A special bench of the Supreme Court will sit on Sunday to hear two petitions challenging excessive shutdowns, metro blockades, and preventive detentions in Delhi. A contempt petition was filed against the Home Secretary, Delhi Police Commissioner, and Delhi Metro Rail Corporation chairperson for allegedly violating directions to adopt proportionate measures during protests. Additionally, a habeas corpus public interest litigation filed by Senior Advocate Menaka Guruswamy challenges the preventive detention of political leaders, students, and senior lawyers detained outside court chambers.

00:00And we are starting the show with a piece of breaking news which is just coming in.
00:03The Apex Court and a special bench of the Supreme Court will be open on Sunday
00:09to hear contempt petition alleging excessive shutdowns, blockade of metros, trains and detention of persons in Delhi.
00:18The Supreme Court will be hearing this plea on Sunday.
00:24It's a habeas corpus petition which has been filed by senior advocate Minika Guruswamy over detentions of protesters on Saturday.
00:32An advocate Shalendra Manitripati has moved contempt case against Home Secretary
00:37for violation of the Supreme Court's directions passed on Friday for proportionate steps.
00:45Remember the Supreme Court had spoken about balance which is needed.
00:48While allowing protests, the right of citizens should also be protected.
00:54Let me bring in Anisha Mathur who is tracking the story very, very closely.
00:59So what is expected in the Supreme Court tomorrow, Anisha?
01:02Well, Maria, tomorrow on a special sitting on a Sunday Supreme Court to look into two aspects as you just
01:09mentioned.
01:09One is the contempt petition against the Home Secretary, the DMRC chairperson and the Delhi Police Commissioner
01:17saying that despite the fact that the Supreme Court had clearly said that there should be proportionate response to the
01:23protest,
01:24that there cannot be complete lockdown of the metro services, the metro stations as well as the trains,
01:30those steps were in fact taken the very next day after the Supreme Court orders.
01:35That is the petition for contempt.
01:37The second one and the more important one is likely to be the habeas corpus PIL that was filed by
01:44Menaka Guruswamy,
01:45senior advocate and the TMC MP, who has raised this point of preventive detention of political leaders,
01:52preventive detention of lawyers, students, protesters across the national capital,
01:58raising the point that preventive detention is not valid when it comes to protests.
02:05A law and order situation has to be dealt with through law and order manner.
02:11You cannot simply detain persons before any violation of law and order has actually happened.
02:16Remember, Saturday morning saw a very shocking incident,
02:23not just because students were being detained, not just because CJP protesters,
02:28CJP leaders were detained from the airport.
02:31We also saw for the first time lawyers being picked up from right outside the lawyers' chambers
02:39where they were gathered to protest.
02:41And this is not just some juniors or some young person,
02:45this is senior lawyers who were dragged away from the Supreme Court lawyers' chambers premises.
02:51Absolutely. Unprecedented is what is the word that has been used, Anisha.
02:55What we saw play out in Delhi is something that we have not seen in the past.
03:00The kind of deployment has been huge.
03:04Paramilitary forces ensuring that the entire central Delhi,
03:07the New Delhi district witnessed a total, total lockdown.
03:12I appreciate your time there.
