Tensions are escalating as Ukrainian President Volodymyr Zelensky warns airlines, insurers, and operators using major Russian airports that Russian airspace is becoming increasingly unsafe amid intensified drone activity. Zelensky says Ukraine does not threaten civilian aviation, but warns that the scale of drones in Russian skies must be taken into account. He predicts that Russian airspace could effectively become closed as the war Russia started continues to disrupt air travel and aviation safety. Ukraine’s Foreign Ministry is also expected to brief international organizations as concerns grow over the future of civilian aviation across Russia.

00:01Dear Ukrainians and everyone in the world who wants to see this war end, you can all
00:06see that the Russians have changed their strike tactics against Ukraine.
00:11And since August, they've been terrorizing our people, our cities and our villages much
00:16more intensely.
00:17Today, September 1st, while millions of children in different countries are peacefully heading
00:23to school, here in Ukraine, millions of children are unfortunately forced to go into shelters
00:29and study there, waiting for the Russian attacks to stop.
00:33We have had air raid sirens sounding all day long and Shahed drones buzzing all day long.
00:37Just last night, there was yet another brutal Russian ballistic missile strike on the city
00:41of Kiev, followed by numerous relentless drone strikes on many of our other cities, targeting
00:45ordinary people and destroying our ordinary everyday lives.
00:49Russia is actively trying to destroy our energy sector and critical national infrastructure.
00:55Earlier today, Russian missiles hit another railway depot, a site with no military equipment
01:01or strategic value to the war.
01:03This is nothing but pure Russian terror directed at innocent civilians.
01:08Since the start of this full-scale aggression, Russia has tried to block our ports, and because
01:14of Russian strikes on Ukraine, our airspace is closed to civil aviation.
01:19Our roads, our railways, our universities, and our businesses are all being constantly subjected
01:26to Russian attacks.
01:27Even our schools and our churches are being targeted by the Russians, everything that exists
01:33here within the borders of Ukraine.
01:36We didn't choose war, and we certainly didn't want this escalation.
01:41This is solely Russia's desire, Putin's desire, to drag out the war and increase the scale
01:47of the strikes.
01:48It's Russian aggression that has made the skies of Ukraine, Europe, and even Russia itself
01:54dangerous.
01:56The very first missiles and the very first drones were launched directly from Russian soil,
02:01crossing over our sovereign state border, coming directly from within Russian airspace.
02:07This dangerous escalation cannot, and indeed will not, be allowed to remain confined solely
02:12to Ukrainian territory.
02:14It is entirely natural and perfectly fair that the consequences of this will also be felt deeply
02:20within Russia, particularly in the Russian sky, which is already transforming and will increasingly
02:26become a domain for our drones and missiles, which are actively and quite justly responding
02:32to the ongoing Russian war and the relentless Russian strikes.
02:38We are currently exercising our fundamental right to legitimate self-defense by striking Russian
02:44military targets and the specific sectors fueling their war effort.
02:48This is how we maintain our national defense and security.
02:52Today, we feel it is our duty to issue a grave and urgent warning to every single commercial
02:56airline that continues to operate within Russian airspace, to every insurance provider covering
03:00these flights, and to all those individuals who are still choosing to utilize major Russian
03:04airports for their travel.
03:05The reality is that the Russian sky is rapidly becoming a place that is entirely and fundamentally
03:09unsafe for any form of aviation.
03:11Ukraine does not pose any threat to civil aviation as such, and certainly not to a single civilian
03:17aircraft.
03:18It is simply the case that there will be drones operating in the Russian sky, and that is
03:23a factor which must be taken into account.
03:26Even though the Russian authorities are not reporting the situation in a transparent manner,
03:31the Russian airspace is, for all intents and purposes, effectively closing down.
03:36The war that was unleashed by Russia is now systematically closing off its very own skies.
03:42We here in Ukraine do not want to see any more loss of innocent human lives.
03:47So we are issuing a clear warning to our partners.
03:49The days of the Russian sky being a safe place have come to an end.
03:54It is vital that the ambassadors of the states working here in Ukraine, and the ambassadors
04:00currently stationed in Moscow, hear this.
04:03Each of them knows precisely what this Russian war signifies for our country and our people,
04:10and they must convey this information back to their respective capitals.
04:15It is of the utmost importance that all relevant airlines currently operating flights into airports located primarily within Moscow,
04:23St. Petersburg, and other key Russian destinations are made fully aware of this situation.
04:29The Ministry of Foreign Affairs of Ukraine and our relevant institutions will provide full information to international structures regarding the
04:39dangers in the Russian sky.
04:43There is simply no place for civil aviation in the same airspace as these drones.
04:48But Ukraine? Ukraine is a country that truly stands for peace, and we deeply respect the fact that all our
04:55partners are so eager to help us bring a final end to this war.
04:59And we are prepared to support every such diplomatic attempt.
05:04When the American side reached out to us, requesting a temporary pause in our strikes on Moscow and St. Petersburg
05:11for August 25th, 26th, and 27th,
05:14we honored that request and maintained the pause.
05:17Indeed, there were no strikes conducted during that time.
05:21We have recently conducted significant military strikes across the entire territory of Ukraine.
05:26However, when a major global power requested a temporary cessation of strikes toward Vladivostok, we agreed to fully honor that
05:34request.
05:34At this moment, preparations for a new series of high-level diplomatic meetings are underway in Moscow.
05:40We are certainly going to take all of this into our consideration.
05:43We consistently support every single step taken toward achieving peace, and toward ensuring that Russia cannot make this war an
05:50endless one.
05:51This war really needs to come to an end, and world leaders are right to tell Vladimir Putin exactly that.
05:56Therefore, for the sake of diplomacy and to facilitate our ongoing negotiations, whenever our partners reach out to us regarding
06:04this matter,
06:05we will ensure that the Russian sky is completely cleared of all drones for the duration of the specified time
06:11periods and in the specified flight directions.
06:15True safety will only return to the Russian skies once there is a genuine, meaningful movement toward a lasting peace.
06:22But for the time being, as long as this war continues to rage, the skies above Russia are reserved for
06:28military drones, rather than for regular commercial civil aviation.
06:33It is vital that the world unites to bring this to a definitive end.
06:37I thank all who stand in solidarity with Ukraine.
06:40Glory to Ukraine.
