00:18imposed on Muslim women wearing the hijab in educational institutions in Azerbaijan.
00:24Reports that Muslim schoolgirls and female teachers have been prevented from entering schools following the enforcement of new school uniform
00:35regulations in September 2026 have caused grave concern amongst Muslims.
00:41It is deeply disturbing that such restrictions are taking place in Azerbaijan, a country whose population is overwhelmingly Muslim.
00:51Your government has made and defended these regulations by claiming that they are not directed against Islam, but are intended
01:00to enforce educational laws, preserve the secular character of educational institutions,
01:06prevent the political exploitation of religion and safeguard public order against extremism.
01:12O government of Azerbaijan, how can the wearing of hijab and obligation prescribed by Allah subhanahu wa ta'ala be
01:22treated as incompatible with education?
01:26How dare you separate religious obligation of our sisters, of your own citizen from their daily life?
01:33How can a Muslim girl be made to face a choice between observing her religion and attending school?
01:45Does preserving secularism justify preventing Muslim from practicing their religion?
01:52What is the religion of government of Azerbaijan?
01:55What has your religion taught you about aura of our sisters, our mothers, wives, daughters, when they are outside the
02:04houses?
02:05Even if you are not a good Muslim, do not force others to be bad Muslims.
02:11Hijab is neither merely a dress, a cultural symbol, nor simply a matter of personal freedom.
02:20For Muslim women, it is an obligation commanded by Allah subhanahu wa ta'ala.
02:26A manifestation of obedience for him and a symbol of their honor and dignity.
02:40Allah subhanahu wa ta'ala says,
03:04And tell the believing women to lower their gaze and guard their chastity
03:10and not to reveal their adornments except what normally appears.
03:15Let them draw their veils over their chast.
03:18Surah An-Nur, verse 31.
03:23The honor and dignity of Muslim women must not be protected by women themselves,
03:30but also by the Muslim community.
03:33And above all, by the state itself,
03:36who is entrusted with authority over them.
03:40The messenger of Allah, Sallallahu Alaihi Wasallam, said,
03:49Al-Imamu Ra'in,
03:50Wahuwa Mas'ulun An Ra'iyatih.
03:53A ruler is a guardian,
03:56and is responsible for his subjects,
03:58narrated by Al-Bukhari and Muslim.
04:00Remember, O government of Azerbaijan,
04:04your responsibility is to protect the rights,
04:07dignity,
04:08and religious practice of the people under your authority.
04:12The fact that a country adopts a secularism
04:15as the foundation of his educational system
04:18does not remove the serious consequences
04:21of regulations
04:22that prevent Muslim women
04:24from wearing the hijab.
04:26It is the system
04:28that is secularism
04:30that has caused,
04:31that has to be ousted,
04:33not the hijab of our sisters.
04:37Take heed that separating Islam from public life,
04:40including education and governance,
04:42contradicts the comprehensive nature of Islam
04:45as a way of life.
04:46And the authority does,
04:48the authority that does so
04:50is actually inviting the wrath of Allah SWT.
04:53We call upon you to immediately end
04:57the exclusion of students and teachers
04:59on account of their hijab.
05:01Call off the regulations
05:03and their enforcement.
05:05Restore access to education
05:07and employment
05:08for those affected.
05:10And ensure
05:11that Muslim women
05:13are not subject to discrimination
05:15or injustice
05:16merely for observing
05:18their obligation,
05:19their religious obligations.
05:22Do not make Muslim women
05:23choose between their faith,
05:25their education,
05:26for no human being
05:28can choose whatever
05:29Allah SWT
05:30has decreed upon them.
05:33Under whatever reason
05:34or circumstances,
05:35you cannot restrict religious practices.
05:39Have you not heard
05:39that Allah SWT says,
05:42وَمَا كَانَ لِمُؤْمِنٍ
05:44وَلَا مُؤْمِنَتٍ
05:46إِذَا قَدَ اللَّهُ وَرَسُولُهُ
05:49أَمْرًا
05:49أَنْ يَكُونَ لَهُمْ
05:52أَلْخِيَارَةً
05:52مِنْ أَمْرِهِمْ
05:54وَمَنْ يَعْسِلَّهَا
05:56وَرَسُولَهُ
05:58فَقَدْ ضَلَى
05:59ضَلَالً مُبِينًا
06:01It is not for a believing women
06:04or men or women
06:05when Allah and his messenger
06:07decrees a matter
06:09to have any choice in that matter.
06:12Indeed,
06:13whoever disobeys Allah
06:15and his messenger
06:16has clearly gone astray.
06:19O government of Azerbaijan,
06:22we remind you that authority
06:24carries responsibility
06:26and that those entrusted
06:28with the affairs of Muslims
06:30must act with justice
06:32and safeguard their dignity.
06:35Hezbollah Tahrir stands in solidarity
06:37with Muslim schoolgirls,
06:39teachers and families
06:41affected by these restrictions.
06:43again,
06:44we call upon the government
06:46of Azerbaijan
06:47to reverse the measures
06:49that have prevented Muslim women
06:51from attending schools
06:53while wearing the hijab.
06:54We further remind the Muslim ummah
06:57of the importance
06:58of implementing Islam comprehensively
07:01in all aspects of life.
07:03Hezbollah Tahrir advocates
07:05the full restoration
07:06of Islamic way of life
07:08through the establishment
07:10of the caliphate,
07:11the khilafah,
07:13upon the method of the prophethood
07:14as the one
07:16and only Islamic political institution
07:18for the ummah.
07:19We urge your government
07:21to take immediate action
07:23and to respond to the concerns
07:26raised in this memorandum
