Air quality levels in Delhi-NCR have deteriorated significantly, breaching the 300 average mark and exceeding 400 at multiple locations in the national capital ahead of Diwali. Following the spike in pollution levels, the Commission for Air Quality Management convened to decide on imposing Stage 2 of the Graded Response Action Plan, with official orders expected shortly. The curbs under GRAP 2 include stricter vehicle restrictions such as barring non-BS-VI vehicles not registered in Delhi, halting non-emergency construction work, and prohibiting coal usage. Despite rising pollution and planned curbs, crowded markets like Lajpat Nagar and Connaught Place recorded heavy vehicular jams and large gatherings of festive shoppers. Ground reports indicate that despite enforcement claims by the authorities, no significant reduction in vehicular movement was observed. Meanwhile, residents expressed concern over worsening air conditions and respiratory issues while navigating festive shopping.

00:00In fact, we're now getting updates with the levels going above 300 and 400 as well in certain places.
00:06The CAQM will be imposing GRAP 2 in Delhi NCR.
00:10The AQI has breached 300 as an average of Delhi.
00:15And that means that the body CAQM, which met today, is taking a decision on whether or not to impose
00:22GRAP 2.
00:23And orders will be issued shortly, we are told.
00:27Let's take that question quickly and cut across to our reporters.
00:29Anmol Bali joins us from Karnat Place.
00:32Shivani Sharma, live from Lajpatnagar.
00:35Both places busy in this festive season and will be seeing a lot of crowds as well.
00:40So let me begin with Shivani there.
00:43Shivani, talk to me a little bit about the enforcement of BS6 vehicle restriction on the ground.
00:49What exactly are you seeing?
00:50Are the number plates and the car models telling you a story?
00:54And how exactly is the festive spirit and the mood of Delhiites in light of these?
01:03So let's see, this is Diwali week.
01:05And every year when the Diwali week approaches, we also tackle with the pollution levels getting higher.
01:12And now, even as we speak, the GRAP 2 will be imposed in the national capital.
01:17When we talk about the GRAP 2, the enforcements will be stricter.
01:20The measures will be higher.
01:22And you see this is Lajpatnagar market, one of the busiest market that's bustling just before Diwali.
01:29We saw that there were a number of cars while coming to this place, Sonal.
01:34We were expecting that there would be a lesser crowd today.
01:36But no, we saw the roads jammed with vehicles and all sorts of vehicles have been there on the ground.
01:43There have been enforcement claims.
01:44But no such impact is visible here in the national capital.
01:50We see a lot of people here who are traveling here for shopping.
01:55There are people who are using metros and other public transport.
01:58But we see a lot of cars also on ground.
02:01And when we talk about the BS6 vehicles, non-BS6 vehicles are not permitted inside Delhi, which are not registered
02:11in Delhi.
02:11There are many more measures that will be enforced.
02:14The construction work, other than the emergency work, will not be allowed.
02:18There will be no coal usage to handle this situation here.
02:22But you see that every year we talk about these figures going up.
02:27300 is the limit when the GRAP 2 is enforced and GRAP 2 has come into being.
02:32So at multiple places, even today, Sonal, we saw that the air quality index was higher than 400.
02:39You see, this is the market area.
02:41We do not see any lesser crowd today, even after the enforcements have been brought in, the measures that have
02:48been brought in.
02:48We saw a lot of vehicles on roads.
02:50There were checking points.
02:52There are rules that the fuel will be given only after the PUC is checked.
02:57But still, we need to see whether this is enforced properly, as we speak every time when the pollution levels
03:04go up.
03:04So, Diwali, the crowd, and this impact, and the AQI, all is going hand-in-hand.
03:11The claims from the government are there that the enforcements are going on.
03:15But there is no visible effect or impact on the ground.
03:19The vehicles are on the roads, as usual.
03:22And you see, this is a marketplace where people are there for shopping.
03:27And if I try and speak to some people, ma'am, pollution is happening in Delhi.
03:34Do you think that the winter action plan has been made, has there been any impact on the winter action
03:38plan here?
03:39To be very honest, I am not very much aware of the plan.
03:42But yeah, I think there might be the things.
03:46And do you see any impact on the Diwali shopping or on the roads when you were moving?
03:51No, I think the crowd is still the same.
03:54And in fact, the shopping and the market and everything is still going the same.
03:57Because I can see, you know, there is a lot of people and a lot of, you know, crowd in
04:02the market.
04:03So, people are still shopping and coming.
04:05Are you worried about the pollution levels?
04:07Yes, definitely, definitely.
04:08In fact, I myself have the dust allergy.
04:11So, I am currently facing a lot of challenges and issues.
04:14So, I do scare it a lot that, you know, if the pollution increases.
04:19In fact, after Diwali, because that effect will be increased a lot, right?
04:24Thank you so much for sharing your experience.
04:26So, Sonal, there are a lot of people on ground who fear that if this pollution level goes up, what
04:32will happen?
04:33How they will deal with it?
04:34But as the viewer told us that there is no change on ground.
04:39And that's what we have been seeing, that the people are out.
04:42They have to do their Diwali shopping.
04:44The measures have been imposed.
04:45But we have to see again that how strictly they are enforced and what happens to the pollution levels after
04:51the grab too is also into, it has been imposed.
04:56All right.
04:57Details over there.
04:58Shivani actually telling us.
05:00Interesting how one of those bystanders didn't even know what the winter action plan is, leave alone following it.
05:05So, that gives you a clear picture of what really is happening on the ground.
05:09So, that gives me a clear picture of what really is happening on the ground.
