The Ministry of Road Transport and Highways has officially notified E100 fuel for flex-fuel vehicles by amending the Central Motor Vehicle Rules, 1989. The regulatory framework permits the use of E100 and E85 fuels exclusively in vehicles certified for high ethanol blends, to curb crude imports and emissions. Conventional petrol engines and vehicles calibrated for E20 blends will remain incompatible with these fuels due to fuel density and corrosion issues. India has already achieved the 20 percent ethanol blending target ahead of the 2030 timeline, with annual production capacity reaching nearly 2,000 crore litres. Automobile manufacturers can now produce dedicated flex-fuel vehicles running purely or predominantly on ethanol.

00:00Big news coming in vis-a-vis the whole ethanol controversy and the decisions that have been taken by the
00:05government.
00:06And the latest, ladies and gentlemen, the fuel that has been now decided by the government,
00:11and I want to just elaborate further about how the government has officially notified the E-100 fuel
00:17for flex-fuel vehicles to curb crude imports and emissions.
00:21The Ministry of Road, Transport and Highways amending the Central Motor Vehicle Rules 1989,
00:25officially introducing the regulatory approval for E-100 fuel in the flex-fuel vehicles.
00:32The regulatory framework restricts the usage of E-100 and E-85 exclusively to vehicles
00:37that are specifically designed and certified for high ethanol operations.
00:41Conventional petrol vehicles and those calibrated for E-20 blends will remain incompatible with E-100
00:48due to fuel density and material corrosion factors.
00:52This is big, big news, ladies and gentlemen.
00:54India has reached a landmark phase in the ethanol-blended petrol, EBP, program,
00:59according to what the government is saying,
01:01having officially achieved 20% ethanol-blending target, the E-20 nationwide,
01:05ahead of the 2030 timeline.
01:07And therefore, total national and ethanol production capacity stands at nearly 2,000 crore rupees.
01:14Crore litters, with oil marketing companies issuing tenders exceeding 11 billion litters
01:19annually to maintain the base 20% mandate.
01:23Let's try and understand this further.
01:25And I understand this could be slightly technical for our viewer.
01:28Ashutosh is joining me.
01:29Ashutosh, help break this down for you because you've been reporting from whether it's the petrol pumps
01:34or of course the consumers.
01:36What does this mean?
01:37Because there's E-20 already had led to a lot of debate.
01:40Now it's the E-100 for flex-fuel vehicles.
01:44To easy understand, Pooja, soon we will have vehicles that will apply without petrol.
01:50You don't need petrol, it will be purely ethanol.
01:54And remember, the government is saying we are reducing our consumption and dependency on the fuel.
01:59So now it will be ultimately replaced by flex-fuel.
02:02So this E-85 and E-100, in fact, the month of April, the government issued a notification
02:08seeking a stakeholder suggestion.
02:10This has been finally notified.
02:12This simply means that motor vehicle companies, those who are manufacturer like big companies,
02:16they can now make and produce vehicles that will be compatible for E-100.
02:23That means 100% ethanol fuel and also E-85, which means fuel with 15% of petrol and 85
02:31% of ethanol.
02:32However, the consumer should not be confused.
02:35These two fuels will not be applicable with the motor vehicle that you and I have is up to E
02:41-20.
02:42So E-20, E-10 vehicles, they will not be using this E-85 and E-100 fuel.
02:47It is for the motor vehicle companies that now it gives them go ahead,
02:51that do bring your vehicles, do manufacture your motor, your car, your bike,
02:56that will be compatible with 100% ethanol and 85% of ethanol.
03:01That simply means...
03:01So let's see, Ashutosh, how many people will really take the plunge for this?
03:05And clearly, right now, the government seems absolutely sure and convinced
03:09that this isn't the right direction.
03:10There's been a debate over it, but I'm sure there would be many
03:13who would be ready to go ahead with it.
03:15I appreciate you joining us.
03:16Ashutosh with All The Late.
