00:34Our national institutions and legal mechanisms,
00:38including the Independent National Human Rights Commission,
00:42is working continuously to address such allegations.
00:48Indonesia's record of engagement with the international human rights system speaks for itself.
00:55Indonesia is currently serving as the President of the UN Human Rights Council
01:01after serving six terms as a member of the Council,
01:06reflecting the highest level of trust from the international community to Indonesia.
01:14That record alone reflects sustained engagement,
01:19not a selective one when it's convenient.
01:22We also wish to note that arrangements for any visit by the High Commissioner
01:28should be agreed between the host state and the office of the High Commissioner,
01:34as applied to every member state.
01:38They are not set by a third date or any regional body.
01:44Mr. President, any serious discussion of Papua must reflect the full picture.
01:52Innocent civilians, teachers, health workers,
01:56and many others have fallen victim to violence by armed criminal groups.
02:02In recent weeks, three civil servants were massacred
02:07after delivering livestock assistance to the locals.
02:11A civilian driver transporting basic commodities was also killed.
02:17Nine women and children were abducted by an armed group.
02:20These are not acts of peaceful political expression.
02:27Attacking innocent civilians and murdering civil servants are criminal acts.
02:34Indonesia has a responsibility to protect all of its citizens.
02:39Law enforcement must and will remain subject to Indonesia's laws
02:44and our international human rights obligations.
02:46We therefore categorically reject any attempt to present disinformation
02:53or misinformation about human rights situations in Indonesia.
02:59Indonesia will continue to engage constructively through relevant mechanism.
03:05Some countries chose to omit facts about civilian victims from its narrative
03:12while advancing sweeping allegations towards Indonesia.
03:16Such selectivity undermines the credibility of its stated concern for human rights.
03:24Human rights concerns deserve serious discussion,
03:27but it should never be used as a tool to justify violence or advocate separatism.
03:34Let me quote the statement delivered by Foreign Minister Sugiono just a few days ago.

03:49To our neighbors, friends, and partners, let there be no doubt,
