01:08that the minority government under Pedro Sanchez approved earlier this week
01:12to tackle the housing crisis and protect tenants
01:15Soaring rents, gentrification and the shortage of affordable housing
01:20have fueled social and political unrest for weeks
01:24Welcome to the program, I'm Stefan Grober
01:27The EU's energy chief has warned that volatility in the energy market is here to stay
01:33and prices could get even worse
01:36Dan Jorgensen is urging European governments to use existing flexibility
01:40to ease the pain at the pump for millions of Europeans
01:44That comes as the Trump administration presses EU countries
01:48to release millions of barrels from their emergency oil stocks
01:53Maria Tadeo, our chief editor, spoke to the energy commissioner in Brussels
01:57in an exclusive interview
01:59The situation is quite serious
02:02The prices are already quite high
02:05and it's felt by our citizens and by our companies
02:09Unfortunately, I also have to say
02:11that it is going to become probably even worse during the winter
02:16because we do not see any immediate solutions to the crisis in the Strait of Hormuz
02:24And even when it opens, it'll take some time for that to have the effects that we want on the
02:29market
02:30So unfortunately, we will see a pressure on fuels
02:34So both oil and gas and diesel and jet fuels during the winter
02:39What measures are you looking at and how quickly can they be implemented?
02:43So fortunately, there are things that can be done also on the short term
02:47Most of these things need to be adopted by the member states in the member states
02:52That is, for instance, as we recommend lowering the tax on electricity
02:57This will lower the costs of living for normal citizens
03:01and it will also help transitioning away from fossils into a more electricity-driven economy
03:08So this is just one of the examples that can be done
03:10So as it stands, you do not see a big intervention coming from Brussels
03:15Many things can be done from Brussels
03:18and via collective decisions in the European Union
03:21and we have done so
03:22For instance, a grid package and electrification plan
03:25But most of those things are more structural changes
03:28They are very, very necessary
03:30But the things that work tomorrow or the day after tomorrow
03:33that needs to obviously be something that's done nationally
03:36And we have then provided the way for these decisions in Europe
03:39by setting up schemes so that you can give subsidies
03:42by setting up schemes so that, for instance, you can have social leasing
03:45of electric vehicles instead of combustion engine cars
03:49We have a whole catalogue of things that's been provided
03:52as possibilities for member states that they can use
03:55You sent a letter in which you focused on two things
03:58to European ministers
03:59The storage levels and also asking for measures for as long as possible
04:03to reduce some of the demand for both gas and oil
04:06Is that being answered?
04:08And will you at some point have to make that compulsory
04:11force a reduction in demand of energy?
04:13Yes, I also had a meeting with ministers this week
04:18And it's very clear that we are all very well aware
04:22that this is a crisis and things need to be done
04:24Now, it is a little bit different from country to country
04:27what member states choose to do
04:29But clearly, demand reduction is one of the most important things
04:34that you can do
04:34And even if these measures are mandatory or are not mandatory
04:38at this point, would you consider to make them compulsory?
04:41If we see this escalation in prices
04:43would you make them an obligation?
04:45There's no one-size-fits-all solution here
04:48There's not one silver bullet
04:49Had there been, we probably wouldn't have used it
04:52There's not
04:52But there's a lot of things that you can do
04:55And we have put forward both a catalogue of things
04:58that can be done already tomorrow
04:59but also new ideas that hopefully we will get
05:02the member states to support
05:04on how to electrify our economies faster
05:08on how to make this shift from fossil
05:11into renewable energy much faster
05:14on how to implement rules on energy efficiency much faster
05:17because this will also mean that you use less
05:20of what it is that we are lacking right now
05:22And when it comes to the storage
05:24there are clear goals that have been set out
05:26in terms of the heating season and ahead of winter
05:28The member states, however, they complain
05:30that there are two sources of tension
05:33One is hitting the targets
05:34but also if you go to the market now
05:36it comes with an additional bill
05:37In your view right now
05:38what is the priority to save the cash
05:40or actually still build up the storage?
05:43What we've done is we've coordinated
05:45the filling up of our storage facilities
05:48of gas all year
05:49so to make sure that the bills
05:52do not become too high for member states
05:54But it is, of course, expensive
05:56when the gas prices are high
05:58and we need to strike a balance
06:00I do think that what we've done
06:01by loosening the rules
06:02so that you don't have to fill the storage
06:04as much as you used to
06:06will alleviate some of this tension
06:08but it is important for us to have these storages
06:10because as I said
06:11situations can become much worse
06:15So you make the targets flexible
06:17but you don't scrap them?
06:18No, we certainly don't scrap the targets
06:21It's very important for our security of supply
06:23in Europe
06:23and for our security overall
06:25that we do have these targets
06:29Do you see any scenario
06:31the most stressed out scenario
06:32heading into the winter
06:33in which the European Union
06:35faces shortages of energy
06:37and that means lights out?
06:39So fortunately we are not looking
06:40into a security of supply crisis
06:43that would be extremely worrisome, of course
06:47but I would like to warn that
06:49even though we don't lack fuel
06:51it'll be there
06:52we don't lack the gas
06:53not to neglect the size of the problem
06:55but because for the citizens
06:57or the companies that cannot afford it
06:59it'll feel the same way
07:00so if you cannot afford
07:01to adequately heat your home
07:03it doesn't really matter
07:04that you could actually buy it
07:06out there on the market
07:06if you cannot afford it
07:07so we do need to take this
07:09extremely serious
07:09The energy market is reacting
07:11positively to reports
07:12that the US is telling allies
07:14and forcing allies
07:15to release their diesel stocks

08:34what is driving
08:36this latest increase
08:37and how concerned
08:38should consumers
08:39and businesses be?
08:41Well as we spoke
08:43last time
08:43I think this is
08:44just another continuation
08:45of the recent events
08:47if you look at
08:48the data points
08:48Stephen
08:49there are some
08:50positives coming out
08:51because the recent
08:52figures show that
08:53flows through
08:54straight of Hormuz
08:55have recovered
08:56a little bit
08:56they have recovered
08:57to 80%
08:58in some cases
08:59to their pre-war levels
09:00but this will take
09:01some time
09:02if the benefit persists
09:04for that benefit
09:05to trickle down
09:05to the consumers
09:06so my analysis
09:07regarding the consumers
09:08as suffering
09:10economically
09:10for the next few months
09:12still stands true
09:13unfortunately
09:13and recently
09:15we have seen
09:15some refresh
09:16strikes as well
09:17Russia, Ukraine
09:18especially
09:19and you know
09:20refining sites
09:20so refining
09:21is what matters
09:22because the products
09:23diesel
09:23and other things
09:24that is what
09:25we consumers consume
09:26it is not the crude oil
09:27that we're consuming
09:28so this needs to be looked
09:29very closely
09:30we just heard from
09:32EU Energy Commissioner
09:33Jorgensen
09:33who was sort of
09:34lukewarm
09:36on President Trump's
09:37idea to ask
09:38European countries
09:39to release
09:39some of their
09:40diesel reserves
09:41as he mulls
09:43a ban
09:44on diesel exports
09:45would releasing
09:46diesel reserves
09:47have the desired
09:48effect on the markets?
09:50well this is very
09:51interesting
09:51I think of many
09:52consequences
09:53what the recent war
09:55has given
09:56you know
09:56to the world
09:57is the sudden
09:57and painful
09:58realization
09:58of energy security
10:00and it's still
10:01dependent upon
10:02the fossil fuels
10:03so European reserves
10:04300 million barrels
10:05represents around
10:06even if all of them
10:07are released
10:08it will only cover
10:09around 10 to 11 days
10:10of the world's
10:11diesel demand
10:11and the European countries

10:14around 90 days

10:53is specific
10:55to Europe
10:56well I think
10:57two main hubs
10:59so 20% of the
11:00refining capacity
11:01in Gulf
11:02is off
11:03and around
11:041.2 million
11:05to 1.5 million
11:06barrels
11:06of exports
11:08are down
11:08when we consider
11:09Russia and Gulf
11:10so these are
11:10the two main hubs
11:11that from where
11:12the pressure
11:13is originating from
11:14Europe
11:14and Asian markets
11:16on the other hand
11:16are on the receiving end
11:17when you look at
11:18Europe as well
11:19you know the policy
11:20lacunas
11:21or policy anomalies
11:22we have seen
11:23that in the past
11:23few years
11:24from 2009
11:25until now
11:2630 refineries
11:27have already been
11:28closed or converted
11:28so now
11:29you know
11:30this is giving
11:30a wake-up call
11:31that maybe
11:32we need to have
11:33the approach
11:33of energy basket
11:34in place
11:34where fossil fuels
11:36and renewables
11:36coexist
11:37and we stop
11:38pitching them
11:39against each other
11:40or demonizing
11:41any form of energy
11:43so this is what's
11:43going on
11:46Europe has spent
11:47the past few years
11:48trying to reduce
11:49its dependence
11:49on Russian energy
11:51and are we now
11:52seeing the costs
11:53of that strategy
11:54sort of feeding
11:55back into consumer

12:11from Norway
12:12Norway provides
12:12a lot of gas
12:13to Europe
12:13and then LNG
12:14from US
12:16US has become
12:16the largest
12:17provider for LNG
12:18for Europe
12:19but each of these
12:19countries
12:20have their own
12:21limitations as well
12:22so in the time
12:23of crisis
12:23you know
12:24you need to look
12:25at China
12:25China as a
12:26principle
12:27do not buy
12:28anything more
12:29than 15 to 20%
12:31when it comes
12:31to their energy
12:32China is now
12:33considering Brazil
12:34as their export
12:34partner
12:35the Canadian
12:36seaborne oil
12:38exports
12:38to China
12:40have increased
12:40more than 200%
12:42year on year
12:43basis
12:43so they're not
12:44just relying
12:45on Iran
12:45so we need
12:46to I think
12:47take a page
12:48out of their
12:48playbook
12:49and diversify
12:50our energy
12:51supplies
12:52very briefly

18:10my counterparts in terms of the hybrid interferences they see with specific attacks on ammunition
18:17in military equipment factories or
18:21there's a lot of concern on our capacity to protect from hybrid attacks the undersea cables
18:27railways in Poland have been the the target of hybrid attacks and so on
18:32but it is absolutely necessary both at NATO and at the EU level that we increase
18:37not just our analysis capacity our coordination but also our capacity to
18:44respond in terms of
18:47protecting ourselves from this type of hybrid interferences
