00:01Mr. President, I join previous speakers in welcoming his presidency, Mr. Bruno Rodríguez Parilla, Minister for Affairs of Cuba, to
00:12the meeting of the Assembly.
00:13Vietnam associates itself with the statements of the Non-Alive Movement, the Group of 77, and China and ASEAN.
00:20We reaffirm our consistent support for the immediate, complete, and unconditional lifting of the economic, commercial, and financial embargoes imposed
00:30by the United States against Cuba, including measures with extraterritorial effects.
00:37Mr. President, for more than three decades, this General Assembly has gone by overwhelming majority for an end to the
00:45embargo.
00:45Yet, the policy remains in place more than six decades after its imposition, with additional restrictions identifying the hardships faced
00:55by the Cuban people.
00:57We are especially concerned by restrictions affecting Cuba's assets to energy.
01:03Shortage of fuel and disruption to electricity supplies have serious consequences for hospitals, schools, water systems, food production, and transportation.
01:13They also impeded life-saving humanitarian assistance.
01:18We are also concerned about the extraterritorial effects of the embargo, which hinder legitimate economic, commercial, and financial relations between
01:27Cuba and third states,
01:29and raise concerns regarding sovereign equality, non-interference, and freedom of international trade and navigation.
01:38Mr. President, Vietnam continues to call for respect for Cuba's sovereignty, territorial integrity, political independence, and the right of its
01:47people to self-determination and to choose their diplomatic path free from external interference and cohesions.
01:53We call for all differences to be resolved through peaceful dialogue and diplomacy on the basis of mutual respect and
02:00international law.
02:02As reaffirmed by our President Thollam, at the General Assembly Debate last month, Vietnam's call for an end to the
02:09embargo, chancen, and measure restricting energy supplies to Cuba, and for Cuba's removal from the states' lead of states' sponsors
02:18of terrorism.
02:20Mr. President, the friendship between Vietnam and Cuba has been fought through generations of solidarity and mutual support.
02:28Cuba stood with Vietnam during the most difficult years of wars, reconstruction, and embargo, and Vietnam remains firmly by Cuba's
02:37side today.
02:38This solidarity is reflected in practical cooperation to support Cuba's food security in green rice and maize production and aqua
02:47culture.
02:48The Vietnamese people have also extended tangible support to their Cuban friends.
02:53We will continue to work closely with Cuba in areas that meet its needs and priorities.
02:59We call all members of the states, the nation's systems, and international partners to support Cuba's efforts to overcome current
03:06challenges.
03:06I thank you, Mr. President.
03:08Thank you, Mr. President.
03:09I thank you.
