Victoria’s historic treaty with First Nations, signed just last year, could be torn up in coming months with the Coalition favourites to win next month’s state election. The state’s decision to ink a treaty was the first of any kind in Australia, the only Commonwealth nation to not have signed a treaty with Indigenous peoples. Indigenous Victorians are urging the Coalition to change its course, warning their advancement will be set back centuries.

00:02Among these rocks from the banks of the Yarra, Victoria made history when a treaty was signed last year.
00:07The amount of work that has actually gone into making this happen is astronomical.
00:14Victoria is the first Australian jurisdiction to sign a treaty with its First Nations.
00:18With it came Gullung Woll, an elected body for Aboriginal Victorians that speaks directly to government.
00:23The self-determination with Indigenous communities is an integral part of what it is that allows us to flourish.
00:30But that will be scrapped should Jess Wilson's coalition win the election.
00:33We're doing so to ensure that we see a billion dollars in savings over the next decade
00:39and that we can ensure that we are putting money into programs and outcomes that are going to deliver for
00:45Aboriginal Victorians.
00:46That would be absolutely detrimental to our community.
00:49The coalition says it will set up a new body within the public service for Indigenous programs.
00:55First Peoples see this as a return to a failed practice.
00:58It would send us back 200 years.
01:01Aunty Jill Gallagher was the first Treaty Advancement Commissioner and helped thrash out the process over a decade.
01:06Those advisory committees haven't worked.
01:09I would say to Jess, if you do tear up the treaty, you'll be the first government in the world
01:16to ever do that.
01:16That's not leadership. That's picking on the minority.
01:20The fight for treaty is focused on the seat of Kew held by Jess Wilson.
01:24It's also an area that voted yes in the voice to parliament referendum, a position Jess Wilson backed.
01:29While she's odds on to hold the seat, she is up against a well-resourced independent who's also advocating for
01:36treaty.
01:37Advocates are taking the campaign direct to Kew residents.
01:40Have you heard much about the treaty process in Victoria?
01:43Aboriginal Victorians say they've become a political football.
01:46Like our health outcomes, our education outcomes, the justice system outcomes, like all of these things that we're working towards
01:54will be rolled back.
01:56Taneen Onis-Brown worked on treaty for 10 years.
01:59People will lose their lives because if we're not in the driver's seat then our people continue to die.
02:05Another issue in a crowded campaign.
