00:04could cost the city as much as £2.6 million.
00:09That estimate is contained in evidence filed with the High Court,
00:13where the council is seeking an injunction over flags
00:16attached to lampposts and other highway infrastructure.
00:20The council says around 20,000 flags may be involved,
00:24with an external contractor estimating safe removal
00:27at roughly £132 per flag, and that includes security.
00:34So why is the council considering removing them?
00:37Well, they say unauthorised flags can obstruct visibility,
00:41interfere with highway equipment and create safety risks.
00:45It also alleges staff and contractors have faced intimidation,
00:49harassment and obstruction during previous removal attempts.
00:53The authority says the action is about public safety
00:57and control of council property,
01:00not opposition to the union flag or St George's Cross.
01:03But opponents say the response is excessive.
01:07Raise the Colours, the movement behind many of the displays,
01:10describes the flags as symbols of unity and patriotism,
01:13and says it supports lawful civic action.
01:16The council says flags can still be displayed on private property
01:20or in authorised locations.
01:23The High Court will consider the council's application
01:26on Tuesday 8th September.
