00:10In Colombia, right-wing President Abelardo de las Villanueva has enacted a decree expanding
00:16police powers to suppress peaceful social protests across the country ahead of the
00:22protest schedule for this Wednesday. Thousands of protests are breaking out
00:32across Europe over school funding, deteriorating infrastructure, teacher shortages and economic
00:37pressures. And in the Democratic Republic of the Congo, confirmed cases of Ebola have
00:47reached 9,066 with 4,381 deaths recorded in the seven affected provinces.
01:02Hello and welcome to From the South. I'm Alejandra Garcia from Telesur Studios in Caracas, Venezuela.
01:07We'll begin with the news, so stay with us.
01:23In Colombia, right-wing President Abelardo de las Villanueva has enacted Decree 1525 of
01:292026 expanding police powers to suppress peaceful social protests across the country. In this
01:35context, taking effect this week, Decree 1525 authorizes security forces to intervene directly
01:41against demonstrations and dismantle road blockades. Signed ahead of announced nationwide marches
01:48by social movements and labour unions, human rights groups condemned the measure as a mechanism
01:55to legalize police violence and criminalize popular dissent. Despite state intimidation,
02:01grassroots organizations vowed to flood the streets to defend demographic rights against government
02:08oppression.
02:19Colombian president announced the decree through his official account on X where he posted,
02:25I kept my word and here is my decree. In Colombia, peaceful protest is suspected, but violence,
02:32vandalism and road blockades that trample on the rights of millions of citizens will not be
02:38tolerated. Today, I issued Decree 1525 of 2026 to strengthen the rights of those who protest peacefully
02:46and to ensure that authorities act within the framework of the law against those who seek
02:52to sow chaos. The right to protest does not take precedence over the right to work, study, move about
02:59and live in peace. To citizens who protest peacefully, all guarantees for those who resort to violence,
03:06the full weight of the law will be applied, with respect for due process. The mess is over.
03:13Protests are respected, but violence will not be tolerated. I promise it. I deliver it.
03:19And I will continue to deliver. I stand firm for my country. Long live Christ the King.
03:32And prior to this action, the Colombian government amended Decree 003
03:37and eliminated the requirement for prior dialogue before law enforcement intervenes to disperse a protest.
03:43This means that the police will be able to disperse gatherings using tear gas, stun guns and other so-called
03:51non-lethal weapons
03:53without having to exhaust mediation procedures. The new protocol also states that road blockades may be disperse immediately
04:01and provides for administrative penalties for the presence of minors in protests on the grounds that they are being used
04:09as tools.
04:10The Unified Command Center, which will be established directly by President de la Spriera, will take control of operations in
04:19the streets
04:20without requiring the presence or endorsement of human rights organizations.
04:32In other information, the President of the National Assembly of Venezuela, Deputy Jorge Rodriguez,
04:38announced that the draft partial amendment to the constitutional law against hate has been submitted to the Supreme Court of
04:45Justice.
04:46Rodriguez read the letter addressed to Chief Justice Caricia Beatriz Rodriguez, in which the bill and its explanatory memorandum were
04:56formally submitted.
04:57The bill was drafted by the special committee shared by Deputy Pedro Infante, first Vice President of Parliament.
05:04The reform seeks to advance the criminalization of the conduct set forth in the law
05:10and to promote reconciliation and democratic coexistence among Venezuelans within the framework of the process of democratic transformation and justice
05:19reform promoted by the Bolivarian government.
05:29In Western Mexico, military personnel and forensic teams secured an abandoned ranch near Tepic, Nayarit,
05:37following the discovery of human remains and a clandestine grave.
05:40Members of the family-led search collective, Familias Unidas por Nayarit, joined state investigations uncovering shared remains and clothing along
05:50a nearby streambed.
05:52State prosecutors confirmed fuel was used to incinerate bodies at a makeshift to foreigners on sites,
05:59as forensic teams began DNA matching amid a national total exceeding 130,000 missing persons.
06:07Grassroots collectives continue pressing state authorities for transparent forensic investigations,
06:14standing as the primary force demanding truth and justice for disappearances across the country.
06:29We are processing a grave.
06:33Some bodies were recently found and we hope to obtain genetic matches.
06:44What you see in the center is a makeshift furnace.
06:48A barrel is placed there and filled with diesel, gasoline and soap so that the mixture sticks to the skin
06:55and clothing.
06:56The bodies are burned.
06:58The bones are charred and then thrown into a stream.
07:16Liberal Party candidate Flavio Bolsonaro announced that he will vote in favor of ending six plus one workweek,
07:24a change in position that comes during the final stretch of the campaign ahead of the runoff.
07:29Let's recall that in the coming days the Senate will debate a constitutional amendment proposed by the government of Lucina
07:36Salula da Silva
07:37to change the work schedule to a five-day workweek with two days of rest without any changes to wages.
07:46Previously, Flavio Bolsonaro had criticized this project, calling it populist and electoralist and claiming that it would harm businesses.
07:59When it comes to the six per one workweek, I've been traveling across Brazil.
08:03The majority of Brazilian workers want an end to the six per one, so I will vote in favor of
08:08ending it.
08:10In response to his presidential rival's statements regarding support for ending the six plus one workweek,
08:17Brazilian President Luis Inácio Lula da Silva welcomed the fact that conservative sectors are endorsing the improvements promoted by his
08:24administration in favor of the working class.
08:32It seems to me that after public pressure on all the demonstrations in the streets of Brazil,
08:39the liberal party decided to vote in favor of ending the six per one workweek.
08:48Sometimes I stop and think, if the damage I'm supposedly doing to this country results in the right wing meeting
08:59the interests of the Brazilian people,
09:03then I'll keep doing it.
09:07A hug.
09:09May God bless you all and good luck.
09:12I hope to see you all very soon.
09:15You know, we're great at economic and social gains.

09:49Welcome back to From the South.
09:51In France, thousands of protesters took part in a march in support of high school students on strike over the
09:57deterioration of educational conditions and against police violence.
10:01The streets of Paris and other cities in France were the scene of protests led by striking high school students,
10:08college students, teachers and union groups.
10:10The protest in the capital, which marched from Place d'Italia toward the invalids area, was repressed by the police
10:19who used tear gas.
10:20The wave of protests is spreading to more than seven major cities leading to the closure of more than 200
10:26schools.
10:27And a 90% shutdown of the country's universities as well in protest of the government's austerity budget six months
10:35before the presidential elections.
10:43In the same context, the streets of Paris and major French cities such as Lyon and Nantes were the scene
10:51of action by riot police to disperse the student marches.
10:55Security officers launched direct assaults with batoons and deployed water canyons and tear gas to disperse the protesters, creating chaos
11:05in various urban areas.
11:06Violence during police operations has led to a rise in complaints and internal investigations, while groups of young people erected
11:15barricades amidst the severe response by law enforcement.
11:27Meanwhile, in Albania, also riot police fired tear gas and water canyons in Tirana, and as massive student-led demonstrations
11:34erupted outside the Ministry of Education against worsening social conditions.
11:40Demonstrators demanded university funding, living wages and job opportunities for youth, with police arresting 23 protesters during severe repression.
11:51The student mobilization joins months of nationwide anti-government protests targeting endemic corruption and democratic deficits under Prime Minister Eddie
12:01Rama's ruling administration.
12:03Despite government condemnation, the police repression of Albanian youth continue mobilizing across urban centers to demand structural economic reform and
12:15social justice.
12:35The super El Nino climate phenomenon has triggered emergency alerts across several Latin American countries amid heavy rainfall, flooding and
12:44heat waves.
12:44Ecuador remains under a red alert as authorities forecast further rainfall for October 14th.
12:51Since late August, heavy rains have affected more than 17,056 people, left around 1,306 homeless and damaged approximately
13:034,847 homes across 22 of the country's 24 provinces.
13:08The National Secretariat for Risk Management reported flooding landslides, infrastructure damage and at least one fatality.
13:26Also, Chilean authorities have declared a red alert in the Santiago metropolitan region following a severe hail and rainstorm that
13:35flooded critical infrastructure.
13:36The unusual weather event caused widespread urban flooding across major avenues, power outages affecting tens of thousands of households and
13:45the partial closure of lines in the Santiago metro system.
13:49Emergency management agencies issued warnings for mudslides and flash floods in the Indian foothills, deploying rescue units and municipal teams
13:59across the capital to clear drainage systems and mitigate infrastructure damage.
14:12And in South America news, Argentine authorities have placed Iwasu Falls under heightened surveillance as well in river levels linked
14:21to the El Nino force partial closures of the national park.
14:25Heavy rainfall across the upper river basin caused the water discharge to surge past 12,000 cubic meters per second
14:34exceeding six times its average flow.
14:37Technical teams and park authorities restricted access to vulnerable tourist walkways and viewing platforms as a preventive measure, maintaining continuous
14:47monitoring of the river system to protect visitors and safeguard infrastructure against potential flooding.
15:00Also, authorities in Argentina have raised the alarm after several dead southern whales were found along the coast of Puerto
15:07Madryn.
15:08The discoveries were reported at different coastal locations, rising concerns over the number of whales found dead.
15:17The Center for the study of marine systems is investigating the causes with bacteria considered an initial hypothesis.
15:26However, researchers have not ruled out the possibility of toxins associated with red tides.
15:32While the findings remain in conclusive investigations are continuing to determine what caused deaths.
15:43This phenomenon is probably not related to what we have been seeing in recent months regarding calf mortality.
15:53As preliminary reports indicate that the calves have died from a disease caused by a bacterium, they die of erycipelas.
16:03And the adult whales, at this point in the season, before embarking on their feeding journeys, start feeding in Golfo
16:12Nuevo.
16:13And it is likely that this event is more related to a red tide bloom.
16:17And, whilst the whales are feeding, they also ingest the phytoplankton that contains these toxins and that causes them to
16:26die and wash up on the beaches.
16:33Also in Mexico, the impacts of hurricane Simon and tropical storm ratio have left at least five people dead with
16:40flooding and damage reported across several areas.
16:44Simon brought strong winds and heavy rainfall to Mexico's Pacific coast affecting communities near Puerto Vallarta.
16:50In Baja California, rescue teams continued operations in Ensenada, where floodwaters swept away vehicles and damaged homes.
16:59Meanwhile, in the United States, racial remnants triggered flooding across the southwest, including Las Vegas, which experienced exceptional rainfall.
17:08Although many flood warnings have been lifted, localized risks remain.

17:50Welcome back to From the South.
17:51In the Democratic Republic of the Congo, confirmed cases of Ebola have reached 9,066 with 4,381 deaths recorded
18:02in the seven affected provinces.
18:04World Health Organization officials warn that explosive outbreaks in remote health zones are severely undermining containment efforts,
18:12as community transmission continues to expand.
18:15Health authorities warn that confirmed cases reflect only a fraction of total infections,
18:22while the spread of the rare wounding Bungjo strain presents critical challenges due to the absence of approved vaccines.
18:30With most casualties occurring outside medical centers, public health teams are pressing for urgent global support
18:39to strengthen local health care infrastructure and stop community spread.
18:51In fact, what's happening right now is that in various provinces, we're seeing large outbreaks, sometimes very explosive ones.
19:01That continues to make controlling this epidemic an enormous challenge. Why?
19:07Because these outbreaks often occur in health zones that are either remote or in heat zones that are difficult to
19:14access.
19:20It's very difficult to be everywhere all the time.
19:24The strategy now is to really reach out to the communities that are hardest hit and bring a response to
19:31them.
19:32It is in those communities that people are sick, people are dying.
19:36That is where we need to reach out to them to set up services and the response.
19:43Seychelles tourism is running 10.1% below its record-breaking 2025 pace.
19:49However, recent months show signs of recovery as the country enters the final part of the year.
19:54Let's see the following material.
19:57Next, a record 398,841 visitor arrivals in 2025, surpassing the previous record of 384,204 visitors set in 2019.
20:11But tourism performance in 2026 has been more uneven.
20:17The year started strongly with arrivals in January and February ahead of the same period last year.
20:23However, numbers fell sharply in March and April before showing some recovery in May.
20:28Arrivals dipped again in June, but July brought further improvement with visitor numbers exceeding those recorded in July 2025.
20:35The latest figures from the National Bureau of Statistics show that by August 16th, 218,308 visitors had arrived in
20:45Seychelles.
20:45That is 24,409 fewer visitors than at the same point last year, when 242,717 arrivals had been recorded.
20:57Overall, arrivals are currently 10.1% lower than in 2025, meaning Seychelles is behind the pace of its record
21:06-breaking tourism year.
21:08However, the improvement in recent months could signal a recovery as the country enters the final part of the year.
21:16In other topics in India, about 13 people, most of them children died after the boat they were on capsized
21:23in the middle of a river in northern Bihar.
21:25According to the official report, 13 bodies were recovered of the 20 children who were travelling on the boat that
21:32capsized in the Ganges River, near the town of Baishali.
21:37According to authorities, seven were rescued alive and taken to hospitals, while three of the victims were rescued and harmed.
21:45They also state that search efforts are continuing in the area.
21:56Well, since this is a land, the United Nations elected 15 countries as members of the Human Rights Council.
22:02Through a secret ballot, the organization's General Assembly elected Burundi, Ghana, Nigeria and Zambia from Africa, Japan, Jordan, Kauai and
22:13Nepal from Asia and the Pacific,
22:15Moldova and Ukraine from Eastern Europe, Brazil, the Dominican Republic and Uruguay from Latin America and the Caribbean and Germany
22:24and Ireland from Western Europe.
22:26The countries will serve a three-year term beginning January 1, 2027.
22:31To ensure affordable representation, the seats were distributed among five regional groups.
22:45Also, the US ambassador to Greece, Kimberly Guilfoyle, submitted her resignation on Tuesday after being implicated in a series of
22:53allegations related to corruption during her tenure.
22:55The charges against Guilfoyle allegedly indicate that she accepted improper gifts, demanded luxury trips and offered political influence in exchange
23:06for the payment of personal debts,
23:09as well as having pressured a local official and created tensions with staff at the US Embassy in Athens.
23:14The Trump administration confirmed that it asked her to step down following days of speculation and growing media pressure.
23:23The case represents a new setback for Trump's administration, who had previously appointed her directly as the nation's ambassador to
23:31Greece
23:32and now faces questions about his judgment in filling these diplomatic positions.
23:45And with this information, we have come to the end of this news brief.
