00:00Do you know what the FARC's 8 years in Congress were for?
00:04Stay here, because here you will understand your role, your achievements, and why you got there.
00:09Their participation in the legislative branch was contemplated in points 2 and 3 of the peace process
00:15which was signed during the government of Juan Manuel Santos.
00:18Because?
00:18During the negotiations, the former FARC demanded recognition and political representation.
00:24However, the implementation of these points came at a high political cost and still has several shortcomings after a decade.
00:31of his signature.
00:32The first is that the arrival of the ex-FARC members in Congress was one of the key demands of the promoters.
00:38of the no vote in the 2016 plebiscite.
00:40The reflection of that rejection was seen at the polls on October 2 of the same year, when the country
00:46He said no to that agreement.
00:47Names such as Jorge Torres Victoria, alias Pablo Catatumbo, Carlos Antonio Lozada, alias Julián Gallo, Sandra Ramírez, alias Griselda Longo or
00:56Victoria Sandino
00:57They were the first to hold a congressional credential under the mandate of the agreement signed in Havana.
01:04Seucis Pausis Hernández, alias Jesús Santrich, and Luciano Marín Arango, alias Iván Márquez, were also there.
01:12But they rejected the agreement and in August 2019 returned to arms to found, with another group of
01:19dissidents, what is known today as the Second Marquetalia.
01:23In general terms, what became the Commons Party in 2021 had a relatively discreet passage through the
01:30Congress.
01:31They participated in the approval of laws such as the Statute of the Opposition, the expansion of the PDET municipalities, or the
01:38support for all initiatives of Gustavo Petro's government since 2022.
01:43But those eight years never managed to consolidate an electorate.
01:46That is why they failed to elect congressmen in the past elections in March, and since October 7th
01:52The National Electoral Council has already told them that they are no longer allowed to operate as a political party.
01:57What does this mean for the second point of the agreement?
02:00Well, although it may be a political shock, sources consulted by El Espectador indicate that implementation can move forward and
02:08In fact, several legacies of that flag have been highlighted.
02:11The first one is precisely the Statute of the Opposition.
02:14That rule gives certain powers to parties that are opposed to the current governments and that have already
02:20employed the Historical Pact and the Democratic Center.
02:23Other aspects were also considered, such as security guarantees in political activities and broader participation in spaces
02:32democratic for citizens, the regulation of the right to protest, and even a political and electoral reform,
02:40inter alia.
02:40This led to the opening of a space for the representation of the victims of the conflict.
02:44Although they were supposed to arrive in 2018, it wasn't until 2022 that the Special Constituencies for Peace, known as CITREP, started.
02:52These 16 seats give a voice to 168 municipalities directly affected by the conflict and will occupy seats until 2030.
03:01Point 2 of the agreement also led to the revival of war-affected parties in various state institutions.
03:08The list includes, among others, the new liberalism of the Galán brothers or the national salvation of Enrique Gómez, precisely
03:14one of the main opponents of the agreement and who speaks very closely to the current national leader.
03:20But if we look at the figures, both the Kroc Institute and the Ombudsman's Office warn that there are several
03:26delays in that implementation.
03:28Although he highlights the importance of the emergence of all these mechanisms, Kroc points out that only 14% of
03:36The arrangement for point 2 had been completed,
03:3827% were in an intermediate state, 37% at the minimum, and 22% had not started
03:46its implementation.
03:47Furthermore, it is noted that 60% of the provisions lack actions that demonstrate their feasibility for implementation.
03:55the established deadline.
03:56And on the horizon, just as we enter the final third of the implementation of this agreement,
04:01President de la Esprilla has already spoken of making adjustments that will directly affect what was signed during the Santos Administration.
