02:41interest and a duty to uphold the latest report of the secretary-general a slash 81 slash 76 paints a
02:51troubling picture of the
02:53worsening socioeconomic situation in Cuba the restrictions from the embargo have
03:00compounded the difficulties facing key sectors of the Cuban economy and has impacted the
03:06country's economic and social development ASEAN is particularly concerned about the impact of the embargo on the
03:16Cuban people especially the access to food medicines and other essential supplies Cuba's health system faces shortages of
03:28over 60 percent of essential medicines while food production has declined by more than 50 percent over the past five
03:40years
03:41The restrictions on fuel exports to Cuba have also aggravated the country's ongoing energy crisis
03:48The shortages have disrupted essential services including health care education water supplies and
03:58food distribution and transportation as of March 2026 almost 100,000 surgeries had not yet been performed nationwide
04:12including more than 11,000 procedures for children
04:17The Secretary-General's report also documented delays in delivering humanitarian assistance following Hurricane Melissa due to fuel shortages
04:26These add to the daily hardships faced by ordinary Cubans
04:31Mr. President, it has been 34 years since this General Assembly first adopted this resolution
04:39ASEAN joins the other members of this Assembly in reiterating our call for the United States to lift its unilateral
04:51economic, commercial and financial embargo against Cuba
04:56As soon as possible
04:57And to delist Cuba as a state sponsor of terrorism
05:02ASEAN calls on both sides to engage in an open and constructive dialogue that is underpinned by mutual respect and
05:12common interests
05:13I thank you very much, Mr. President
05:19I thank the distinguished representative of Singapore who spoke on behalf of ASEAN
05:27I now like to propose that the list of speakers for this debate, for the debate on this item
05:35At this hour to statements from Singapore at the United Nations headquarters in New York
05:41On behalf of the Association of Asian Nations
05:45This is a matter of international concern
05:47The delegate affirmed taking into account the consequences that has had and is having with much impact on the Cuban
05:57population
05:59The imposition of over 60 decades of economic siege on the island that has been strengthened in the current 2026
06:08mandate of US President Donald Trump
06:11Also he made a list of the impact that the economic sanctions are having on key sectors such as the
06:20economy, healthcare and also food sovereignty on the island
06:27Also it is expected that at this hour to listen to statements from Jamaica that is speaking on behalf of
06:34the community of Caribbean states
06:36Let's listen
06:37Again, yes, Chuba
06:39I would like to acknowledge the President
06:41Mr. Bruno Rodriguez Parilla
06:45Minister of Foreign Affairs of the Republic of Chuba
06:48We are also grateful to the Secretary General of the United Nations
06:53For presenting the report on this important issue as contained in document A slash 81 slash 76
07:03The General Assembly has expressed its overwhelming support for the solidarity with the people and government of Chuba
07:10Through its principled position in favour of the lifting of the embargo imposed against this sovereign country by the United
07:19States of America
07:20Last October
07:21Last October, the overwhelming majority of member states of this organization voted in favour of Resolution A slash RIS slash
07:3180 slash 4
07:35Regrettably, despite this clear and repeated mandate of the General Assembly
07:40The non-aligned movement has viewed the strengthening of the embargo against Chuba in recent months
07:47As a serious setback to the process of normalizing bilateral relations between the two countries
07:58Mr. President, the non-aligned movement expresses its deep concern regarding the measures announced by the government of the United
08:05States this year
08:07which tighten to unprecedented and extreme levels the economic, commercial and financial blockade imposed against the Republic of Chuba
08:18including actions aimed at obstructing the supply of oil to the country, sanctioning third states that maintain legitimate commercial relations
08:27with Chuba
08:27and implementation of the secondary sanctions against companies, banks and foreign entities even if their businesses in the United States
08:37are not related to Chuba
08:39Such measures which multiply the extraterritorial effects of the blockade advance the impact not only Chuba and its people but
08:48also third states and international economic relations
09:03The non-aligned movement is deeply concerned about the significant and growing humanitarian harm and end-mass damage caused by
09:12the latest unilateral quasi measures against Cuban people
09:15which constitute a form of collective punishment as well as their devastating effects on all critical sectors of the Chuban
09:23economy including public health, education system, electricity, supply, nutrition, agriculture, trade and the daily lives of the Chuban citizens
09:33The recent disruption of fuel supplies to Chuba has generated serious consequences for electricity generation and the functioning of essential
09:43public services
09:44Prolonged power outages have affected hospitals, schools, water distribution systems and food preservation facilities
09:52Public transportation services have experienced significant disruption while agriculture production and food distribution networks have been severely impacted
10:02Alarmingly, Chuba has received only one oil tanker during the last 10 months
10:08In this period, more than 40 foreign banks have refused to conduct businesses with Chuba
10:15While over 140 international bank transfers have been blocked including many related payments for the acquisition of solar and wind
10:23energy technologies
10:25The humanitarian consequences are particularly evident in the health sector
10:30More than 100,000 patients are currently awaiting surgical procedures that have been postponed including approximately 12,000 children
10:39At the same time, United Nations agencies in Chuba have reported that more than 2,900 metric tons of already
10:48contracted humanitarian food shipments have been affected by disruptions in maritime services to Chuba
10:55The non-aligned movement is heavily concerned by these movements
11:00Mr. President, the movement once again reiterates this call to the government of the United States of America to put
11:07an end to economic, commercial and financial embargo against Chuba
11:10That constitutes the major impediment for its full development and eliminates additional unilateral measures imposed since 2017
11:20Including the unilateral and arbitrary designation of Chuba as state-sponsor of terrorism
11:25Which strengthen the embargo and cause huge material losses and economic damage to the Chuban people
11:31The non-aligned movement while acknowledging that Chuba poses no threat to international peace and security
11:37It underscores the positive contribution of Chuban international medical cooperation
11:41And is solidated to saving lives in millions of people of millions of people in the world
11:46And its efforts promote international and regional peace
11:50Guided by the Banda principles
11:53Particularly the respect for the sovereignty and territorial integrity of all nations
11:58And refraining from acts or threats of aggression or the use of force against the territorial integrity
12:04Or political independence of any country
12:07The non-aligned movement urges the General Assembly as the most representative board of the United Nations
12:13To mobilize efforts to prevent the military aggression against Chuba
12:18A founding member of the non-aligned movement and preserve peace
12:23In this regard, in line with the principles enshrined the declaration of the principles and the purpose and principles
12:29And the role of the non-aligned movement in the present international junction
12:34Adopted in the 14th NAM Summit in Havana
12:37We reiterate that all countries must refrain from exerting pressure or coercion on other countries
12:44Including resorting to aggression or other acts involving the use of direct or indirect force
12:49And the application and or promotion of any coercive unilateral measure
12:54That goes against international law or is in any way incompatible with it
13:00For the purpose of coercing any other state to subordinate its sovereign right
13:06Or to gain any benefit whatsoever
13:09Mr. President, as I conclude, the non-aligned movement
13:12While reiterating its commitment to promotion, preservation and strengthening multilateralism
13:17Reaffirms that the full respect of the purpose and the principles of the Charter of the United Nations
13:22Particular Jews referring to sovereign equality, non-interference, prohibition of the threat or use of force
13:28And non-intervention is critical for the effective maintenance of international peace and security
13:33Therefore, the international community must continue working together
13:37On the reversal and elimination of the economic, commercial, and financial blockade imposed by the United States of America against
13:44Chuba
13:45Given in the earlier, it is illegal character and it is extraterritorial implication
13:50And to avoid any further escalation against the sovereignty, territorial integrity, political independence, and self-determination of the Republic of
13:59Chuba
14:00I thank you
14:03We're listening at this hour to statements from the delegation of Uganda
14:07On behalf of the non-aligned countries
14:12Cuba poses no threat
14:14Those were the statements of Uganda
14:17On behalf of non-aligned countries
14:20As the United Nations at this hour is said
14:23To discuss the implications, the circumstances in which Cuba has been enduring for over 60 decades
14:32With the imposition of the US economic blockade and trade and financial blockade on the island
14:38That has been strengthened in 2026 by new policies implemented by the US administration of President Donald Trump
14:47That is hampering the economic conditions in a way of also collective punishment
14:53That is having dieted consequences for the population in matters of healthcare, education at this hour
15:01Also, there have been reports of massive blackouts nationwide for several months already
15:07Due to the lack of fuel, due to also the imposition of a naval blockade on the island
15:13So, we are going to be following very closely the statements of the international community
15:18Let's listen now to statements from Uruguay at this hour
15:22An economy including energy, public health, nutrition and agriculture
15:27As well as trade, investment, tourism and banking
15:30We are deeply concerned about the widening of the extraterritorial nature of the embargo on Cuba
15:37Notably through the full implementation of Title III of the Helms-Burton Act
15:42The application of this law is a clear transgression to the freedom of commerce among nations
15:48Because of its intimidating purpose
15:51By punishing any trade or investment transactions between any given country and Cuba
15:57The persecution of Cuban financial transactions in third country jurisdictions
16:02Which has had a significant deterrent effect in economic terms has continued
16:08The limited foreign investment and difficulty of access to development credits
16:13Translate directly into economic hardship and humanitarian suffering for the people of Cuba
16:20As a result of these unilateral measures
16:23It will be impossible for Cuba to successfully embark on the path towards sustainable development
16:29Envisaged in the 2030 Agenda for Sustainable Development
16:33To which all member states have pledged support
16:37Regarding the announcement by the Government of the United States of new measures
16:41Further tightening the economic, commercial and financial embargo imposed against the Republic of Cuba
16:46Including actions aimed at obstructing the supply of oil to the country
16:51And the imposition of sanctions on third states that engage in legitimate commercial relations with Cuba
16:58Which have clear extraterritorial effects
17:01The group stresses that these measures are contrary to the purpose and principles of the Charter of the United Nations
17:08And international law
17:09And undermine multilateralism, international economic cooperation
17:14And a rules-based, non-discriminatory, open, fair and equitable multilateral trading system
17:20With a World Trade Organization at its core
17:24At the same time, they aggravate Cuba's difficulties to carry out financial and commercial operations
17:30Threatening the livelihood and integrity of the Cuban population
17:34The group of 77 and China is deeply concerned about the severe humanitarian and development consequences
17:41That restrictions affecting access to energy supplies have on Cuba currently
17:46Energy shortages and disruptions in fuel supplies are undermining electricity generation
17:53And the provision of essential public services
17:56Affecting hospitals, schools, water and sanitation systems
18:00Public transportation, food production and distribution networks
18:03And other critical infrastructure
18:06The group is also concerned that financial restrictions and obstacles to international banking transactions
18:12Have hindered the acquisition of renewable energy technologies
18:18Humanitarian supplies and other goods essential for the people of Cuba at this difficult juncture
18:24In the same vein, we urge the immediate removal of Cuba from the U.S. Department of State list of
18:30countries
18:30That are allegedly sponsors of terrorism
18:34Cuba is a long-standing active member, partner of members of the group
18:39In promoting South-South cooperation
18:40Thanks to the efforts made by Cuba
18:43Many countries within the group have developed their scientific and technical potential
18:47All we know about Cuba is friendship and solidarity
18:50We know nothing about terrorism
18:52The inclusion of Cuba in this list does not represent only a reputational damage
18:59But is also among the core elements in the reinforcement of the embargo
19:03Because of this categorization, it has been extremely difficult for Cuba to engage in international banking operations
19:11Regardless of whether it is the case of state, private companies or private entrepreneurs
19:16Which sets extremely harmful conditions for the development and well-being of the Cuban population
19:22The group recognizes the long-standing and positive contribution of the Cuban international medical cooperation
19:28And solidarity in saving the lives of millions of people around the world
19:32Particularly but not exclusively in developing countries
19:36Cuba has extensively and consistently contributed to the international community for many decades
19:42Its assistance to other countries has been a great example of South-South cooperation
19:48The group therefore rejects any unilateral coercive measures that are not in accordance with international law
19:55And the Charter of the United Nations
19:57Or attempts to hinder this international medical cooperation and solidarity for political or any other reasons
20:05Mr. President, in this context, the group reiterates that there can be
20:10No sustainable development without peace and no peace without sustainable development
20:15We continue to be guided by all the principles and purposes of the United Nations Charter
20:22And by full respect for the principles of international law
20:26Particularly regarding the sovereign equality of states
20:29Non-intervention and non-interference in states' internal affairs
20:33And freedom of international trade and navigation
20:36We recall the state's short refrain in international relations from the threat or use of force
20:42Against the territorial integrity or political independence of any state
20:48Or in any other manner inconsistent with the purposes of the United Nations
20:54The group emphasizes that these principles must be fully respected
20:57And stresses the need to refrain from any action inconsistent with the Charter
21:02That could aggravate tensions or jeopardize the sovereignty, territorial integrity, and political independence of Cuba
21:10In this regard, the group calls for all defenses to be addressed through peaceful means and dialogue
21:15In accordance with the Charter of the United Nations
21:18We believe that it is the duty and responsibility of every member state
21:23To strictly comply with those principles
21:26And that any policy or action that disregards them should be immediately repealed
21:34The urgency and necessity of lifting the blockade is ever clearer
21:38Clearer, especially considering that this is the 34th occasion on which the General Assembly will adopt a resolution to call
21:45for its end
21:46The group therefore calls for the immediate complete and unconditional lifting of the embargo
21:50Including all measures with extraterritorial effects
21:54And in these restrictions is essential not only for Cuba's development and the well-being of its people
21:59But also for upholding the Charter, international law, and the credibility of multilateralism
22:05I thank you
22:08Those were the statements at this hour from Uruguay
22:11On behalf of the G77 plus China group
22:15The urgency of lifting the blockade is clear, she said
22:20Cuba has been an example of international cooperation
22:25Of also South-South cooperation
22:29And is offering today the consequences of a policy of hostilities that have been sustained for a successive U.S.
22:38government
22:38Now let's listen to Namibia this hour on behalf of the African group
22:46And the non-aligned movement
22:50For more than three decades
22:52This assembly has called by an overwhelming majority for an end to the economic, commercial, and financial embargo against Cuba
23:06The African group has joined that call every year
23:11In July, the assembly agreed to reopen this item in an additional debate
23:19In recognition of how gravely the situation had deteriorated
23:23And we return to it today with that concern undiminished
23:31Mr. President, the past year has brought further hardships to the Cuban people
23:37Cuba's latest report to the Secretary-General describes damage to the economy on a scale not seen before
23:45With the heaviest effects felt in the energy supply, healthcare, food production, and transport
23:55Restrictions on fuel have led to prolonged power cuts across the island
24:01And essential services, hospitals among them have struggled to function
24:08The Secretary-General has voiced concern at the humanitarian situation
24:13And the African group shares it
24:18The group is also concerned at the extraterritorial reach
24:23In the range of these measures
24:27Banks and companies in third countries
24:30African ones among them
24:33Face difficulties in conducting lawful trade
24:37And financial operations with Cuba
24:41Such effects sit uneasy with the rules of international law
24:47That govern trade among states
24:50And with the 2030 Agenda for Sustainable Development
24:55Which this assembly has adopted
24:58Mr. President, the position of Africa on this question is settled at the highest level
25:06In February 2026, the Assembly of Heads of State and Government of the African Union
25:13Renewed for the 17th consecutive year its call for the lifting of the embargo
25:20And again expressed concern at Cuba's inclusion on the list of states alleged to sponsor terrorism
25:30The African group supports the removal of Cuba from that list
25:36Our solidarity rests on a long history
25:40Cuba stood with the peoples of Southern Africa in their struggle for liberation and contribution
25:47Recalled that gratitude in the independence of Namibia and the end to apartheid
25:56Cuban doctors worked side by side
25:59Worked beside West African health workers during the Ebola outbreak in 2014
26:06And Cuban medical brigades and teachers continue to serve across our continent
26:12Where many Africans have also been trained in Cuban universities
26:17The African group reaffirms its full respect for the sovereignty, territorial integrity, and political independence
26:26Of the Republic on Cuba
26:28In accordance with the Charter of the United Nations
26:31We believe that differences between states are best resolved through dialogue on the basis of sovereign equality
26:39And mutual respect and mutual respect
26:41And we would welcome renewed engagement between Cuba and the United States of America to that end
26:47Mr. President, the African group will vote in favor of the draft resolution
26:56And encourages all members of this August House to do likewise
27:02We call once more for the lifting of the embargo in its entirety
27:07So that the people of Cuba may pursue their development in peace and dignity
27:16The African group will remain steadfast in its solidarity with the people and the government of Cuba
27:23And I thank you on that, Mr. President
27:25Now, Mr. President, allow me to deliver the following statement in my national capacity
27:34Mr. President, Namibia welcomes the convening of this meeting
27:39And the opportunity to address an issue that has remained before this assembly for far too long
27:48The economic, commercial, and financial embargo imposed on the people of Cuba
27:56Namibia aligns itself with the statements delivered on behalf of the African group
28:01And the non-aligned movement
28:03As well as that of the group of 77 and China
28:06For decades, the Cuban people have endured devastating consequences of a policy that restricts their access to essential goods
28:15Constrains development and imposes hardships on ordinary families
28:22Namibia reaffirms its steadfast solidarity with the government and the people of Cuba
28:27And calls for the immediate and unconditional lifting of the embargo
28:31And the termination of unilateral coercive measures against Cuba
28:38This issue is not merely a matter of economic policy
28:42It is a matter of human rights and dignity
28:47Restrictions affecting medicines, medical equipment, fuel, and other essential supplies
28:54Place an additional burden on the Cuban population
28:57Namibia therefore calls for an end to the energy siege against Cuba
29:02And urges the removal from the unilateral list of states designated as sponsors of terrorism
29:14Mr. President, the effects of unilateral coercive measures extend beyond countries targeted
29:22They disrupt legitimate trade, restrict financial transactions, and adversely and unfairly affect third states, businesses, and individuals
29:36These extraterritorial effects undermine international cooperation and create further obstacles to achieving the SDGs
29:46More fundamentally, unilateral coercive measures are genocidal
29:52They undermine unilateralism, disregard the sovereign equality of states, and the principles of the United Nations Charter
30:02By replacing dialogue with pressure and cooperation with punishment
30:08We weaken confidence in the international law system and the multilateral system
30:14In this regard, Namibia welcomes the General Assembly's decision in June 2025
30:21To designate the 4th of December as the International Day Against Unilateral Coercive Measures
30:28Aimed to raise awareness of their humanitarian, economic, and social consequences
30:36And to reaffirm the need for international relations grounded in international law
30:44Mr. President, Cuba's painful experience demonstrates the human cost of prolonged economic isolation
30:51Behind every disrupted shipment, delayed payment, and blocked transaction
30:59Are people whose lives and livelihoods are affected
31:04The consequences are felt by patients, families, and communities struggling to access essential goods and services
31:15The Cuban people deserve to live in dignity and to pursue their development aspirations free from the burden of this
31:25prolonged blockade
31:27Since 1992, this General Assembly has consistently called for an end to the embargo against Cuba
31:37The continued disregard of these resolutions undermines the collective will of member states
31:44And erodes the credibility of the United Nations
31:47Namibia calls for the renewed international efforts to translate these resolutions into concrete action
31:57Differences between states must be addressed through dialogue, diplomacy, and good faith engagement
32:05Not through measures that inflict hardships on ordinary people
32:11Respect for sovereignty, independence, and non-interference must remain the foundation of international relations
32:23Mr. President, this General Assembly cannot stand idle and watch the suffering of the people of Cuba indefinitely
32:34For how long?
32:36This institution was created to address such injustices
32:41And it behoves on all of us to respond to such injustices perpetuated in the eyes of the world
32:50In conclusion, Mr. President, Namibia stands in solidarity with Cuba
32:55He calls for the United States to lift the embargo and engage Cuba in a meaningful bilateral dialogue
33:04Based on mutual respect and respect for the sovereignty and independence of Cuba
33:11It is time to end this isolation and to choose cooperation over confrontation and solidarity over silence
33:23I thank you, Mr. President
33:28Those were the statements of this hour from Namibia on behalf of the African group at this hour
33:35And as the United Nations are voting on the resolution presented by Cuba
33:40Against the economic blockade imposed by the United States
33:45Cubans deserve to live in dignity safe from this prolonged collective punishment
33:49Those were the statements of Namibia at this hour
33:52As it also remember the support that Cuba offered to the African people in their struggle for liberation against apartheid
34:03Now let's listen to statements from Eritrea on behalf of the group of friends within our nation's charter
34:08Throughout this year, the program against Cuba has been unprecedentedly tightened
34:12Which is having a severe humanitarian impact on the lives of the Cuba people
34:17We call upon the international community to speak clearly in favour of peace, of respect, for the principle of prohibition
34:27of the use
34:28Or threat of use of force
34:30And to reiterate, the need to end immediately the blockade
34:38This is one of the most serious, prolonged and systematic violations of international law
34:43And the charter of the United Nations
34:47It goes not only against the purpose and principle of the organization
34:51But also against international human rights law
34:56More than 30 resolutions approved by this General Assembly
35:01They have not been enough for the removal of the blockade
35:04The message has been very clear
35:07Throughout three decades
35:10The Cuban people have the right to build their own future
35:15Free from any kind of interferences or pressures
35:21In line with our historic and principle position
35:25We express our unwavering solidarity
35:29With the people and government of the Republic of Cuba
35:33We strongly condemn the adoption of additional measures
35:37Aimed at further tightening the blockade
35:40Through actions intended to obstruct
35:42The supply of oil to the country
35:45And to curtail
35:46Legitimate economic and commercial relations
35:50Between Cuba and third states
35:54Such actions
35:56Based on a narrative
35:58Built upon falsehood
36:01Intended to present the Republic of Cuba
36:04As a threat that it does not represent
36:07The government seeks to deliberately
36:10Asphyxiate the Cuban economy
36:13And to inflict additional suffering on the Cuban people
36:17These measures are clearly intended to aggravate
36:20In a deliberate manner
36:23The living conditions of the population
36:25And to deprive the Republic of Cuba
36:27Of essential resources
36:29Including energy supplies
36:31Vital for economic activity
36:33And social well-being
36:36We call for dialogue
36:37Restraint
36:39And constructive engagement
36:41As well as for refraining
36:43From measures that could further aggravate
36:46The humanitarian
36:47And economic situation
36:49Of Cuban people
36:50And their livelihood
36:52Particularly as a result of additional measures
36:55With a negative impact
36:56On the energy security field
37:00Cuba has reportedly received
37:02Only one oil tanker
37:04During the last 10 months
37:07Contributing to a deep energy crisis
37:10That has affected the entire country
37:12With 20 hours or more of power outages
37:15Currently experienced by the population
37:18On certain days
37:20The humanitarian impact
37:22On the health sector
37:24Is particularly troubling
37:25The Secretary General's report
37:28Indicates that survival rates
37:29Among children diagnosed
37:31With cancer have declined
37:33From approximately 85% to 65%
37:38Infant mortality
37:39Has increased from approximately
37:414 tests
37:43Per 1,000 live births
37:45To 9.9 per 1,000 live births
37:49In addition
37:51The health system faces
37:52The challenge
37:54The challenge of issuing
37:55Essential services
37:56For 32 pregnant women
37:5930,000 children
38:01That need their vaccines
38:04On time
38:04And 2,888 patients
38:08Dependent on
38:09Hermodialysis treatments
38:11All of which require
38:12A stable supply of electricity
38:15It is also concerning
38:17That more than 7,000 containers
38:19Carrying food
38:20Resources for the energy matrix
38:23Transformation program
38:24Supplies for drinking water provision
38:27And vital medicines
38:29Remain held at various Caribbean ports
38:32Due to the deterrent effect
38:34Of the measures currently in place
38:36Preventing their arrival in the country
38:39The group also denounces
38:41The campaign unleashed
38:43To discredit Cuban international medical cooperation
38:46And to exert treasure on recipient governments
38:50Particularly on those from developing countries
38:53Thereby diminishing
38:55The commendable work undertaken
38:57By Cuban medical personnel
38:59In saving lives around the world
39:01As demonstrated among others
39:03During the worst part of the COVID-19 pandemic
39:07In this context
39:08We express our deep appreciation
39:11Gratitude
39:12And recognition
39:13To the Cuban health professionals
39:16Who have provided high quality health care
39:18To millions of people around the world
39:21The group rejects any unilateral coercive measures
39:25Or attempts
39:26To endure this international medical cooperation
39:29And solidarity for political or any other reasons
39:34We also reiterate
39:35In this context
39:36The need to put an end
39:38To the politicization
39:39Of the fight against terrorism
39:41And the establishment
39:43Of false lists
39:44Accusing developing states
39:45Including Cuba
39:46Of sponsoring terrorism
39:48Which is a practice
39:49Entirely incompatible
39:51With international law
39:53That requires to be terminated
39:55As noted in the report
39:57Of the Secretary General
39:588-81-76
40:00This designation
40:02Has further aggravated
40:04The financial obstacle
40:06Faced by Cuba
40:07Deterring foreign banks
40:09From processing payments
40:10And discouraging
40:12The shipment of goods
40:13To the country
40:16Mr. President
40:17The group of friends
40:19In defense
40:20Of the Charter
40:20Of the United Nations
40:21Reaffirmed
40:22Its unwavering commitment
40:23To the defense
40:25Preservation
40:26And full implementation
40:27Of the purposes
40:29And principles
40:30Enshrined
40:30In the Charter
40:31Of the United Nations
40:32In their entirety
40:34And interconnectedness
40:36Including the sovereign
40:37Equality of states
40:38The prohibition
40:40Of the threat
40:41Or use of force
40:42Non-intervention
40:43In the internal affairs
40:45Of states
40:45The peaceful settlement
40:47Of disputes
40:48And the right
40:49To pursue self-determination
40:51A small state
40:53Such as Cuba
40:54Cannot possibly constitute
40:56A threat to any other country
40:57And has consistently advocated
41:00Peaceful coexistence
41:01Sovereign equality
41:03And dialogue
41:04Among states
41:04Threats
41:06Against Cuba's
41:07Sovereignty
41:07Including statements
41:08Suggesting the possibility
41:10Of military action
41:12Raises serious cautions
41:14Under the Charter
41:15Of the United Nations
41:16Including the principle
41:17Of sovereign equality
41:19Non-intervention
41:20And the prohibition
41:22Of the threat
41:22Or use of force
41:24In this regard
41:25We caution
41:26Against any adventurism
41:28Aimed at fabricating
41:29Pretexts
41:30For intervention
41:31In the domestic affairs
41:33Of the Republic of Cuba
41:34Or for the threat
41:36Or use of force
41:37Against the country
41:38And highlight
41:39In this context
41:40The responsibility
41:41Of the international community
41:43As a whole
41:44And the United Nations
41:45To unequivocally
41:46Condemn such actors
41:48Proceeding in that direction
41:50Would entail
41:51Extremely grave
41:52Humanitarian consequences
41:53For this population
41:55And for the Latin America
41:57And Caribbean region
41:58With a dangerous
41:59Destabilizing effect
42:01Contrary to its status
42:03As a zone of peace
42:05We further
42:06Underscore
42:08The differences
42:08Among states
42:10Regardless
42:10Of their political
42:12Economic
42:12Or social systems
42:13Must be addressed
42:14Through dialogue
42:15Diplomacy
42:17And cooperation
42:18In accordance
42:19With international law
42:20And the Charter
42:21Of the United Nations
42:23The normalization
42:25Of all these practices
42:26Would only contribute
42:28To further
42:29Undermining
42:30The integrity
42:31Of the entire
42:32International legal order
42:33A further element
42:35Of concern
42:35Has been the increasing
42:36Use of judicial
42:37And political actions
42:38Against senior
42:40Cuban leaders
42:41Which goes against
42:42The sovereign equality
42:43And self-determination
42:45Under the UN Charter
42:46Mr. President
42:48Year after year
42:50Year after year
42:50The report
42:51Of the Secretary General
42:52Presented to this body
42:53Under this agenda item
42:55Illustrates
42:56The negative impact
42:57Caused by the blockade
42:59On the Cuban population
43:00There are children
43:02And young people
43:03Who suffer these impacts
43:05Mothers and the elderly
43:06Who live in deprivation
43:08And are victims
43:09Of a harmful blockade
43:11Driven by political motivations
43:13The group of friends
43:15In defense
43:16Of the Charter
43:16Of the United Nations
43:18Reiterate
43:19Their unwavering solidarity
43:21With the people
43:22And government
43:23Of the Republic of Cuba
43:25And calls upon
43:26The international community
43:27To reiterate
43:28The call
43:29Of the General Assembly
43:30Of the United Nations
43:31To lift
43:32The economic
43:33Commercial
43:34And financial blockade
43:35Imposed by the government
43:37Of the United States
43:38Of America
43:38Against the Republic
43:39Of Cuba
43:40To remove Cuba
43:41From the arbitrary
43:42And unilateral list
43:43Of state sponsors
43:44Of terrorism
43:46To uphold
43:47International law
43:48Multilateralism
43:49And the respect
43:50For the Charter
43:51Of the United Nations
43:52In its entirety
43:54And interconnectedness
43:55And finally
43:57To support once again
43:58The draft resolution
43:59To be submitted
44:00By the Cuban delegation
44:02Under this agenda
