House prosecution spokesperson Zia Alonto Adiong has raised possible tax evasion concerns involving Vice President Sara Duterte, citing an alleged P111.85-million gap between her bank deposits and declared income, as well as P1.41 billion in alleged income discrepancies across three companies linked to her and her husband.

Adiong said the figures, based on the analysis of prosecution witness Alexander Cabrera, raise questions about whether Duterte and the companies properly declared their income and paid the correct taxes.

Duterte has denied wrongdoing, while her lawyers have challenged the prosecution’s evidence and conclusions.(Video courtesy of House of Representatives)

00:04This is also an issue of tax evasion.
00:08Next slide.
00:16meron pong tatlong kumpanya doon, which is, I think, substantially engaged into business.
00:23These are the three companies, but they have, she indicated or declared,
00:28I think, more than four, if I'm not mistaken.
00:32But let's focus on the three, kasi ito po yung pinaka-active.
00:51Sa Metro City, Chao, ang kanila pong isinabit based on the audited financial statement
00:59that they needed to submit to the Securities and Exchange Commission as well as to the BIR,
01:08ang sabi po nilang corporate income nila is in 2022, 35.23 million pesos.
01:15But the actual records show, based on these corporate accounts from the testimonies of the bank managers
01:23that these companies have standing accounts, active accounts in these banks,
01:30ang sinasabi po nila, based on the records, meron pong 54.11 million pesos nakita ng kanilang kumpanya.
01:41In 2023, again, based on the audited financial statement,
01:46the one document that they have submitted to the BIR and to the SEC,
01:51they indicated the amount of 36.34 million pesos as their annual income, corporate income.
01:59But, again, the accounts, corporate accounts in these banks say otherwise.
02:13And in 2024, 35.11, pero ang actual is 56.9 million pesos.
02:21And in 2025, last year, medyo tumaas.
02:33accounts
02:34with the amount of 75.36 million pesos.
02:38As opposed, doon po sa kanilang sinubmit na audited financial statement in 2025 sa SEC at saka sa BIR
02:48which only amounts to 35.54 million pesos.
02:53So, parang nag-a-average din sila, no?
03:03But, if you go through the real documents of the real amounts of the real income of this corporation,
03:09Metro City Chow, mukhang tumaas, mataas yung kanilang income.
03:15That's only in 2020, that's only the company of Metro Chow.
03:19So, what about GenCorp?
03:40Pero sabi ko nga, sabi namin, this is not a technical, or ano, or nagkamali lang, technical error,
03:48kasi dalawang taon po niya itong nilista sa kanyang sal-in.
03:52Ang sal-in po, to make it official, pinagsusumpaan po ito ng mga opisyalis ng ating gobyerno.
03:59Sinusumpaan po nila na tapat yung nilista nila doon.
04:02Andun po sa 2024 and 2025, sa GenCorp, ang kanyang pangalan.
04:07Again, similar with what we have explained earlier in relation to Metro Chao.
04:12In 2022, they have submitted 295.96 na kita,
04:23but different with the ones that we gather from the documents that we secured,
04:29which is 282.3 million pesos.
04:33In 2023, there's an uptick.
04:39321,432,000,
04:43meron pong 600 million pesos
04:48na dapat nilang i-dineklara yung actual na pumasok.
04:51Similar with 2024,
04:53394.33 million pesos,
04:57meron pong 764.61.
04:59And in 2025, by 519.22 million pesos,
05:05meron pong kabuuan kita,
05:07ang GenCorp na 933,502,000
05:11na pumapasok based on the net bank inflows
05:20And Calia 88,
05:21ito po, this is very, ano,
05:23explain ko lang po sa inyo, briefly, just to remind the public,
05:27ano po itong Calia 88?
05:28Ito po yung kumpanyang,
05:30ang major stockholder
05:32ay ang kanyang asawa,
05:34si Attorney Manz Cartio.
05:36Ito po yung naging kontrobersyal,
05:38itong Calia 88, no?
05:40Dahil ang paid-up capital po nito
05:42ay 125,000 pesos lamang.
05:47Pero ang kinikita niya
05:49ay umabot po ng,
05:52in 2024,
05:54324 million.
05:56In 2025,
05:5895 million.
05:59So, mobra yung paid-up capital.
06:01Ito po yung issue ng mga Senator Judges,
06:03eh kung masobrang kita ng paid-up capital,
06:05dapat merong automatic na distribution of dividends
06:09kasi kita na yan yung mga shareholders,
06:11pero wala akong silang sinabit
06:12na dividendo, no?
06:14Kasi yung dividendo,
06:16yung po yung magiging basis
06:17kung ano yung return of investment
06:19nung mga nag-invest nitong kumpanya na ito.
06:23Pero wala akong silang sinabit.
06:24Ibig sabihin,
06:25the presumption is,
06:26lahat ng kinita doon,
06:28napunta.
06:29Kaya ito yung ni Manz Cartio.
06:30Kasi wala silang sinabit, eh.
06:32Eh yung 125 na dividendo,
06:35eh 125 lamang yung paid-up capital
06:37na sumobra doon sa paid-up capital.
06:38So kailangan,
06:40meron ding return of investment
06:41yung mga nag-invest sa kumpanya mo.
06:44Eh hindi po sila nag-distribute ng dividendo.
06:46So the presumption is that
06:48all that amount,
06:49according to what the expert says,
06:52napunta sa isang tao.
06:55Sino itong isang tao?
06:5747.5% ang ownership ng stocks.
07:01Sino po yun?
07:02Si Atty. Manz Cartio.
07:04So sa kabuuan pong suma total
07:06nitong transaction,
07:08nitong tatlong kumpanya na ito,
07:10umaabot po
07:11ng 1.41 billion pesos
07:15ang agwat sa financial records
07:17nung sinumiti nila
07:19sa mga,
07:20sa kanilang salen,
07:21sinumiti nila
07:22sa BIR,
07:23sinumiti nila sa SEC,
07:25SEC,
07:26versus as opposed to
07:28the actual income
07:29of this corporation.
07:301.4 billion pesos
07:33in the whole year
07:34of these companies
07:36being operational.
07:39Sa tatlong taon
07:41o apat na taon
07:42na itong mga kumpanya na ito
07:44ay nag-ooperate po.
07:46So next slide.
07:59Sa tatlung sa
07:59Us blogram.
08:00Sa tatlong pat like
08:00to ma-ooperate po.
08:00Slate mga kumpa.
08:01Ai nag-ooperate po.
