00:36Sir, una po sa lahat, sa pagpapatuloy po ng inyong investigasyon at pagkalap ng mga
00:41ebidensya sa Pogo Hub sa Porac, Pampanga, ano-ano na po yung mga bagong ebidensya inyong nasamsam?
00:49Well, almost on a daily basis, nakakahana po tayo ng mga digital devices na nagkalat doon sa mga
00:56buildings natin sinesearch. So, to date we already have thousands of computers, laptops,
01:02desktops and cellphones. And we've also been finding what appears to be Chinese military
01:09uniforms. Since Saturday, we've been finding a good number of them as well as mga documents.
01:19So, we will be able to build a good case against both the beneficial owners and those who are
01:27dubbed the owners on paper of this particular scum farm.
01:34May mga identification na po ba kayo sa mga tao sa likod ng Pogo Hub na ito
01:39dyan sa Pampanga? At ano po ang kasunod na hakbang ninyo matapos pong malaman kung sino ang mga ito?
01:45Yes sir, tayo po ay nakita na po natin kung sino yung mga pangalan. Well, based on the documents
01:52that we have obtained from the search as well as the other documents that we have obtained
01:57from our partner agencies. As well as, we've also been able to retrieve certain other evidence that
02:06would point to the so-called beneficial owners. Kasi the owners on paper do not necessarily reflect
02:13the actual owners, the so-called beneficial owners of this particular scum farm. So,
02:18all of these individuals will be charged accordingly with the different violations
02:23that they've had. Also, meron din po tayong mga na-identify ng mga quote-unquote managers,
02:30mga torturers, mga enforcers na ituro ng ating mga witnesses atsaka ng mga complainants.
02:36Makakasuhan din po natin ang mga ito. Bukod po sa mga nabanggit ninyo, may katotohanan din po ba
02:42tungkol sa isang pinaniniwala ang Chinese military medal na inyong nakita sa inyong
02:47imbesigasyon sa lugar. Ano po ang indikasyon nito kung ito ay hindi pala peke, kung totoo?
02:56Well, yeah, totoo po yun. Meron tayong nakuhang what appears to be a military medal or at the
03:03very least a police service medal doon sa porak. At kung ito man po ay mapatotohanan na totoo,
03:13authentic na military medal atsaka mga uniforms na nakuha, we could probably deduce two things.
03:20Yung isa, pwedeng may isang veteran na veteranong police o veteranong sundalo na nagtatrabaho diyan
03:27that's one. Yung isa, yung pinakamalala, baka meron nga talagang military spies na embedded dito sa
03:35ating mga iligal na mga online gaming farms na ito. Bear in mind these are scum farms, these are
03:43what I dub as conduits of money laundering. So medyong laking problema po ito para sa bayan
03:49natin kung mapatotohanan natin na meron nga nakapasok ng SPI sa mga scum farms na ito.
03:56Tanung ko lang po, kasi ayun po sa ating source, yung pong uniforme ay mula sa People's Liberation
04:03Army ng China na luma na, pati yung may mga botones nila, na-authenticate na po ba natin
04:09kung totoo ito mga ito? Kasi kung mga retirees lang sila dito sa Pilipinas tapos kinorecta lang
04:16nila yung mga luma nilang uniforme diba? So paano po yung presence nila dito? Paano po natin
04:20investigahan pa ito further?
04:50or owners of this particular scum farms, or they just bought it as a collection item? Pwede pong ganoon.
05:00Until such time that we have strong evidence na talaga may nangyaring mga pang-ESP,
05:08espionage coming from these scum farms, I would like to believe that all of these are just at the moment
05:14collectors items.
05:44At lahat po sila, maging yung mga na-rescue natin ay nasampahan na po natin ang immigration violation charges po.
05:52So yung mga na-identify natin ang mga victims, we won't be able to deport them, as well as those yung mga na-identify natin
06:01ang mga torturers atsaka magiging respondents natin eventually. We will bring them to court and we will have them
06:11answer for their crimes here in the Philippines. Now, the rest that you won't be able to charge
06:19criminally, we would deport them at the soonest possible time as the funds become available po.
06:42Basically, I call them scum farms. Base doon sa binigay sa ating dokumento nitong PAG-COR last year,
06:54meron po tayong nakitang 402 cancelled lice pogon cests. A good number of them have transitioned into scum farms.
07:04So sa isang listahang nakita namin na magmula sa PAG-COR, meron kaming namataan, na-evaluate na 58 scum farms na active.
07:13Pero the number of scum farms that are operating out there could be anywhere between as low as 58 to as high as 402.
07:23Siguro the median number would be 300. Now, nasaan po sila? Nagkalat po sila. They're all over the country.
07:31They're in Mindanao, they're in the Visayas, they're in Palawan even. So, but the great bulk of them are concentrated in Metro Manila,
07:42in Central Zone, or in Calabar Zone.
07:46Dahil po sa illegal operations sa mga pogo hub na ito, sa tingin niyo po ba ay napapano na ipanukala ang tuluyang pagsasarah na mga ito?
07:57Atuwag nang bigyan ng permiso?
08:00Well, at this point, that is a policy question. So I would defer the answer to that question to the policy makers.
08:07We in the law enforcement, our primary concern is to be able to identify areas where crimes are being committed,
08:14and if evidence warrants, then we would operate against them.
08:21From a law enforcement perspective, closing them outrightly with just a click of a finger would be counterproductive inasmuch as look at what happened to the 402.
08:34The 402 cancelled pogos, karamihan po naman do nag-cooperate pe.
08:40Ibig sabihin, kinakailangan, isipin natin mabuti muna kapag i-ban natin,
08:45papaano natin sila mapapasara na hindi sila mag-ooperate lang under the radar.
08:52Kasi mas magiging problema po sa atin yun kapag we totally ban them,
08:57pero wala tayong mekanismo kung papaano natin sila madi-deport,
09:02paano natin makukuha yung mga equipments nila,
09:06paano natin maku-forfeit yung mga criminal proceeds nila.
09:10So, kinakailangan upuan po ito ng mga policy makers.

09:31We have already investigated some online gaming platforms,
09:37online gaming sites that are near military sites.
09:40In fact, a good number of them are near and located near EDGRA sites.
09:46So, we have made our concerns, we have shared our concerns with the proper authorities
09:52and we do hope that PAGPOR together with the other regulatory agencies
09:59do sit down together with the Department of National Defense
10:02so that once and for all we're able to ensure that not a single scum farm
10:09or not a single licensed pogo for that matter would be located near our EDGRA sites
10:16nor our, how would you call it, our pogo sites.

10:25Isa lamang po ang aking pakiusap sa ating mga kababayan at sa ating mga local chief executives.
10:34Malalaki po itong mga scum farms na ito, malalaki po itong mga pogo hubs na ito.
10:40Kapag meron pong bigla na lang na itayo dyan sa inyong lugar na malalaking mga buildings,
10:45biglang dumarating ang mga dayuhan na hindi nyo mga kakilala
10:49at hindi may pelawanag yung kanilang rason ng pananatili sa inyong mga bayan,
10:53ako inananawagan ulit sa ating mga mayors, sa ating mga governors, sa ating mga barangay captains.
10:59Ipagbigay lang po yung inyong mga pangamba sa mga kapulisan, ipagbigay ang inyong pangamba
11:04doon sa ating national government agencies.
11:07Nang sagayon ay ating pong mapasara mga ito kung meron po silang ginagawang iligal.
11:12Huwag po tayong magkibitbalikat, huwag po tayong magbulagbulagan, huwag po tayong magbingi-bingihan
11:18sa mga problemang katulad pong nakikita natin ngayon dyan sa porakwangpanga
11:22at nakita natin doon sa bambantarla.
