The Election Commission of India (ECI), led by Chief Election Commissioner Gyanesh Kumar and Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi, has announced the second phase of its nationwide Special Intensive Revision (SIR) of electoral rolls. This initiative aims to create an accurate and error-free voter list by removing deceased, permanently shifted, and duplicate electors ahead of future elections. The process involves Booth Level Officers conducting door-to-door verification and linking current voters with electoral data from 2002-2004. Following a pilot phase in Bihar, which resulted in "zero appeals" and a "maximally pure" voter list, the exercise will now extend to 12 other states and Union Territories. During the press conference, officials addressed concerns regarding political backlash, particularly in West Bengal, where Trinamool Congress leaders have issued warnings about voter deletions. The Commission reiterated its stance that Aadhaar serves as proof of identity, not citizenship, a position previously presented to the Supreme Court. A draft roll is scheduled for publication on December 9, 2025, with the final voter list expected by February 7, 2026.

02:46जिनोंने निर्वाचन आयोग पर अटूट विश्वास जताया है.
02:51और S.I.R. में पूर्ण भागेदारी निभाई और अब इस चुनाव में मत दान करने के लिए
02:58उत्साहि थे. बिहार में S.I.R. के सफल संचालन के बाद आयोग ने देश के सभी 36 मुख्य निर्वाचन अधिकारियों के साथ
03:11दो महत्तुपून सम्मेलन आयोजित किये.
03:14इन बैठकों में S.I.R. से सम्मंदित अनुभवों, तक्नीकी प्रगति और भविश्ची की दिशानिर्देशों पर भी व्यापत चर्चा की गई.
03:27पिछले S.I.R. की मद्दाता सूची से, मैनुवल भी और तक्नीकी तरीके से भी, दोनों स्परों पर मिलान का कार्य लगभग पूरा कर लिया गया है, और इसके तयारी की आधार पर, अब शेयनित राज्यों में S.I.R. का दूसरा चर्ण प्रार्ण किया जाएगा.
03:54याद रहे, S.I.R. का प्रमुखु देश्च है, हर योग्य मत्दाता को सूची में शामिल करना और अयोग्य को मत्दाता सूची से हटाना.
04:08आईए, अब P.P.T. के माध्यम से आपको विस्तार में S.I.R. केस फेज़ टू के बारे में बताते हैं.
04:16जैसा कि आप सबको पता है, S.I.R. का फेज़ बन समात्थ हुआ.
04:23और इस चरण की सबसे बड़ी खूबी यह रही, कि बिहार के साड़े साथ करोड मत्दाताओं ने बढ़ चड़ कर पार्टिसिपेट किया,
04:3790,000 BLOs, सभी बारे राजनितिक दलों के 1.6 लाक बूत लेवल एजेंट्स, सब ने मिल कर मत्दाता सूची को शुद्ध बनाने का कारी किया,
04:53और नतीजा आपके सामने हैं, Zero Appeals, अर्थात बिहार की मत्दाता सूची अधिक्तम शुद्ध मानी जाएगी,
05:09अब Phase 2 बारे राज्यों में या संग्शाशित प्रदेशों में आरंब होने वाला है,
05:15किसी भी मत्दाता के लिए जो उसकी अर्थाएं हैं वो सम्विधान के अनुचेद 326 में लिखी गई हैं,
05:37अर्थात भारत का नागरिक होना, कम से कम आयू अठारे वर्ष की होना,
05:43उस विधान सबाक्षेत्र का सामान्य निवासी होना और किसी अन्य कानून से उसको डिस्कौलिफाइड न किया गया हूँ.
05:54ऐसा यार की आवश्यक्ता के बारे में काफी चर्चा हो चुकी है,
06:05लेकिन फिर भी चुनावायोग एक बार आपको बताना चाहेगा कि चुनावी कानून के तहत हर चुनाव से पहले इलेक्टरल रोल का रिविजन आवश्यक है और या जब भी चुनावायोग आवश्यक्ता अनुसार निर्धारित करें.
06:25विगत कुछ दशकों से लगभग हर राजनीतिक पार्टी ने मद्दाता सूची के शुद्ध न होने के ऊपर चुनावायोग को लगातार शिकायतें दी हैं।
06:41पहले सन 1951 से लेके 2004 तक लगभग आठ बार स्पेशल इंटेंसिव रिविजन इस देश में चुनावायोग ने कराया है और आखरी इंटेंसिव रिविजन लगभग 21 साल पहले 2002 से लेकर 2004 की मियाद में पूरा किया गया था।
07:05इस लंबे दौर में दो दशकों से भी अधिक लंबे दौर में मद्दाता सूची में कई परिवर्दन आवशक हो जाते हैं।
07:16जैसे कि भारत की विकास गाता के साथ साथ लोगों का माइग्रेशन, माइग्रेशन के साथ साथ कई बार उनका वोट पुरानी जगे भी बना रह जाता है और नई जगे भी बन जाता है।
07:32अर्थात एक से जगे जगे ज़्यादा रेजिस्टर होने वाले वोटर्स, कई बार किसी की डेथ होने के बाद भी उसका नाम न हटाया जाना या गलती से किसी भी विदेशी नागरेक का नाम मद्दाता सूची में आ जाना।
07:53इन चारों कारणों की वज़े से चुनावायोग ने निरने लिया कि पूरे देश में चरणबध तरीके से SIR कराया जाए और इसकी पहली कड़ी बिहार आपके सामें समात भी हो चुकी है और बड़े सफलता पूर्वत लोगों ने चुनावायोग पर विश्वास भी जदा
08:23प्रख्या में चुनावी कर्मी चुनावायोग के साथ कंदे से कंदा मिलाकर काम करते हैं आपको पता होगा कि लगबग हर एक हजार होटर के उपर एक पोलिंग स्टेशन औसत तौर पर हो जाता है हर पोलिंग स्टेशन पर एक सरकारी करमचारी बूत लेवेल आफसर के त�
08:53Vidhan Shabha Shetra में 300 या 400 के बीच में लगभग polling stations होते हैं
09:03और हर Vidhan Shabha Shetra में एक electoral registration officer होते हैं
09:09वो भी सरकारी करमचारी होते हैं और SDM के स्तर के होते हैं
09:13और उनके under में ये सारे BLOs कारी करते हैं
09:19Electoral Registration Officer को सहयता करने के लिए
09:26Assistant Electoral Registration Officers भी होते हैं
09:30जो की लगभग हर तैसील में एक या उससे अधिक होते हैं
09:34ERO एक Subdivisional Magistrate के लेविल का अधिकारी होता है
09:38जिसकी कानूनी जिम्मेदारी होती है
09:41कि वो मदाता सूची ड्राफ्ट तयार करे
09:48जन्मानस से मिले हुए Claims and Objections को Receive करे
09:55और उनके उपर एक निर्णे ले
09:57और उसके बाद एक Final Maddata सूची प्रकाशित करे
10:03ERO के इस निर्णे के बाद अर्थात Final Maddata सूची प्रकाशित करने के बाद
10:13अगर किसी भी Citizen of India को उस विधान शवाक शेत्र में रहने वाले
10:23किसी भी Maddata को
10:25अगर कोई भी Appeal करनी हो
10:27तो वो उस जिले के जिला अदिकारी के पास कर सकता है
10:30और अगर वह जिला अदिकारी के निर्णे से भी असंतुष्ठ हो
10:37तो उस राज्य के Chief Electoral Officer के पास
10:40अपनी Second Appeal दायर कर सकता है
10:42यह मैं इसलिए आपको बता रहा हूँ
10:45कि बिहार में सभी राजनितिक दलों के साथ मिलकर
10:52जब ऐसा यार हुआ
10:53उसके बाद जो जिला Magistrates के पास Appeal आई
10:5838 जिलों में वह सून्य थी
11:03अरथा यारों और Electors ने मिलकर
11:08और Booth Level Agents ने मिलकर बहुत ही अच्छा काम किया
11:11S.I.R. के समय
11:18E.R.O.s और A.E.R.O.s मिलकर
11:23सबसे पहला जो काम करेंगे
11:25वो Enumeration Forms को प्रिंट करेंगे
11:29जिन राज्यों में S.I.R. हो रहा है
11:33या अभी होने वाला है
11:35उनकी मतदाता सूची आज रात को बारे बज़े फ्रीज कर दी जाएगे
11:39और उन हर मतदाता को जिसका नाम उस सूची में है
11:45उसको एक यूनीक Enumeration Forms प्रिंट करके
11:49B.L.O.s के घर देने जाएंगे
11:51Enumeration Forms में वो आवश्यक डिटेल्स होंगे
11:56जो के आज की मतदाता सूची में है
11:59जब B.L.O. Forms डिस्रिब्यूट करना शुरू करेंगे
12:05existing electors को
12:07उसके बाद
12:10Enumeration Forms में जिसका भी नाम है
12:13वो उसको link करने का प्रियास करेंगे
12:17कि क्या उन्हीं का नाम 2003 की सूची में था
12:21अगर था तो उनको कोई भी कागज और नहीं देने होंगे
12:26इसी तरीके से अगर उनका नाम स्वयम नहीं था
12:30और उनके पिताजी या मादाजी का नाम था
12:33तो भी उनको कोई और कागज नहीं देने होंगे
12:36तो ये linking और matching
12:38बिहार जब हमने SIR किया था
12:41तो सिर्फ बिहार की available थी
12:43और आज पूरे देश की
12:452002 से 4 में हुए SIR की मद्दाता सूची
12:50जो link दिया गया है
12:51voters.eci.gov.inbuck कोई भी देख सकता है
12:55और इस matching को स्वयम भी कर सकता है
12:58BLO's, Booth Level Officers
13:04SIR की प्रमुक कड़ी होते है
13:06जब वो घर जाते हैं
13:10तो कई बार ऐसा भी हो सकता है
13:11कि किसी और व्यत्ती की उम्र
13:14उस घर में 18 साल के उपर की हो गई हो
13:17तो हाथ की हाथ उसी समय
13:19उनका form 6 भी भरवा लेंगे
13:22और declaration भी ले लेंगे
13:24और उसकी matching और linking भी पुराने SIR से कर लेंगे
13:28कई बार हमारे मददाता
13:32अगर पढ़ने या लिखने में उनको दिक्कत है
13:37तो Booth Level Officer उनको
13:40enumeration form भरने में मदद भी करेगा
13:43और मदद करने के बाद
13:45इस तरह के सारे enumeration forms
13:47matching और linking करने के बाद
13:49वो ERO और AERO को
13:51जमा करेगा
13:53कई बार
13:55एक बार जब Booth Level Officer घर जाता है
13:57तो या तो
13:59कुछ मददाता
14:01available नहीं होते या कहीं गए होते
14:03और या
14:05उनको matching या linking करने में
14:08कोई समय लग रहा हो
14:09तो ऐसे case में
14:11Booth Level Officers दूसरी बार
14:13भी जाएंगे और तीसरी बार
14:15भी जाएगे तीन बार हर
14:17BLO हर घर
14:19जाएगा
14:20जो
14:24प्रवासी
14:27लोगों की समस्या को
14:29हटाने के लिए
14:30जो राज्य से कुछ समय के लिए बाहर गए
14:33हुए हैं लेकिन वहीं के सामाने ते रहने
14:35वाले हैं वो ऑनलाइन
14:37भी भर सकते हैं और खास
14:39तोर से कई बार अर्बन वोटर्स को
14:41क्योंकि उनके दिन
14:43के समय ही ओफिस आवर्ज रहते हैं
14:45तो वो भी ओनलाइन भर सकते हैं
14:47बूत लेविल ओफिसर का यह भी कार्य होगा
14:51कि जब वो इनुमिरेशन फॉर्म देता है
14:53तो इनुमिरेशन फॉर्म दस्तकत करके
14:57मद्दाता को वापस भी करना होता है
15:00तो अगर मद्दाता की मृत्ती हो चुकी हो
15:04या वो स्थाई रूप से प्रवास कर चुका हो
15:07या वो एक से जगे ज़्यादा रिजिस्टर हो गया हो
15:11तो वो उस जगे दस्तकत नहीं कर पाएगा
15:13और ऐसे लोगों की शिनाक्त करना भी बिये लोगों की जिम्मेदारी है
15:18एक बात मैं फिर कहना चाहता हूँ
15:21कि जो मत गड़ना
15:24वो इनुमिरेशन फॉर्म की जो फेज होगी
15:28उसमें किसी भी व्यक्ति से
15:31किसी और कागर्स की आवश्यक्ता नहीं होगी
15:34बस उन्हें अपनी मैचिंग या लिंकिंग दिखानी होगी
15:37कि 2003 में किसके साथ है
15:39सारे फॉर्म्स मिलने के बाद
15:45ERO और AERO
15:50ड्राफ्ट सूची प्रकाशित करेंगे
15:52ड्राफ्ट सूची में उन्हीं
15:55मतदाताओं का नाम होगा

21:09उनको checking किया जाएगा और ERO ये भी उनसे पूछेगा कि 2003 में आप कहां थे या आपके माताजी पिताजी कहां थे
21:18जिससे अगर linking नहीं भी हो पाई है तो वो भी कर पाए
21:24साथ ही साथ, claims and objections का period भी शुरू हो जाता है
21:29तो किसी वेक्ती का, योग ये वेक्ती का अगर नाम छूट गया है
21:33तो अपना claim तारी को जमा कर सकता है inclusion के लिए
21:37form 6 भर सकता है declaration के साथ
21:40या objections भी दे सकता है form 7 में
21:43या कई बार उसके नाम में अगर गलती हो
21:46या किसी और entry में अगर गलती हो तो form 8 भी दे सकता है
21:49तो ये claims and objections receive का period होता है
21:52जो कि किया जाएगा, बिहार में भी किया गया था
21:55और उसके ऊपर EROs अपना निर्णे लेंगे
21:58ये कारे पूर्ण होने के बाद final roles publish होंगे
22:04और उसके बाद 15 दिन का समय जिला मेजिस्ट्रेट के पास
22:08फर्स्ट अपील देने का और उसके बाद CEO के पास
22:11सेकेंड अपील देने का सभी के पास ये कानुनी मार्क उपलब्ध होगा
22:15जैसा कि बिहार में चुनावायोग ने बहुत सफलता पूरवक दर्शाया
22:25कि जो vulnerable groups होते हैं खास तोर से जो बुज़ुर्ग हैं या बीमार हैं
22:32या दिव्यांग हैं या कई बार हमारी बुज़ुर्ग महलाएं हैं
22:37तो इनको अगर किसी भी matching करनी है 2003 से या linking करनी है
22:42उन्हें computer नहीं आता उनके पास mobile नहीं है
22:45या उनको कोई certificate बनवाना है
22:48तो volunteers जो है वो या तो सरकारी कमचारी होते हैं
22:51या NCC या NSS के volunteers होते हैं
22:54तो swim उस वेक्ति के लिए वो चले जाते हैं और वो कागश बनवा लेते हैं
22:58जिससे के हमारे मद्दाताओं को कोई भी असुविधा नहीं हो
23:00और इसकी वजह से आपने देखा होगा
23:03बिहार में जब साड़े साथ करोड मद्दाताओं ने चुनावायों के साथ
23:07कंदे से कंदा मिला कर जब काम किया
23:10तो कोई भी परिशानी नहीं होई
23:12इस फेज में
23:16SIR के समय 1200 तक हम पोलिंग सेशन को भी रैशनलाइज कर लेंगे
23:22और कुछ नए पोलिंग सेशन भी खोले जाएंगे
23:25जो के बदलाव के साथ साथ हाई राइस बिल्डिंग्स में भी होंगे
23:29या गेटेट कॉलिनीज में
23:32या कई बार जो स्लम कस्टेश छूट गए हैं वहाँ पर
23:36इस विशेपर जो ड्राफ्ट पब्लिश होता है
23:41उसमें पॉलिटिकल पार्टी से डियोज जर्चा भी करते हैं
23:44और उसके बाद ये बारे सो हर पोलिंग सेशन की
23:48अलग-अलग मद्दाता सूची प्रगाशित की जाती है
23:50ये ध्यान रखना होगा
23:52कि एक बूत पर एक फैमिली के
23:54ये एक घर पे रहने वाले सभी लोगों का नाम
23:56एक ही जगह आ जाए
23:57उससे मद्दाताओं को बहुत सुविदा होती है
23:59और बिहार में इसमें काफी लोगों ने मिलके अच्छा काम किया
24:03जो बिहार का S.I.R. हम लोगों ने कराया
24:11उससे चुनावायब को ये भी समझ में आया
24:17कि इनुमिरेशन फॉर्म में एक छोटा सा परिवर्दन करना आवश्यक है
24:20अर्थात जहां रेड बॉक्स आप देख रहे हैं
24:26वहां डिटेल्स ऑप प्रिवियस ऐसा यार है
24:28अर्थात दोजार तीन में अगर आप स्वैम थे तो उसके डिटेल्स भर दे
24:33या दोजार तीन में आपके पिताजी या चाचा
24:38या कोई भी उस जेनरेशन के थे उनका भर दे
24:41जिससे कि मिलान सरल हो जाए
24:44जो इनिमिरेशन फॉर्म दिया जाएगा
24:51उसमें काफी चीज़ें प्री प्रिंटिड होंगी
24:54मद्दाता का नाम उसका एपिक नंबर उसका पता
24:58सिरियल नंबर पार्ट कौन सी एसेमली है
25:00और उसका पुराना फोटो
25:03एक QR कोड भी दिया जाएगा जिससे कि
25:06उस QR कोड को स्कैन करके आप स्वयम देख सकते हैं
25:10सभी मद्दाताओं से चुनाव आयोग का
25:13या अग्रह रहेगा
25:15कि जहां
25:17पेस्ट करेंट फोटो लिखा हुआ है
25:20वहाँ पर अपनी नई
25:22और रंगीन फोटो
25:24पिलर्ट फोटो वहाँ पर अगर लगाएंगे
25:26तो जब भी आपका नया एपिक कार्ट बनेगा
25:28तो उसमें वो फोटो लगाई जाएगी
25:30तो अच्छा लगेगा
25:31शिनाक्त में भी आसानी होती है
25:35बिकोज कई बार वोटर कार्ट ने लोगों के
