00:00 what can you tell us? Well Abby I'm stood just above where the Border Force are
00:06 and I've been watching him doing those enhanced checks today. I can't show you
00:10 for security reasons but they have been looking underneath cars and in bonnets
00:14 and in the boots as you might expect and the Port of Dover says that is causing
00:19 delays but it is manageable as they have to do those enhanced checks. Now to
00:25 manage that Brock Zero has come into force today but it's similar to
00:31 Operation Brock but the difference is is any cars trying to get coastbound down
00:37 the M20 well they can't, the only vehicles allowed on the M20 are freight
00:41 traffic heading to this port. Now they're holding it there similar to what they do
00:45 of Operation Brock during the summer holidays during peak traffic
00:49 time. Now for other cars they are having to take a diversion. I was one of those
00:54 vehicles earlier today and I have to say it is increasing pressure and causing
00:58 build-ups in some of Kent's minor roads in mid Kent. But for lorry drivers
01:04 on the M20 they're having to wait for some time and it is a scorching hot day
01:09 today. I was watching some of them earlier today and they are having to
01:13 hide in the shade of their lorries to keep cool. And here in Dover at the port
01:18 Dover TAP is back in force as well today. I counted roughly 500 lorries queuing up
01:24 on their way into Dover before going for enhanced cheques because of
01:29 course they are searching for the 21 Daniel Califf who escaped from Wandsworth
01:33 prison yesterday. And now he was in a category B prison and there have been
01:40 some questions over that including from Craig McKinley the MP for South Fanet.
01:46 He's mentioned his prison Belmarsh is often used for these type of very very
01:50 high-profile very very dangerous offenders to be on remand before their
01:55 trial. I assume you know some assessment was made about the severity of the
01:59 offences and perhaps room in the prison estate. But it should be any prison
02:04 should be secure enough to take any prisoner. This shouldn't be the case of
02:09 you know any ability to be able to abscond in such a almost comic way shall
02:16 we say. Now prison escapes are rare and the government and the police have both
02:22 said Daniel Califf is no threat to public safety as far as they are aware.
02:26 However what they are advising the public to do is if they do see him to
02:31 stay well away and call 999 immediately. Though the 21 year old escaped HMP Wandsworth
02:39 yesterday we believe by clinging to the bottom of a van. He was
02:44 wearing his cook's uniform because he works in the canteen there. Now there has
02:49 been calls for a full inquiry including from Kent's Police and Crime
02:53 Commissioner. Well I think after this there needs to be an inquiry as to how
02:59 this took place. I can't comment on operational matters at the moment and the
03:02 decisions which have been made. Those are live ongoing policing operations
03:07 which I cannot comment on. But there will need to be an inquiry subsequent to this
03:11 to see how this happened what lessons can be learned and so that people can be
03:15 held accountable for it. At this stage we know the circumstances we know that he
03:20 has escaped from the prison estate. There needs to be an inquiry subsequent to
03:26 this to understand the reasons and how he was able to do it. But at the moment
03:30 we need to focus on capturing this individual and the live policing matters.
03:36 Well Matthew Scott is right this is an active case so we don't know the full
03:40 details of this and the scale of the situation. But what we do know it is
03:46 impacting us here in Kent and Labour have brought up the issue of overcrowded
03:52 prisons. They say HMP Wandsworth where Mr. Cunliffe was being held was taking
03:57 60% more prisoners than it was designed for. And we have heard from the
04:01 government today and they said they will implement an investigation to find out
04:04 exactly what happened. No stone must be left unturned in getting to the bottom
04:09 of what happened. Who was on duty that morning? In what roles? Ranging from the
04:15 kitchen to the prison gate. What protocols were in place? Were they
04:19 followed? Second I've ordered an investigation into the categorization
04:24 decision by HMPPS. Were all relevant matters taken into consideration in
04:29 determining where in the custodial estate Daniel Khalees should be held? In
04:33 both cases I've asked for the preliminary findings to be with me by
04:37 the end of this week and an assessment will be made then about what can
04:40 properly be put into the public domain.
04:44 Well we have just heard from the Metropolitan Police in the last few
04:48 moments and they have confirmed that having no confirmed sightings of Daniel
04:52 Khalees so far. Now here in Dover as I've been saying there are delays on our
04:56 motorways today but there is some relief. We are out of the school holidays now.
05:01 If this was last week it could have been a completely different story with
05:05 traffic because there would have been added tourist travel coming here to the
05:09 port of Dover. It seems that Brook Zero will remain in force overnight and most
05:14 likely into tomorrow.
