00:19Pittsburgh Councilmember Barb Warwick is proposing what she calls a fair share tax to add around $50 million in revenue
00:26for a city with a projected budget deficit over the next five years.
00:30It's a 2% tax on the unearned income of the city's wealthiest residents.
00:35Can it be done?
00:36Well, Larry asked Southwest Pennsylvania Commission Executive Director Ritz Fitzgerald about that on the Big K Morning Show.
00:42Typically, when you want to get new revenue as a local government, you will need enabling legislation from Harrisburg, if
00:49you recall the drink tax of 20 years ago.
00:52In addition, the city's solicitor in 2024 said Pittsburgh does not have the authority to establish an unearned income tax.
00:59Warwick told Trib Live she believes there are sound legal grounds for the tax.
01:03She'll be Larry's guest tomorrow morning after the news at 7.
01:07Pittsburgh City Council approves long-awaited zoning reforms designed to encourage more affordable housing across the city.
01:14News Radio KDKA's Tamiya Rush has that story.
01:17After more than two years of debate, Pittsburgh City Council has unanimously approved zoning reforms aimed at expanding affordable housing.
01:24Councilwoman Erica Strasburger spearheaded the version of the legislation approved Tuesday.
01:29It differs from former Mayor Ed Ganey's proposal, which would have required larger developments to set aside at least 10
01:35% of units for lower-income residents.
01:37Under the new plan, developers can receive building incentives for including affordable units or pay into a fund for future
01:43housing projects.
01:44The changes also eliminate parking minimums, giving developers more flexibility and potentially lowering construction costs.

01:54Several parents of students at East Pike Elementary in Indiana County believe their children aren't safe in the classroom.
02:01And News Radio KDKA's Paul Alexander tells us why.
02:04Parents of kids from kindergarten through third grade say a couple of students are prone to violent outbreaks that make
02:09their kids afraid to go to school.
02:11At Monday's school board meeting, Superintendent Dr. Robert Heinrich says they'll establish a safe environment for all of the kids.
02:17Katie Hebel-Thomas, a parent of a first grader, says nothing is being done.
02:21Comes to no shock that there aren't ample resources being filtered into East Pike to handle these situations because the
02:28people who have the access to put those resources in place have been incredibly non-responsive, as you would have
02:34seen or heard at the board meeting last night.
02:35Hebel-Thomas said that the concerned parents felt as if they had been dismissed after the meeting.
