03:47Good evening Trinidad and Tobago international audience and of course our brothers and sisters in Grenada.
03:53This is Beyond the Tape and I'm your host Whitney Husbands.
03:56Today is Friday y'all.
03:57Yes it is.
03:58It's the end of yet another work week.
04:00And let me start over again.
04:03It's Friday.
04:04I realize I didn't do more Friday that I was supposed to do it that way.
04:07But listen, the reason I'm giving you this energy right now is because it's a long weekend.
04:11It is here.
04:12It's officially here.
04:12We will be celebrating Diwali this weekend with our brothers and sisters.
04:17And of course the gentleman to make sure that we behave ourselves even better.
04:22It's the man who is with us every Friday.
04:25I know you see on a Tuesday and Thursday.
04:26But since today is Friday, one of his favorite days, we have acting superintendent, Russell.
04:32Good evening to you, sir.
04:34It's Friday.
04:35Good evening, Ms. Husbands.
04:36Good evening, Ms. Husbands.
04:38You're on your shimmy.
04:39Good evening, Ms. Husbands.
04:40Good evening, Trinidad and Tobago.
04:43Grenada.
04:44Special good evening to Tobago.
04:45Let me say Tobago.
04:46Yes.
04:46Again, I love Tobago these days.
04:48Grenada, all of our Caribbean islands, our friends of the islands, the United States, Canada, all of our viewers.
04:56Good evening on behalf of the Commissioner of Police, Deputy Commissioners, Assistant Commissioners, and First and Second Division Officers of
05:02the...
05:02As seen.
05:03...Trinidad and Tobago Police Service.
05:05As usual, it's a pleasure being here.
05:07It's a long weekend, so I'm starting the show by saying I expect good and responsible behavior from my friends
05:15out there in Trinidad and Tobago.
05:18I know there are a few events.
05:20A lot of things happening.
05:21I know you all want to come out there.
05:23Hey, please, do not drink and drive.
05:29Have a designated driver.
05:32Remember situational awareness.
05:34Be aware of your surroundings, where you're parking, where you're going, what you're wearing, the jewelry, etc.
05:39Have fun, but have good, safe, clean fun.
05:44Remember, if you're going to the beaches, look at what is going on.
05:48Look at the weather.
05:49Remember, alcohol and seawater do not mix.
05:53And most importantly, the TTPS, we will be out there in our numbers.
06:00Ticket, ticket, ticket, ticket, ticket, ticket.
06:03Why are you doing that?
06:04Ticket, ticket, ticket, ticket.
06:05Why are you doing that?
06:05They're excited as we can't, you know.
06:07Ticket, ticket, everything is ticket, ticket.
06:10Trinidad, what we want, Trinidad and Tobago, what we want is compliance.
06:15So, if I may stop you, good day, ma'am, good day, sir.
06:18How are you?
06:19Yes, sir, we are doing a routine road check.
06:22License and insurance.
06:23Okay, sir, hold the license, hold the insurance, your vehicle inspected, your tires good and everything.
06:28You will be allowed to proceed.
06:30What we want is compliance.
06:32We don't want to have to penalize anybody.
06:35So, we are asking for responsible behavior.
06:40And speak to your officers, the same way you greeted me there just now, when you stop someone, it's the
06:45way it's supposed to be done.
06:47Officer.
06:47You know what you do?
06:49You know what you do here?
06:51Where are documents?
06:54Where are documents?
06:56What kind of stupidest is you, stupidest in the end?
06:58So, what did I do wrong?
07:00I don't want somebody ever approach you, sir.
07:03Yes.
07:04Well, I apologize on behalf of that person.
07:06Not all of them are like that.
07:07And that's what I'm saying.
07:08So, why you only highlight, you know, the bad ones?
07:10No, because you just have to remind the ones who are not sure in customer service.
07:14Because you didn't train all of them to be mindful, to treat.
07:19And remember, you're already trained ones, you know.
07:21So, when they come hasty and aggressive to you, you have to say, sir, ma'am, kindly, am I speaking
07:28to you in this manner?
07:29I don't understand why you're so aggressive to me.
07:32But you could bring it down so we could have a conversation.
07:34And I will let you know what is happening.
07:37Well, to my officers who behave as all Ms. Husbands described, I'm asking you, please, let's do better.
07:46Let's be better.
07:47Let's do better going forward so that we could have a better TTS.
07:52You know, it's true.
07:53That's why you have that smoke, you know.
07:54You know it as some of us.
07:56I'm not saying all of us.
07:57It's not the majority.
07:57And you know what, you know.
07:58I know persons think when I come here, I have a script to read and stuff like that.
08:02I worked police complaints for almost 12 years.
08:07And I can say to Trinidad and Tobago, the reason why we have that customer service policy
08:11and why we would have invested so much in customer training, customer service training,
08:15is because one of the most frequent complaints we have against officers is impolite behavior.
08:23So, I would not stand here.
08:25Trinidad, when I stand before you, this is all I have, my credibility.
08:28If I don't know, I don't know.
08:30If it's the truth, it's the truth.
08:31I'm not here to lie to you.
08:33And I'm saying you are right, you know.
08:35Not the majority, though.
08:36But it's not in the majority.
08:38But we do have a few who would want to make the police service bad.
08:41As with every organization, we all have officers and persons within organizations
08:49that may not represent the organization, how the organization ought to be represented.
08:54But we are working on it bit by bit.
08:56We're trying to change things.
08:58Now, Superintendent, we know, as you mentioned before, a lot of activities will be happening
09:03this long weekend.
09:04Let's start off with Memorial Day.
09:06Memorial.
09:06With the traffic restrictions.
09:08Where are we with that?
09:08Right.
09:09So, Trinidad and Tobago, listen carefully.
09:10This is legal notice 843, made by the Commissioner of Police under Section 68, one of the Motor Vehicles
09:18and Road Traffic Act.
09:19Traffic restrictions.
09:20Temporary provision for the National Day of Remembrance Rehearsal Order 2026.
09:28So, we are saying this order cited as the traffic restriction duration from 12.01 a.m. to 1.00
09:35p.m. on Sunday, the 8th of November, 2026.
09:42Parking is prohibited in the following areas.
09:47A driver shall not park a motor vehicle on circular road between Marvell Triangle and St. Anne's Roundabout.
09:56Queen's Park East between St. Anne's Roundabout and Keats Street.
10:00Joiningham Avenue between Queen's Park East and Norfolk Street.
10:04Queen's Park West between Queen's Park East and Chantry Lane.
10:10The part of the road to which the public are granted access to enter the Queen's Park Savannah
10:15proceeding north from the corner of Frederick Street and Queen's Park West, commonly referred to as the drag.
10:23Keats Street between Charlotte Street and Chantry Lane.
10:26Gordon Street between Charlotte Street and Dundonald Street.
10:29Frederick Street between Gordon Street and Queen's Park West.
10:32Pembroke Street between Gordon Street and Keats Street.
10:35Abercumbray Street between Gordon Street and Keats Street.
10:38New Street between Pembroke Street and Charlotte Street.
10:41Dundonald Street between Queen's Park West and New Street.
10:44Albion Street between Chantry Lane and Dundonald Street and Chantry Lane.
10:49Roads close to vehicular traffic are as follows.
10:52The driver of a motor vehicle shall not proceed from 9 a.m. to 1 p.m. on Frederick Street
11:01between Queen's Park West and Keats Street.
11:03Queen's Park West between Queen's Park East and Frederick Street.
11:07Queen's Park East between Joeningham Avenue and Queen's Park West.
11:10Charlotte Street between Queen's Park West and Gordon Street.
11:14Keats Street between Charlotte Street and Abercumbray Street.
11:17And Pembroke Street between Gordon Street and Keats Street.
11:21Gordon Street and Keats Street.
11:24Vehicular traffic diverted.
11:26So there's a traffic diversion as follows.
11:28The driver of a motor vehicle shall from 9 a.m. to 1 p.m. proceed south on Queen's Park
11:34East.
11:35Then turn east onto Joeningham Avenue.
11:37West on Joeningham Avenue between Belmont Circular Road and Norfolk Street.
11:42Then turn north or south onto Norfolk Street.
11:46South on Archer Street.
11:48Then turn east onto Joeningham Avenue.
11:50North on Charlotte Street.
11:51Then turn west onto Gordon Street.
11:54And north on Henry Street.
11:55Then turn east onto New Street or west onto Gordon Street.
11:59One-way traffic.
12:00The driver of a motor vehicle shall proceed along Joeningham Avenue between Queen's Park East and Norfolk Street.
12:05In an easterly direction only from 9 a.m. to 1 p.m.
12:11Two minutes of silence.
12:12So during the observance of the two minutes of silence from 11 a.m. to 11 or 2 a.m.
12:17Police officers on duty shall bring to a standstill all vehicular traffic within the area bounded on the north by
12:26Queen's Park West,
12:27on the south by Gordon Street, on the east partly by Queen's Park East, and partly by Charlotte Street,
12:34and on the west by Chanchuilene.
12:38Wrecking.
12:40Removal and impounding of vehicles unlawfully parked.
12:43Trinidad, we are telling you.
12:44Removal and impounding of vehicles unlawfully parked without prejudice to any other liability
12:50incurred by the commission of a traffic violation in motor vehicle front park in contravention of this order
12:56may be removed, impounded, and dealt with in accordance with sections 108 and 109 of the Motor Vehicle and Road
13:04Traffic Act.
13:06So it was signed by the commission as well.
13:08So I'm saying we have the memorial, the observance, on the 8th, Sunday, the 8th of November.
13:15And, you know, we're just asking persons to just be aware.
13:18The order is in the papers.
13:20It will also be on our social media platforms, our Facebook page, our Instagram, our TikTok, et cetera.
13:25And we have reached over 5,000 followers on TikToks.
13:29So I want to thank Head of the Corporate Communications, Ms. Archie, all this, and her staff.
13:40Ms. Moraine, Ms. Twinkle.
13:45Twinkle?
13:46Really?
13:46The entire staff.
13:48Ms. Monique Mack.
13:48Ms. Twinkle is her real name.
13:50Mr. Clinton, Mr. McBurney, Mr. Cohen, and all the staff, even the staff at the museum, Ms. Kira, and everybody
13:59else.
14:00And all of my team at the audiovisual who provide the content.
14:04And we ask Shinaran to be able to continue to follow us on TikTok and help us to double that
14:085,000 views to 10.
14:10And we go up to 15 and 20.
14:12Yes.
14:13Now, I want to mention something here from the, from DCP, Suzette Martin, with a media release that she gave.
14:20And I want person to pay attention to this because it's very important.
14:24So we're talking the festival of light.
14:26But, you know, we have the fireworks and the bursting of the bamboo and stuff like that.
14:32So, I read for you today.
14:34A season of light, compassion and safety, protecting our animals this festive season.
14:41Diwali is lights for you, but it's loud for them.
14:45As we celebrate Diwali and prepare for Christmas and the New Year, I urge everyone to make safety, compassion, and
14:53consideration part of every celebration.
14:57Fireworks and loud explosions can cause significant distress to animals.
15:02They may panic, escape from their homes, run into traffic, or injure themselves while trying to find safety.
15:10Our enjoyment must be accompanied by responsibility for those around us, including the animals that depend on our care.
15:21Pet owners, prepare early.
15:25Keep your animals securely indoors where possible.
15:29Provide a quiet and comfortable space.
15:31Check gates and fences and ensure your pets carry identification.
15:36If your animal experiences severe distress, seek guidance from a veterinarian.
15:46I also appeal to members of the public to be considerate of neighboring households and animal shelters.
15:54Avoid setting off fireworks near animals and never direct fireworks at any person or animal.
16:02Parents and guardians, reinforce these safety messages with your children and supervise their activities.
16:10I commend Animals Alive, its volunteers, and our animal welfare partners for their continued dedication to protecting vulnerable animals.
16:22Their work reminds us that safer communities are built through care, cooperation, and respect for all life.
16:29As the Deputy Commissioner of Police with responsibility for operations, the message is clear.
16:37Public safety is shared responsibility.
16:40Let us look out for our neighbors, protect our animals, and ensure our celebration brings joy without causing preventable harm.
16:53Come, celebrate responsibly, show compassion, keep our communities safe.
17:00To the Hindu community and the entire nation, Deputy Commissioner of Police, Ms. Martin, the Commissioner of Police, all our
17:08Deputy Commissioners, Assistant Commissioners, and the entire TTPS, extend heartfelt wishes for a peaceful, joyous, and blessed Diwali.
17:18May the light of the Dias inspire hope, unity, and compassion in every heart and home.
17:28Shove, Diwali.
17:29All right.
17:30Just to go back a little bit, did they say when they will be starting the restrictions for Memorial Day?
17:35Is it from tomorrow or as of this evening?
17:38I'm not sure.
17:39We just need to know when it starts.
17:4212.01 a.m.
17:44on the 8th of November.
17:45Okay.
17:46To 1 p.m.
17:47All right.
17:48I understand.
17:48So, 12.01 on the 8th of November.
17:50As it reached.
17:52So, it will force the Sunday to Sunday?
17:55Yeah.
17:55Yes.
17:56It ends at 1 p.m. on the 8th.
17:58So, it starts at 12.01 a.m. and ends at 1 p.m. on the 8th.
18:00Okay.
18:00Now, this incident was caught on camera.
18:02We don't know the exact location, but take a look at this.
18:06Again, superintendent, we have to be very mindful of believing that, you know, you can leave your vehicle unlocked or
18:18even unattended.
18:23And if it is locked, clearly, there's something in there that the person wants.
18:31Really shopping?
18:35But I'm saying, how does he know that the vehicle is unlocked?
18:37Is it that he was marking the vehicle?
18:39Or paying attention?
18:40Or is it what he was paying attention?
18:40Or is it what he was paying attention?
18:40Or is it what he was paying attention?
18:41Or is it what he was paying attention?
18:41Because looking at the video, you didn't see anybody leave the vehicle or anything, eh?
18:46To see that he recognized that the person didn't lock the vehicle before they left.
18:50So, he must probably have been following the vehicle or know or have knowledge that that vehicle is a delivery
18:55vehicle or something.
19:10It's so bold some people are.
19:13Yeah, is it comfort for me?
19:16He's not even in a hurry.
19:17Yeah, he's not in a hurry.
19:18He's not in a hurry.
19:18You know, it's not a big deal.
19:19He's not in a hurry.
19:20It's not a big deal.
19:22Maybe he's a part owner of the vehicle, I don't know.
19:26Yeah.
19:27We don't know what happened at the end, but.
19:31What do you think, Mrs. Osmond?
19:32We're not sure of the area.
19:33We're not sure of the area.
19:34We're definitely not sure.
19:35Yeah, but it happened at the 4th of this month.
19:37So, we're hoping that persons, if they recognize the area, they can give some information.
19:42Or even the structure of the person.
19:44You know, I don't know if we had a different angle where we could be able to recognize the individual's
19:49face.
19:50But, you know, the numbers 800-TIPS-555-999 or the nearest police station, the police station in the area.
19:58However, we don't know the area, so you have to use 800-TIPS-555-999 for now.
20:04Now, just a quick update that we received here from the Trinidad Express with the incident that we saw circulating
20:09on social media with this video.
20:11Now, with the information received here, police said no report on attempted kidnapping video.
20:16So, police have received no official report of an alleged attempted kidnapping after a video surfaced on social media yesterday
20:27showing a woman struggling with a man who appeared to be trying to force her into a car along Madras
20:34Road in Kanupia.
20:35Now, I'm hoping that we could find a way to deal with this situation if a report wasn't made by
20:41the superintendent.
20:42Right.
20:42So, I made attempts to reach out to the superintendent in charge of the central division.
20:51However, his phone was unsuccessful.
20:54I spoke to another inspector who was supposed to send me a number to communicate with the inspector for that
21:04particular district.
21:05And when I do get the number, I will do my own inquiries to see what have we done notwithstanding
21:12no official report was made.
21:13Because based on the video, we, the TTPS, have a duty to act as well.
21:17So, we can act, and I went into the legislation sometime back when the other thing happened, the other domestic
21:24situation happened, right?
21:26So, I know we have a power that we can act, notwithstanding a report was not made.
21:31And I want to see where we are with that.
21:34All right.
21:34But I'm yet to receive the number.
21:35I'm opening up your move quickly because the license plate is there so you could identify whoever was driving that
21:41said vehicle.
21:42It's time for us to take a look at what's making today's headlines.
22:04And those are your stories making today's headlines.
22:07Remember, you can give us a call at 623-1711, extension 1996 or 1997.
22:12We'll be back.
22:15Give me five.
22:17Five minutes.
22:18That's all it will take for you to complete the Trinidad and Tobago Police Service Public Satisfaction Survey on your
22:26phone.
22:27Yes, five minutes.
22:28That's all it will take for you to share your experience with the police, what we're doing well, and even
22:36ways in which we can improve.
22:38Your feedback will help us improve the quality of service we give to you in our stations, on our streets,
22:46or even when you call for help.
22:48So just give us five minutes.
22:52Take this survey, share your perspective, and help us improve our service.
23:02When you have the flu, sometimes you feel like you want to throw in the towel.
23:05Good thing relief is one hit away, just when you need it.

26:02So make sure, please, as superintendent says, we're trying to get to $10,000, right?
26:08We're trying to get to $10,000, but, like, I have to pay.
26:11Go on your knees.
26:12And I want to just assure you the viewers, it is anonymous.
26:16All right.
26:16We have a call on hold.
26:18Caller, good evening.
26:19Hi, good afternoon.
26:21Hi, good evening.
26:21Hi, good evening, sir.
26:22Good evening, sir.
26:22Caller.
26:24Mr. Russell and Whitney?
26:27Yes.
26:27Yes, it is.
26:29Okay.
26:29And let me tell you for us two points.
26:32Your volume, sir.
26:35Okay.
26:36It goes back to I understand the system.
26:39I try to understand the system.
26:41Where do you see the system.
26:41Now we spent $925,000 on overtime for the police service.
26:47Uh-huh.
26:48I don't, I will take, um, miesz your fellow men.
26:53But we left $922,000, was it?
26:57Equally, um, further over the system, if it was done, the police men should have all these problems.
27:13all right thank you sir i understand what he was asking is if with the overtime i'm assuming
27:22if it was equally spread yeah and if it's so we should have officers doing
27:28something anyhow there are some sections like itf and gb because of the shift that they run
27:37they run 24 24. yeah so they they are the sections that really make a lot of overtimes
27:45the task forces some of them may run 24 24 or 24 40 it means they work for a whole
27:5224 hours
27:53and either of 24 hours or they are 48 hours the station officer would make i would make less
28:00overtime because he would more or less work eight to six six to eight the coastal stations they may
28:06work at 24 24 or 24 48 the first division the entire first division from the rank of assistant
28:15superintendent co-op we don't get overtime we get our salaries and a couple of allowances so
28:23it is really the overtime is really based on the section that you're working in and the duties
28:28that you're called upon to perform so let's say i go to work so like on a thursday when i
28:34do cnc
28:34three in the morning for like 6 30 6 45 i am around more or less till the evening sometimes
28:43i may have
28:43the opportunity to go and get arrested and come back sometimes i may not but we don't get overtime in
28:48the
28:49first division it's more uh second division something but the second division is who carry
28:55the load of the work for the police service there and all the operations all the investigations etc we
29:01are more or less managers and administrators to ensure that the correct thing is done all right i hope
29:07that answered that question there remember you could continue giving us your calls at 623 1711 extension
29:131996 or 1997. now there's something that was really nice that took place seeing off of the heels of the
29:21police commissioner celebrating diwali with the ttps with the ceremony for the very first time we're
29:27seeing here with the north central police division it's inaugural diwali observance took place friday
29:33october 30th and we want to show you some of the highlights of what took place the ttps they are
29:39involved so let's take a look
30:21in trinidad and tobago diwali has become an important part of our national heritage the festival has grown
30:29from a celebration within hindu homes and communities into a nationwide observance today we celebrate the
30:36occasion in many ways through prayer the lighting of the years and sharing of traditional seats and
30:43delicacies cultural performances and grand celebrations such as this one this tradition highlights and
30:51contribute to the rich culture diversity that makes children to being so special
31:02this evening we are having a celebration here at the saint joseph police station in the north central division
31:11we are recognizing our east indian brothers and sisters within the north central division
31:18in recognition in recognition of diwali celebration brothers and sisters why all this upsurge in diwali celebration what does it
31:33mean
31:35it's a long historical reason why you celebrate diwali but essentially it is a triumph of good over evil
31:58this expression here today displays what we would like to see in other parts of the country where
32:05everybody is enjoying each other's company enjoying each other's culture i understand most of the persons who
32:13perform here today they're from the area and then police officers all of that and this is a wonderful thing
32:20to see
32:22so
32:33foreign
32:51North Central Division as they celebrate Diwali and I mean first of all I was melting away because
32:57I saw the children and it looks so beautiful superintendent well you know it's nice to see
33:03that each and I sit there it's nice when I see the children to be good police service partake in
33:09in these festive activities it really really warms my heart and it shows the human size the
33:16compassion size the community you know which shows how we want to go out to the community
33:24how we want to be seen by the community and if the lengths we are willing to go to make
33:29sure that
33:30there is stability that there is safety in the community well done to the I saw a lot of the
33:36seniors Mr. Verne Giff, Mr. Barrett, Assistant Commissioner of Police Ms. Verna Butler and I
33:44know I thank them for always doing their best and putting their best foot forward to ensure
33:49that the divisions that they have charge of really really is really safe and persons are living in
33:55peace and comfortable so this is what we do we reach out you know we believe in community and
34:00we saw the ministers there of course all the ministers also the Honorable Minister Roger Alexander was there
34:06who was there playing an instrument yes and you must have some skill yes and the Honorable Minister
34:11and Maharaj I believe was there that I missed all right so yeah a job well done we need to

37:57number one program in trinidad and tobago delivering the hard-hitting investigations you rely on the tv6 news revealing facts
38:05provoking opinions
38:21and we are back we have a call on hold so let's head back to the full nine scholar good
38:25evening
38:26good evening
38:30um
38:35very diplomatic
38:37what what i'm concerned about is the people in the bottom of the stick
38:42those that the constables and co-workers for too many years in a position that is not getting
38:48edited if they're being edited when you only when you have exams and they pass the exam so i'm just
38:55wondering
38:56if that money was equally fast or to them too as well so that's why you have all the
39:00the satisfaction of the institution
39:05thank you um i know yesterday i give you a diplomatic answer caller but the exam is two different things
39:15there compared to the once you know what time section on your or anywhere overtime can be made
39:19let's say you're in a regular station and you have inquiries and you come out on your off day to
39:23do the inquiries you would accumulate overtime as well um let's say you have to come out to go to
39:28court
39:29you go over time for going to court as well so if you're making case you have to attend court
39:35so you
39:35would you would also gain overtime so overtime is there for anybody in the second division to make
39:39yeah but there are some sections are strategically overtime sections because of the services that
39:46they provide um with respect to exams exams is a difference is a different thing um we look at
39:53regulation 2007 which governs our exams which speaks to an exam that you must pass interview and your
40:02performance appraisal must pass well the interview no yes you must pass your exam you move on to the next
40:08stage of the interview so it's your performance appraisal where you assessed as the performance
40:12when you're greeted whether it's um excellent very good good good etc then you have your exam
40:21no the interview you have an exam because how the process is because we had something coming out of
40:26court where before the process even starts you must have every person's every officer that is going
40:32before the board must have their performance appraisal inside so the performance appraisal must be done so
40:37let's say i'm going before the board next year hopefully um my performance appraisal for the
40:43preceding year or the year that they're using must be inside okay regardless if i have a box one which
40:48is excellent a box two which is very good a box three which is good you are greeted you have
40:53for the
40:53grade one two three like that you do your exams your scoring exams is the score so you don't know
41:01how your exam
41:01score to your destroyer get for your performance appraisal all right and now you're going to do
41:07your interview and the interview based on how you answer your questions you're also graded and then
41:13they create a merit list the highest second highest third highest and you come down so your officer
41:19scholar who choose not to do like there was a culture and certain overtime sections where if i get promoted
41:25i'll
41:25get transfer so some persons chose not to do um exams nobody can force you to do promotional exams it's
41:33a choice you have to make you have to sign up for the exams and go and do the people
41:37exams i chose to
41:38do exams so that's a choice on them call it's not about if it's if it's um filter and don't
41:43know anything
41:43now if this goes through that means if they decide to transfer you you could be transferred
41:48if what goes through with regards to your promotion if they decide to transfer to another
41:53division well let me tell you well let me tell you something when you sit in that interview and you
41:57ask why you want to become a police officer and you give them the nice fancy answers to protect and
42:01serve
42:01the trinidad and tobago police service is trinidad and tobago so you have no deed for no section
42:08i worked tobago for 18 months in my career i am not a tobagonian but i worked there for 18
42:15months in my
42:15career so the job wherever they see it fit for you or there's a need for you yes they can
42:20transfer
42:21you the commissioner has the sole authority to manage the police service and he is in charge of
42:27transfers promotions etc well i mean you ought to be going on i am too well but i don't know
42:33what you
42:33mean when you don't reside there you don't live there for a long period of time yeah but i get
42:38what you're
42:39saying yeah so we could transfer anybody and if any point in time at any point in time nobody holds
42:44any
42:45deed for any section there's nothing so you have to stay here for all your service interesting now
42:49we have some information here with an incident that took place i don't know if you'll have enough time
42:54but um from what i'm getting we don't so let's take that break when we come back
42:58we will touch on this situation i will be back
43:05over 40 years in the trinidad and tobago police service
43:09has taught me one important lesson evidence matters in policing we rely on evidence to establish
43:21the facts and make informed decisions therefore improving policing should be no different that's why
43:30why your participation in the ttps public satisfaction survey is so important your honest feedback provides the
43:41evidence needed to understand what's working what isn't and where improvements are necessary don't leave
43:48it to someone else to tell your story your experience is evidence your perspective matters take this away today

47:08And we are back.
47:09We have a caller on hold.
47:10Caller, good evening.
47:12Ted, yes.
47:13Hi.
47:14Good evening, caller.
47:17Hello.
47:17Yes, you're live.
47:18Yes, caller, go ahead.
47:21Yes, I'm watching the program and I realize, good evening, officer and Mr. Officer.
47:28Good evening, sir.
47:31Good evening, sir.
47:31I was going to mention an interview or so and so.
47:38But is there a difference between assessment, assessing a person and interviewing a person?
47:45Yes, sir.
47:46Okay.
47:49All right, so caller.
47:50After the exam and then the assessment.
47:52So, we call the entire process an assessment.
47:56Okay.
47:57All right, so your performance appraisal goes in, so that's part of the assessment.
48:06So that's like your first step.
48:08Then, and why we call the whole process an assessment is because you have to amalgamate all the three scores.
48:17The score you get from your performance appraisal, caller, the score you get from your exam, and the score you
48:23get from an interview.
48:25That is tallied, and then your final score.
48:29So the three components combine, consist of what is the overall assessment.
48:37Okay.
48:37And then you get a score based on the combination of all three.
48:41And then you're given a final score and placed on a merit list based on your score.
48:48So if after you complete the three, you might get a final score of 90.
48:57You are placed on the merit list.
48:58And the police service is such a competitive place, caller.
49:03I have seen 0.1 and 0.2 and 0.3 of a mark promote somebody and not promote somebody
49:10else.
49:11I have seen persons who would have gotten, the cutoff point may have been 90.3 based on the vacancy.
49:19And the man who got 90.2 didn't get promoted until a vacancy arises.
49:24So the whole thing is what you call the assessment, and it's just different components of the assessment that you
49:32partake in, caller.
49:34We have another call.
49:35Caller, good evening.
49:37Yes, good evening.
49:38Thank you very much for taking my call.
49:40Senior officer is about two months at home call.
49:43Good evening, sir.
49:43I was in the United States, listening to a show out at George O.T. Shaw in Florida.
49:51So I want to thank you all for doing a wonderful job with all of us.
49:55Thank you, caller.
49:56I just want to encourage you all in just continue doing the correct thing.
50:02Because you all are making a death and crime.
50:06I have been listening and following it all for Florida.
50:09I want to congratulate you all for the steadfast way you are pursuing the criminals and making 300 people a
50:19safer place.
50:20I started to be really changed already.
50:23I want to congratulate the Commissioner of Police and yourself.
50:27And keep spreading the good word of what the police is doing.
50:31We are not in this here.
50:32We don't want to have them.
50:33Right?
50:34Have all kind of things to say.
50:35But safe focus, safe focus on me and the job at home very much.
50:41And thank you for your service.
50:43Thank you, sir.
50:44Thank you, sir.
50:44Thank you, caller.
50:46And the PM said congratulations to your turn.
50:49Good job well done, the Honorable Prime Minister.
50:52Of course, and we appreciate that.
50:54And we are welcome when we get those commendations from the Prime Ministers, Members of Parliament,
50:59and to the callers and the public that we serve.
51:02So I am very welcome and humbled.
51:05And I assure you, we can only do our best to improve.
51:09Yes.
51:09We want to improve.
51:10We want to be better every day, every hour, every year.
51:13Angry Birds, you see how it works?
51:15So the Angry Birds in the service, you can do better.
51:18Shining the night, persons are happy.
51:20The public is feeling a little more comfortable.
51:23He's looking at us out in Florida.
51:24Yeah, yeah, yeah.
51:25You know, so it is important that you'll understand your rule and function and do your best.
51:30That's all we ask.
51:31Of course.
51:32Yeah?
51:32Now, my mind mentioned.
51:33Oh, we have a call?
51:34My bad.
51:35Sorry.
51:35Call her, my apologies.
51:37Call her.
51:38Good evening.
51:40Good evening.
51:41Yes.
51:41Good evening.
51:42Good evening, caller.
51:44Right, good evening.
51:45Yes, you're live.
51:46You could go ahead, sir.
51:47Right, good evening.
51:48It is, it has always been public knowledge that, and these are, ask two elephant in the
51:55room questions, public knowledge that, somebody comes out of the bank, makes up a drone, and
52:02they get hold of me in the car back.
52:06We have seen it ten times over, and it is common knowledge, it is the perception, strong perception
52:14that, it has, it has, the information, or the spread of this withdrawal, the information
52:19of this withdrawal, has to come from within the financial institutions, has to come from
52:23within the state, et cetera, and demand it from them, for them to let somebody know
52:28make a withdrawal, and give them a description, et cetera, et cetera.
52:32So when the minister made that, made a revolution, that was common knowledge, bottom line, what
52:39is being done about it?
52:41Are we tracking bankers' phones now, and what are we doing about it?
52:46Because how, how has it been addressed?
52:48We tell people to make themselves hard-tack it, and, and, and, and clean up if they're making
52:52themselves hard-tack it.
52:53But if you give people, if you give a minister on them, inside information, hey, look this
52:58man in a khaki suit, and a police suit, they form, just make a withdrawal of a hundred thousand
53:02dollars.
53:04They are going to, they are going to amass, they are going to amass some level of force,
53:08maybe deadly or not, set up an ambush, and take you against two points, at your weakest
53:13point.
53:14So, so it, it remains, it, it remains in the hands of the police, and the investigators,
53:19and, and, and, and the technocrats, what is being done to, to protect the, the, the,
53:26the, the, the, the system from bank workers?
53:30My next point.
53:32There has been an event of this, by the, this, this, this, this, this unlike me, we,
53:37motorcycles on the road, and it's one, two, three, ten, and I'll call and I'll ask about
53:42it.
53:42A lot of times in this country, the, the police doesn't know if it is the legislature,
53:49life's office, doesn't know if it is the police responsible.
53:51And, and, and, and, and two years, three years goes inside, and two years, three
53:55years, three years, we, we, we, time.
53:57Because nobody will know who to address it, who, who's, who's, whose lap it falls
54:01under, or nobody, they need it.
54:05It is a convoluted discussion, because nobody's kind of, we don't know who did it,
54:10who are the deleted.
54:11All right.
54:13My final point.
54:15All right.
54:15Because you just say, because you just say that guns and ammunition are not manufactured
54:19here.
54:19They're not grown here.
54:21They're not grown here.
54:23So, strengthening border protection together with internal border, external border protection
54:34if we have, if we have, plus we have, plus we have the, the, the, the, the, the, the,
54:39the, the items and the forequarters of the, the forequarters of the country.
54:42And yet, still, through legal and legal parts, arms and ammunition are being trafficked
54:46people.
54:48All right.
54:49Thank you so much, Kolo.
54:51Superintendent.
54:52Yeah.
54:53There's a lot of elephants.
54:54That's a lot.
54:55A lot of elephants in the room.
54:56There's a zoo.
54:57Let's have a little withdrawals quickly.
54:59So, let's do the withdrawals.
55:00I know, well, what we do, the TTPS, what we do is now, we focus our patrols, especially
55:06around times when we know persons are getting paid, the fortnights, the month ends, the Fridays,
55:11based on our statistics and stuff like that, around the banking area to create that presence
55:15so we'd have a level of deterrence.
55:17I know a lot of banks, a lot, a lot of banks has stopped the tellers from using their cell
55:25phones while on duty.
55:27Yeah.
55:27So, I know the bank, the bank has taken that particular action with respect to the tellers
55:34and we know they're encouraging persons to use, to be, to use the online platforms.
55:40The minister spoke on that too, huh?
55:42Of Homeland Security.
55:44He did.
55:44With regards to finding a way, with regards to the financial institutions.
55:49Yeah.
55:49So, you know, they have to also step up.
55:51To step up their security.
55:52Yes.
55:52Because they make a lot of profit, eh?
55:53Yes, they do.
55:54So, another thing, the electric bikes call, I assure you that the-
55:58It's annoying now.
55:58We understand it's annoying.
55:59I've heard some, some place advertising them for sale for Christmas.
56:04Uh-huh.
56:04Yes, there's a place doing some ads right now for Christmas.
56:06I can tell you, consultation has started with the TTPS, licensing office, and Ministry
56:14of Youth and Transport with respect to bringing legislation in place to structure and legislation
56:20and stuff like that.
56:20But, of course, it's a process.
56:21It would not happen more than that.
56:23But, I can assure you without a doubt that the consultation has started.
56:27With respect to the border, yes, things have been done.
56:32I cannot speak to the Trinidad and Tobago Defense Force or the Coast Guard, but I know
56:37we have the marine branch in the TTPS, but we don't go as far out because the vessels
56:42that we use are not equipped and so built to go as far out into the ocean.
56:47So, border protection on the sea remains the job of the Coast Guard.
56:51Of course.
56:51Yes.
56:51And we will do our best at the legal ports to really see, you know, to ensure that the
56:57scanners are working.
56:58But a lot of the things with respect to scanners, we, the police service, cannot go on the court,
57:01on the port.
57:02Yes.
57:02To run the scanners.
57:03So, without that personnel, they're trained and equipped to run the scanners efficiently.
57:08So, that's where we are with those three.
57:11I hope I would have answered your three questions.
57:13I hope you like not elephants for him there or the elephants.
57:15I should say that was in the room.
57:18Superintendent, we have less than 10 seconds.
57:21Speak to the people.
57:22Long weekend approaching.
57:23I don't have much to say.
