00:13They were responding to a video that had gone viral showing a large dog, described online as a pit bull,
00:19attacking a smaller white stray at Pearl Hill while a man appeared to be holding its leash.
00:25The department said it had reviewed the complaint and video footage before determining that the incident involved a fight between
00:32two dogs.
00:34It noted that the Animal Welfare Act 2015 had no clear provision making owners liable for their animals fighting or
00:42for failing to intervene.
00:44However, action could be taken under Section 8 of the Minor Offenses Act 1955 if someone encouraged or prompted an
00:53animal to attack, alarm or frighten another person or animal.
00:57The department said a police report would allow authorities to investigate and take appropriate action if an offence had been
01:05committed.
01:06The Penang Island City Council had seized the dog after receiving a complaint and referred the matter to the Veterinary
01:13Services Department.
01:15The stray dog, known to locals as Tim, has been taken to a veterinary clinic for treatment.
