00:00The floor to the distinguished representative of Brazil.
00:15Mr. President, Brazil endorses the position of Uruguay on behalf of the G-77 and China.
00:25Brill's position in this matter is clear.
00:26During this year's general debate, President Lula condemned the economic embargo and energy
00:32blockade against Cuba as illegal and described their effects as collective punishment against
00:4010 million people.
00:42The effects of these illegal measures are tangible.
00:46In June 2026, the Office of the United Nations High Commissioner for Human Rights reported
00:53daily power outages frequently exceeding 20 hours.
00:58It also reported that the suspension of services by shipping companies had affected shipments
01:04of food intended for humanitarian assistance totaling more than 2,900 tonnes.
01:11The High Commissioner for Human Rights warned, and I quote,
01:15Children are dying because doctors do not have access to medical supplies and essential medicines,
01:22end of quotation, and called for the immediate lifting of the sanctions.
01:26These findings concern hospital services, food distribution, and access to water.
01:33They cannot be reduced to an exchange of political accusations.
01:39United Nations assessments show that there are restrictions imposed by private companies
01:45that go beyond legal requirements, delaying procurement and disrupting humanitarian supply chains.
01:52In practice, authorization to deliver assistance does not necessarily mean that such assistance reaches those who need it.
02:01Mr. President, the resolution before us addresses the extraterritorial effects of national legislation
02:08on the sovereignty of third states and on the legitimate interests of their citizens and companies
02:16in light of the principles of sovereign equality, non-intervention, and freedom of trade and navigation.
02:22Brazil has also publicly opposed the inclusion of Cuba on the United States' list of state sponsors of terrorism.
02:30Brazil will vote in favour of this resolution.
02:33The objective that Brazil has consistently defended remains the same,
02:38to bring an end to the embargo and to ensure that international relations are based on dialogue
02:44and respect for the Charter of the United Nations.
02:49This must prevail. Thank you very much.
02:52I thank you.
02:53I thank you.
