental heads. This meeting allows us to launch the program globally and then there
14:47 will be work to be done in each state to raise awareness.
14:51 Today, the Nigerian government considers French, after English, as the most important foreign
14:58 language to teach in their schools.
15:01 The government has invested a lot to ensure that this program, in addition to this program
15:11 of learning French, foreign language, is mandatory for students of this level. There is enough,
15:20 currently enough, about what is happening in the past.
15:26 France already has a large cultural network in Nigeria with ten French alliances and a
15:32 French institute that mainly allows adults to learn French.
15:40 This year, the program will concern public secondary schools in Nigeria.
15:44 Since 1998, French has been introduced in Nigeria as the second official language.
15:51 To complete the English language, this language still has to be made the expected effect.
15:56 In Côte d'Ivoire, the network of women administrators now has its own framework of exchange and
16:03 sharing of experience entitled "Women's Day, Administrators".
16:07 The first edition was held in Abidjan, Melbourghe and Ermendogo.
16:11 The presence of women in the positions of responsibility and management within the
16:16 Ivorian public administration has been affirmed over the years.
16:19 Aware of the importance of their role and the challenges to be faced in their quality of
16:24 decision-makers in the services of public administration, they have given themselves a framework
16:28 of exchange and mutualization of their efforts.
16:30 Thus, after more than a decade of activity in the service of human capital, the Ivorian
16:35 network of women administrators, RIFEMAD, recently organized the first edition of the
16:40 "Women's Day, Administrators" at GEFEAD in 2023.
16:43 The objective is to highlight the leadership of the women administrators in Côte d'Ivoire.
16:48 We agree that today, a manager who is not a leader cannot accomplish his mission.
16:54 The women administrators have taken the lead.
16:57 Today, they are ready to play their part on behalf of men for an Ivorian administration.
17:04 A performing Ivorian administration, with a peaceful, equitable and harmonious development.
17:12 The leadership of the women administrators in the service of a modern and performing public
17:17 administration is the theme of this first edition of GEFEAD, which aims to highlight the contribution
17:22 of the women administrators to the change of the paradigm of public management and the
17:27 socio-economic development of the country.
17:30 An initiative validated by the Ivorian government.
17:33 By their number and the quality of their training, they themselves must be able to assert themselves,
17:40 to have confidence in themselves.
17:42 I think they are as competent as men.
17:45 So in a few years, we will have the parity we want.
17:51 More than a hundred women administrators, mostly from the Abidjan-Einar High School,
17:58 have honored their presence at this first edition of GEFEAD 2023.
18:03 We are in Ivory Coast, where the official mascot of Cannes 2023 was presented by the CAF.
18:10 Her name is Aqouaba and means welcome.
18:12 She represents an elephant in the colors of the country of Melba Herchel and Ange-Wilfrid Mahé.
18:17 190 days after the start of the competitions of the Africa Cup of Nations,
18:22 of football, Cannes 2023 in Ivory Coast, the official mascot is unveiled.
18:27 Aqouaba is her name.
18:29 A character, an elephant, ambassador of the Ivorian hospitality,
18:33 Aqouaba radiates a joyful and friendly character.
18:36 First by the general atmosphere that emerges,
18:39 then by her posture of calm determination.
18:44 Her gaze is frank, as you have seen.
18:47 Her trunk can rise above the defenses,
18:51 just what it takes to dissuade the reckless.
18:55 Her advanced leg rests on the ball as to calm the game and better relaunch it.
19:02 Inspired by the elephant, the representative animal of the Ivory Coast,
19:06 Aqouaba embodies the visual identity of the 34th edition of the Africa Cup of Nations.
19:11 This work of art is the result of a long-term work of this young Ivorian.
19:16 It's joy, inner peace and also satisfaction.
19:23 I think that at least we were able to recognize what I do.
19:31 We were able to recognize my talent.
19:34 This ceremony of unveiling the official mascot,
19:37 a new decisive step in the organization of the Cannes 2023.
19:41 Indeed, today, the major festive events like Cannes
19:45 cannot save communication and marketing devices in the mascot.
19:52 This is not only an element of visual identity,
19:56 it is a catalyst for the attractiveness of the event on a social and economic level.
20:02 After the logo and the mascot, the next event will be the unveiling of the Cannes anthem,
20:07 carefully elaborated by the group Magique Système.
20:11 There will be a show, the public promises to be at the rendezvous and the players are ready.
20:17 The Moroccan of the Cannes, 23 years old, faces Egypt in the final of this competition.
20:24 The match is scheduled for tonight at 9pm in Rabat, at the Prince Moulay Abdela Sports Complex.
20:29 Boysam Cholay, the Moroccan team's selection, is a match for history.
20:35 On his side, Eugério Michalé, the Egyptian team's selection,
20:38 is aware of the difficulty of the match, but also of the talent of the Moroccan players.
20:46 This is the end of this news. Thank you for watching.
