00:00Now for Delhi, with Diwali also comes an air emergency.
00:04With the AQI dangerously close to entering the severe category and also breaching the severe category in several areas,
00:11the pollution body CAQM has invoked Crab Stage 3 across Delhi NCR.
00:16The measures include a ban on non-essential construction and demolition activities,
00:20restrictions on BS3 petrol and BS6 diesel cars across NCR
00:25and a ban on diesel generators except for essential services only.
00:29Private offices have also been advised to adopt a hybrid work model,
00:33while schools up to Class 5 will shift online completely.
00:37Meanwhile, Delhi Environment Minister Manjinder Singh Sirsa has urged residents to follow the Grap Free restrictions,
00:42warning that air quality could deteriorate further over the coming days, especially post-Diwali.
00:48Meanwhile, the Gurugram administration is also cracking down on violations with action
00:52against illegal firecracker storage and firms flouting work-from-home directions as well.
00:57But even as the national capital battles toxic air,
01:00the political blame game over stubble burning has intensified even further.
01:04The BJP has once again targeted the Aam Admi Party government in Punjab,
01:08citing satellite-detected farm fires and demanding accountability from Punjab Chief Minister Bhagawan Tman.
01:13The Congress, however, is blaming the BJP for pollution problem,
01:17accusing it of shifting the blame to Punjab instead of taking responsibility for the pollution crisis in the capital.
01:27It has literally distinguished between a morning time, a noon or evening in the national capital towards the evening time
01:33because of the haziness in the sky, because of the smog in the sky,
01:37a thick layer of smog that has taken over the neighbourhoods across Delhi NCR.
01:43Now, certainly the politics has sparked.
01:45First, we saw Bharatiya Janta Party-led Delhi government blaming the Punjab,
01:51Aam Admi Party-led Punjab government.
01:53But one thing has changed is that because the elections are also around,
01:57the Congress Party seems to be on a similar pitch with that of the Aam Admi Party.
02:02Manish Tiwari of the Congress Party, who happens to be also Chandigarh MP,
02:07has said that the Punjab farmers cannot be blamed for it, Punjab cannot be blamed for it.
02:12He is also claiming that the farm harvest has been already done by mid of October.
02:19So, Punjab is certainly not responsible for the visuals, scary visuals that we see
02:23in the national capital and adjoining cities as well.
02:27For people living in Gurugram, Faridabad, Ballavgarh, you know, all these areas,
02:32they also need to be little concerned, little more concerned about their own health
02:37and their families' health because it is not the AQI that is better than Delhi in your neighborhood.
02:43It is the lack, possibly the lack of AQI centers, measuring centers as compared to Delhi
02:49where those numbers look, you know, drastically different when compared to the national capital
02:55or possibly the wind speed which is helping.
02:58I have a view of that.

03:38will be a little faster, then the U.S. will be a little better.
03:47Then we will forget.
03:50Punjab is not a government.
03:53So this will be said.
03:55When you work in this way,
04:00there will be a missing component.
04:04It is not a government.
04:09It is not a government.
04:13Now the government, the government, the government, the local government,
04:19the government and the local government have.
04:20It is a responsibility.
04:22It is not a statement.
04:25There is a smoke out there.
04:29It is a government.
04:30It is a government,
04:31One of the most important things is an heir.
04:38The government has all its benefits.
04:42I believe that in the state,
04:59Thank you very much.
