"THERE WAS NO SWAT, THERE WAS NO ARMED COMPONENT..."

WATCH: Department of Interior and Local Government (DILG) Secretary Jonvic Remulla, together with members of the Philippine National Police (PNP), said in a press briefing on Monday, Sept. 7, clarified that they did not "harass" Vice President Sara Duterte upon the serving of her arrest warrant issued by the Quezon City Regional Trial Court (RTC) Branch 98, on three counts of grave threats.

This, after Duterte claimed upon her arrival at the Quezon City court last Saturday, Sept. 5, that she was harassed, and did not feel safe around the policemen.

Criminal Investigation and Detection Group (CIDG) director Maj. Gen. Robert Alexander Morico II later explained that the police coordinated with the Vice-Presidential Security Group upon the serving of the arrest warrant. (Video courtesy of PNP-PIO)

00:00Now, much has been said that we harassed, meaning me, is the DLG family including the PNP harassed the Vice
00:12President regarding her warrant of arrest for grave threats.
00:19The following will now prove of how we conducted ourselves in the service of the warrant.
00:26Now, you will have questions.
00:28Number one, why did we not arrest her on site?
00:35Number two, bakit walang mag-shot?
00:40Number three, bakit hindi siya hinangkap pagdating ng Quezon City Court?
00:48Number four, were there armed components when we served the warrant in the two places, in her residence and in
01:02the Cyber Gate Plaza where she holds office?
01:06To explain everything is General Morico, the CIDG, who was in charge of the service of the warrant.
01:24Good morning, sirs and ma'am.
01:25We received the warrant of arrest for the Vice President, Ma'am Sara Duterte, on September 4, 2026 at 12
01:37.45 p.m.
01:39So, immediately thereafter, the Women and Children Protection Unit of the Criminal Investigation Detection Group proceeded to her office at
01:52Cyber Gate Plaza building in Mandaluyong City to formally inform that there is a warrant of arrest to the Vice
02:04President.
02:09Secondly, we have coordinated with the Vice Presidential Security Group because the subject of the warrant of arrest is the
02:19second highest officer of the land and as you know there are security arrangements that are entitled to the President
02:28and the Vice President of the country.
02:30That's why we have talked with the Vice Presidential Security Group also and they have sent a representative in the
02:41name of a certain Major Nabwa.
02:43So, there were already negotiations that the Vice President will be appearing on Friday in Kamkrami.
02:53That's why the Vice Presidential Security Group, Major Nabwa, was shown.
02:59They asked me, where will the Vice President be detained?
03:04I told him that since there is time for the Vice President to post bail because it's a bailable offense,
03:15we can escort her.
03:18After all the booking procedures that will be conducted at Headquarters CIDG, we will be escorting her to the Quezon
03:30City Regional Trial Court to post bail.
03:32But I was informed by the Vice Presidential Security Group that she doesn't want to post bail, she wanted to
03:42be incarcerated.
03:44So, they asked, where, kung saan ang jail facility?
03:48So, I told him, I told the Vice Presidential Security Group, Major Nabwa, and his commanding officer was on the
03:56phone that I will not commit sa jail facility si Vice President and she will be placed sa conference room
04:05because we have to afford her all the necessary respect due to her office.
04:11Secondly, our jail facility are all, if she will surrender to the CIDG, we have notorious criminals that are inside
04:21the jail facility.
04:22We do not have enough jail facility for women.
04:26The PNP jail facility is undergoing a renovation.
04:37So, we waited, I even discussed to Major Nabwa, yung, if the Vice President will come, yung tutulugan niya po.
04:52So, I told her, it's just a, what we have is just a simple folding bed.
04:57And, yung, because he's also, he's, or they are also concerned about yung pagkain po.
05:04So, I told, I told him that, ang bibigay lang namin is yung, afford ng CIDG, which is either Jollibee
05:10or McDonald's.
05:11But, they can bring their own food.
05:18So, the next day, we waited until after about one o'clock in the morning with the Vice Presidential Security
05:27Group.
05:27But, unfortunately, the Vice President did not appear sa CIDG.
05:32That's why, and we, the next morning, we were informed that the Vice President will instead proceed directly to the
05:41Quezon City Regional Trial Court to post bail.
05:44That's why, I have already, again, I have again dispatched a team doon sa house ni ma'am Vice President,
05:53which is in San Juan, to escort her.
05:59No need for any other unarmed police unit, because he has her own security detail coming from the Vice Presidential
06:10Security Group.
06:13So, may I just emphasize that the personnel that we have sent, as you can see on the video, that's
06:22being shown, are all police women.
06:24And they are all unarmed, and it is led by a female senior officer in the person of Colonel Tabdi.
06:42Okay, just to clarify the narrative, she said that she was harassed, that she did not trust the PNP or
06:52the DALG.
06:53As you can see in the service of the warrants, there was no SWAT, there was no armed component.
06:59The women, as you can see, the women, as you can see, are all unarmed.
07:04They were duly accepted into the residence and into the office.
07:12So, any thoughts of harassment during the service is totally untrue.
07:21We dare them to present any CCTVs that they have in their office, in their residence, of harassment that went
07:30on in the service of the warrants.
07:32The truth always will bear out.
07:35Ito, may videos kami showing our precise actions.
07:40If they have a counter to this, we ask them to present it.
07:44Number two, tinanong, bakit hindi namin inaresto?
07:49Ang gusto nila, magpakulong.
07:54Magpakulong dito.
07:56We, sabi namin, bakit kukulong ka agad, di ba?
08:01So, in the end, they refused, nagpalit sila ng isip, nag-contact ulit sila na pupunta na ng diretso sa
08:10Quezon City Court.
08:13Number three, tiyatan ninyo kung bakit walang mugshot.
08:16According to the rules of court, if you surrender yourself, all you have to do is present photos, four photos
08:22of yourself.
08:23And that will suffice as the booking, for the booking procedure.
08:28So, tiyatan ninyo, sabi ng iba, there was, una, sabi niya, there was extreme treatment on our side.
08:38Number two, sinabi niya, sabi ng mga netizens, bakit may special treatment siya?
08:44We did our job according to the rules as prescribed by the PNP, rules of conduct.
08:58We did our job according to the rules of conduct.
09:06We did our job according to the rules of conduct.
