04:12Anaga, tell us about the two seats and how significant this is.
04:17Well, in fact, the TVK has won in both the by-poll constituencies,
04:22Madhuran Takam and Dharah Puram and that picture.
04:24Dharah Puram is coming in from the chief minister's room in the secretariat.
04:30You can see ministers,
04:33Adhavarjuna, Arunraj,
04:35Usi Anand,
04:36Siddhartha, Nirmal Kumar
04:37and at the centre is the chief minister Vijay in silk,
04:42dhoti and silk shirt.
04:43That's quite that post that they've made there.

05:38many political veterans had dismissed them.
05:41But what did he see?
05:42From the AIDMK, from the DMK,
05:44people are now flocking to his party to join
05:46and now winning in by-elections too.

05:57This is top story of the day.
05:58And I'll take you one by one
05:59to what has happened in the past 24 hours.
06:02Delhi is in the grip of a massive political storm.
06:05It's been over a week now.
06:07The battle over the SIR exercise has kept political tensions high.
06:12Ahead of the October 10 protest against CEC Gyanesh Kumar,
06:15the showdown has reached the Supreme Court as well.
06:18The matter was heard by the top bench of the court.
06:21In the backdrop of restrictions on trains,
06:24trains are being cancelled from some of the originating stations.
06:2757 metro stations are likely to be where the trains will not hold.
06:33Public movement will be restricted
06:35and it's triggered a legal challenge.
06:37The top court has stepped in with a clear message.
06:39Regulate, sure, but don't shut down.
06:42Don't cause inconvenience to all the commuters
06:46and, of course, people of Delhi.
06:48Apex Court, look closely on your screens.
06:51The Apex Court has questioned the proportion
06:53of a complete stoppage, of shutdown of metro and railway services.
06:58Chief Justice Surya Kant making it clear
07:00that regulation and total prohibition are two different things.
07:05So what has the court directed then?
07:07Metro services must not be completely stopped.
07:10Regulation is understandable.
07:11But authorities need to ensure
07:13that rail services operate in a suitably regulated manner
07:17and minimise the inconvenience to the commuters.
07:20The court has acknowledged though
07:22that the responsibility of agencies
07:24to maintain law and order is understandable
07:26but stressed that security measures
07:28must remain proportionate
07:30and minimise that inconvenience to the general public.
07:33But what about the government?
07:35The union government has defended security concerns
07:38and the measures being taken.
07:40Solicitor General Tushar Mehta argued
07:42that law enforcement agencies need flexibility
07:44because the situation can change rapidly.
07:47And also like we have seen in the past few days
07:50especially with the CJP protest
07:51that was peaceful for many days
07:53and then turned violent.
07:56The government cited injuries to police personnel
07:58during earlier protests
07:59and alleged that there were attempts by demonstrators
08:01to move toward the parliament.
08:03And when stopped
08:04there was a physical confrontation and much worse.
08:08Incidents of alleged attacks on women cops
08:11were also highlighted by the police.
08:13The police challenging though
08:15the restrictions that are being argued
08:17that a peaceful protest
08:18cannot become grounds for blanket curbs across Delhi.
08:22Senior advocates Kapil Sibbir, Prashant Bhushan
08:25flagged the reported train cancellations
08:28from several cities toward Delhi
08:29both toward Nizamuddin and New Delhi stations.
08:33The metro closure
08:34the difficulties faced by ordinary citizens
08:36and thankfully it's not a working office day.
08:39Nevertheless, metro and trains are clearly still used.
08:42Concerns were also raised
08:44over alleged attempt to discourage people
08:46from leaving hostels
08:47or their paying guest accommodations
08:48or even their home.
08:49The court clarified that the immediate focus
08:52was the freedom of movement
08:53access to public facilities for citizens
08:55who were not participating in the protest.

11:03So the BJP also, the ministers, the leaders are coming in and defending not just the police,
11:10but they are saying that how can unlawful behavior be permitted under any circumstances.
11:15But Saturday morning is going to be very specific.
11:18At the heart of the battle is a question that goes beyond politics.
11:21How do you maintain law and order without bringing an entire city,
11:25and not just any city, country's capital city, to a standstill?
11:29We could be bracing for another major CJP agitation from tomorrow.
11:34And this time, unlike the previous ones, security response has been sweeping.
11:39Precautionary measures are in place.
11:41If you're a Delhi resident or even an NCR,
11:43you must know what exactly is Delhi preparing for, for the weekend.
11:47How extensive are the restrictions?
11:49How can CJP's second round of agitation deliver the political impact
11:52that its supporters are hopeful about, but without the violence and bloodshed?
12:11This is what Delhi witnessed in July during the CJP protest.
12:19And now, the national capital is bracing for CJP's stir 2.0 on Saturday.
12:30It is a season of protest, and the cockroach Janata Party has announced a stir against CEC Gyanesh Kumar.
12:40But this time, in light of the violence and clashes during the July 20 protest,
12:45cops this time are taking no chances.
12:47There is a virtual lockdown in Delhi.
12:52In the New Delhi area, 163 BNSS is in operation,
12:57and under which, to maintain public order and safety,
13:02reasonable preventive restriction is at place.
13:06It is further important to mention that,
13:08if anybody violates the 163 BNSS provisions,
13:13then proper legal action will be taken against them.
13:20The administration and police have taken several precautionary measures for the protest,
13:25including asking 57 metro stations to shut,
13:30cancelling several trains on October 10,
13:32deploying 200 CAPF companies and keeping liquor shops shut.
13:36These are just some of the measures taken so far.
13:44Mock drills were conducted.
13:46Public announcements, requests have been made to protesters.
13:50Kness Guranes, in the Indigenous community,
13:56For the female police personnel,
13:59they are used indescent language and actions.
14:03This is for the police to instigate.
14:06They are doing the best to damage the image.
14:08The Delhi police, then, professionally,
14:10are in law and order and control their own duty.
14:14And we are working professionally for their own safety.
14:43A viral video has emerged
14:46of a cop inside a dargah
14:47making an announcement
14:48asking people not to let
14:50their children join the
14:51CJP protest.
15:13Add to all these curbs
15:15and warnings,
15:16Delhi cops have refused
15:18permission for the stir.
15:21That has only
15:22emboldened the
15:24CJP further.
15:28The
15:29government has a designated
15:32protest.
15:33Article 90 has a fundamental
15:35right.
15:36So what was needed?
15:52With the CGP not budging, Delhi is all set for more action.
15:58Will the Gen Z protest 2.0, which ousted Dharmendra Pradhan, be able to make CEC Gyanish Kumar resign?
16:06It all depends on Saturday's capital stir.
16:12With Arvind Doja and Anshil Singh, Bureau Report, India Today.
16:19So the fight from the streets and then there is fight in the courts as well.
16:23Let's try and understand both perspectives.
16:25Our legal correspondent Anisha Mathur is joining me.
16:27Also Anshil Singh from On The Ground.
16:29Anshil has covered the previous CGP, the India Bloc protests as well,
16:32especially the ones that turned confrontational.
16:34And now this one.
16:35First of all, Anisha, break it down for us.
16:38How should one view what the Supreme Court observations say?
16:41See, Pooja, the Supreme Court has tried to walk a very thin tightrope.
16:46On one side is the question of how exactly is the police and the administration
16:53restricting travel, restricting movement, restricting trains, cancelling trains.
16:58They're going to PGEs, they're going to mosques, they're going to RWAs,
17:02they're telling people not to come out and join a protest.
17:05In a country where the right to protest, the right to associate, the right to gather is a fundamental right.
17:12On the other side is the government, which is saying that these are people who have gone beyond the permissions
17:20that were given earlier.
17:21This is a high security area.
17:23This is a security risk.
17:24They don't know how many people are expected and they are predicting violence and unruly behavior on the streets of
17:33the national capital in the very, very high security zones.
17:36And that is why the police says, through the solicitor general, that they need flexibility, they need the security.
17:43The Supreme Court trying to balance the Supreme Court saying, well, the protesters, the people who have organized the protests
17:51are not before us.
17:52So we don't know how many people are expected.
17:54We don't know what kind of protests they are planning.
17:57But for the sake of the general public, at least don't do a complete ban on trains.
18:03Don't completely stop trains, don't completely stop metros, don't completely stop the road.
18:09And as far as the larger issue of the fear being created, which is what the petitioner said, police going
18:17to RWAs, police going to PGs, police going to mosques to warn people not to come out is a direct
18:23violation of people's fundamental rights.
18:26That issue the court will hear at a later date.
18:29For now, what the court has said is that we are requesting the government to reconsider the complete shutdown of
18:37trains, metros and roads in the national capital.
18:39And that's fair. There may or may not be a protest.
18:41And the protest, for whatever reason, is also being, is not getting the permission.
18:46But why should the general public or other commuters suffer with the blockage of the trains and the metro rail
18:54as well?
18:55Anisho, stay on with me. I won't use coming in.
18:57Ladies and gentlemen, in Connaught Place on a Saturday, shops and offices will be shut.
19:04Usually Saturday, anyone who's been a Delhi resident or has been to Connaught Place would know it's always packed and
19:09definitely on a weekend.
19:10But all shop owners, office establishments in Connaught Place has been advised by the authorities that they will have to
19:19close the doors tomorrow.
19:21It's also looking at the critical situation around Connaught Place.
19:23The NDTA strictly advising all shops and establishments, including office and restaurants and CPE, to stay vigilant.
19:31Close down as a precautionary safety measure.
19:34So, this is interesting. They can open, but looking at the situation and how developing it will be,
19:40all the establishment owners and occupiers are requested to cooperate with above directions to avoid any unpleasant situation.
19:45Save yourself from any loss of property and injury during expected protests.
19:52Anshul Singh on this.
19:54Anshul, is that in some way telling these establishments that if the protest turns violent,
20:00it's going to be on the properties as well. There could be loot, there could be attacks on you.
20:05Avoid that. Close it.
20:08Well, definitely, that is what it is seeming like.
20:11Right time, the Delhi police is trying to take all the precautionary measures so that lawlessness does not spread on
20:16the streets of Central Delhi yet again as to what happened on the 20th of July.
20:21And that is the reason why all these precautionary measures are being taken.
20:25There is a likelihood that schools could also be asked to shut down.
20:29Officers have been asked to shut down in the entire district of New Delhi.
20:33Apart from that, as you rightly mentioned, the heart of the National Capital has also been asked to stay as
20:40a precautionary measure.
20:41Because if things go out of hand, if the situation turns unruly, then definitely it is going to be very,
20:47very difficult for the Delhi police to also go ahead
20:49and ensure safety and security to these top owners as well.
20:52And hence, as a precautionary measure, the Delhi police have gone ahead.
20:55I have to ask you this. The criticism here would be, how is the Delhi police closing down everything, locking
21:00down everything?
21:01Everyone, irrespective of their ideology, have a right of democratic, peaceful protest?
21:08Well, definitely, there is a right. But that right has also some caveats.
21:13There are guidelines that have been given by Nanda Svambi's Supreme Court itself.
21:16Well, if there is a collection in a protest of more than 500 people, then the protest side is not
21:23Jantar Mantar.
21:24It should be Ramdila Maidan. And for that, they do not need the permission of the Delhi police.
21:28They need the permission of the New Delhi Municipal Corporation.
21:31And this could have easily been done by the Kaukri Jantar Party,
21:34as we know that this is a guideline that has been given by the Supreme Court itself.
21:38But since Jantar Mantar is very close to the election commission,
21:41probably that is the reason why Jantar Mantar has been chosen as the location.
21:45Also, the recall memory of Jantar Mantar is more amongst the people.
21:49So that could be one of the strategies why CJP has decided to go ahead and give this dhana at
21:53Jantar Mantar,
21:55even after they knew that the Supreme Court guidelines actually suggest that this kind of large protest
22:00should happen at Ramdila Maidan and not at Jantar Mantar.
22:03And that is one of the reasons why the Delhi police have net done permission and has virtually gone ahead.
22:08Stay tuned, ladies and gentlemen, because I can assure you that
22:11it's not an off day for India Today colleagues.
22:13All of us are going to ensure to be tracking every detail from the police to the protesters,
22:18on the ground, all the updates that are coming in about what does Delhi look like on a Saturday
22:23when it's almost a lockdown over a protest.
22:26The Delhi, as a national capital, is bracing clearly for the Kaukri Jantar Party's October 10th showdown.
22:32And all sorts of precautionary measures are being taken so that the previous time situation does not rise.
22:38Team India Today, travel to the heart of Delhi,
22:40could not place on nearby areas to understand how prepared is the administration for this.
22:46Metro stations, railway networks, public spaces and sensitive locations,
22:50all of that is facing a sweeping security plan.

23:11The Kaukri Jantar Party has given a call of protest that should be done at Jantar Mantar tomorrow.
23:17However, the permission for this protest has still not been granted from the side of the Delhi police,
23:21but the Delhi police is preparing for the worst and that is the reason why heavy security deployment has been
23:26made
23:27all across the New Delhi district.
23:29Currently, I am reporting from Janpatrota and right behind me, the barricades that you are seeing,
23:32these barricades actually go ahead and lead, say, towards Jantar Mantar, which is just 500 meters away from here.
23:38And if I could just give you a sense of these visuals,
23:40these barricades that you are seeing has ensured that traffic is absolutely blocked in this entire area.
23:45Even pedestrians are not allowed to move through these barricades.
23:50What is very, very interesting and very pertinent to note that more than 300 CCTV cameras have been installed.
23:57New CCTV cameras, in fact, have been installed in this entire district of New Delhi.
24:02These cameras just do not record visuals, but also have the capability of recording audios.
24:08Now, the control room for the CCTV cameras have been built up in police stations,
24:13in the nearest police station or the vicinity or jurisdiction in which these cameras have been installed.
24:33This production is going to be a good effect on Delhi's borders, which is seen in some of the borders.
24:39The footfall has been reduced in some of the borders.
24:41This is a lot of traffic here.
24:43The roads have been closed in the last few days.
24:47They have been adverse in these countries.
24:48They have been flooded.

27:28And while defending peaceful protests like that one in Mumbai, demanding for resignations as democratic rights, Fadnavest warned,
27:36abuse and criminal elements are crossing the line into disorder.
