00:01Thriving Kids is a $4 billion program that is going to basically help divert some children
00:09under nine with autism or developmental delay with mild to moderate support needs off the NDIS
00:15eventually and onto this new program. So basically the first phase which begins today is rolling out
00:22a phone helpline and also some online resources for parents basically places where they can go
00:28to seek information about things like developmental delay autism and where what services they can
00:35access. Now there will be a sort of staged rollout the federal government says that other services
00:42which it's calling targeted supports or therapies which will be rolled out in pre and primary schools
00:48will sort of ramp up over the next 15 months as well. Advocates have several concerns firstly that
00:56the states and territories which will be running those targeted supports that I just spoke of,
01:01those therapies in pre and primary schools, that the states and territories are at different stages
01:07and so there's a bit of concern that there will be an inconsistency and differences in what children
01:12and families can access across the states and territories. Also that there is a concern of what
01:19will happen once children turn nine and if they're not on the NDIS where do they go to continue receiving
01:25supports and how mild to moderate support needs is defined and who is defining it as well. So basically
01:33what happens from here is those targeted supports will roll out over the next 15 months or therapies.
01:38The full rollout is supposed to be complete according to the government by 2028 in January.
01:45And important to note that the government has reiterated time and again that people who have
01:51permanent and significant disability including developmental delay and autism will still gain
01:58access to the NDIS post January 2028 if they're deemed to require that level of support. And that no,
02:07it has also said that no one will be removed from the scheme until full implementation of the program.
