Uttar Pradesh has seen a tight contest in the legislative council elections, with the Bharatiya Janata Party securing six seats and the Samajwadi Party winning five across eleven seats. The Samajwadi Party increased its tally compared to 2020, winning both graduate and teacher seats in Varanasi as well as the Lucknow graduate constituency. Concurrently, the Yogi Adityanath administration announced that individuals affiliated with organisations seeking regime change through violent means will be disqualified from direct government employment across departments, prompting strong objections from opposition parties regarding constitutional rights. Meanwhile, ahead of key state elections, the Rashtriya Swayamsevak Sangh plans to conduct outreach in Uttar Pradesh and Punjab. In Punjab, political tensions escalated over law and order and the drug menace, leading the state Bharatiya Janata Party to petition the governor for an immediate enforcement of the model code of conduct following the denial of permission for an anti-drug marathon.

00:02Months before the crucial assembly elections in Uttar Pradesh, the state has delivered a verdict
00:07that's made the upcoming contest even more interesting.
00:1111 legislative council seats were up for grabs in a contest between the ruling BJP
00:15and its principal rival in Uttar Pradesh, the Samajwadi Party.
00:19The BJP won six seats. Akhilesh Yadav, the Samajwadi Party, has secured five.
00:24So off that 11, it's pretty much split evenly, with the BJP just having an edge with six and SP
00:31at five.
00:32The significance for the SP lies in the comparison with the previous election in 2020.
00:37Then too, the BJP had won six seats. The SP then had won only three. Two had gone to independence.
00:43This time, the BJP has matched its previous tally. The SP, however, has increased its tally by two seats.
00:51One of the key results for the Samajwadi Party, and there's been a lot of discourse over this,
00:55has been about Varanasi, the parliamentary constituency of Prime Minister Modi.
00:59The SP has retained the Varanasi teacher seat.
01:03But more importantly, the other seat up for grabs in Varanasi, the Varanasi graduate seat,
01:09has also been backed by the SP.
01:11So the party has got victories in both of the seats in the Prime Minister's constituency.
01:16The SP also registered a win in Lucknow.
01:18The Lok Sabok constituency represented by Defence Minister Rajnath Singh.
01:22This is the Lucknow graduate seat, while the BJP retained the Lucknow teacher seat,
01:27splitting the two contests between the two parties, the two seats between the two parties.
01:32For the BJP, the takeaway is that it remained the single largest party in this election,
01:36winning six of those 11 seats.
01:39And despite losing those two seats in Varanasi and one in Lucknow to the Samajwadi Party,
01:43the BJP did secure a win in Gaurapur, which is the stronghold of the party,
01:47stronghold of Yogi Adityanath.
01:49While the BJP admits it is expected to win more seats and says it will introspect on its performance,
01:54the SP is projecting the verdict as a sign of what's to come in the 2027 Assembly election.
02:01So lots of takeaways for both parties.
02:03Here are all the reactions.
02:07Here are all the reactions.
02:31Here are all the reactions.

03:20Let me bring in Samad Srivastava for more details on how he reads these results that have come
03:29in from the MLCA election. Samad you know usually a lot of focus attention is not given to MLCA elections
03:36but in this particular case considering we're months away from an election in Uttar Pradesh
03:40one that the entire nation is watching out for what do you make as the biggest takeaway you know
03:46is it Advantage BJP or Advantage SP? See Akshita BJP might have won six seats while Samajwadi
03:57party could have bagged around five seats but if you see it's in a way in terms of the elections
04:03that are on the doors 2027 assembly elections then it's a big win for Samajwadi party because
04:08Samajwadi party was at number three with three seats before in 2020 elections but now they have
04:14gathered two more seats and where Samajwadi party have won this is very important it's Varanasi
04:19it's Prayagraj it's Mathura the three seats very important seats because these have been the
04:26stronghold of the BJP also on the type of religious way that the BJP always plays in elections and at
04:32that point of time before in a way winning these particular seats Lucknow another important seat
04:37where Rajna Singh is the Lok Sabha MP so that is also an important seat where Kanthi Singh has won
04:43from Lucknow so BJP at this point of time accepting the defeat and clearly saying that yes we have to
04:48work hard at the points where we failed if we did not expect SP to win on those particular seats
04:54but SP managed to win while Samajwadi party is saying that this is just the teaser the picture
05:00this is the line the Samajwadi party has taken in this particular election though it has nothing to do
05:07with the UP assembly elections which are around four to five months three or four months left for the
05:13assembly elections but yes psychologically we can say that this election has in a way created the mood
05:20of the in a way teachers or graduates because at the point of time Aum Prakash Rajabha the minister is
05:26claiming that these are the votes being given by the graduates by the teachers it's not the public
05:30mood but you have to accept that these are also the part of public it's a small fraction but who
05:35wants to
05:36go with an election any electoral contest will be read into as a precursor of what to expect in the
05:41final in the grand final which will be the assembly election itself Samad I request you to stay with me
05:46we're cutting across to breaking news that's coming in from utah pradesh
05:55now in what's being viewed as a big warning from the yogi administration to regime change backers
06:01the yogi adityanath government has made it clear that individuals linked to organizations seeking
06:07regime change through what it calls violent means will be ineligible for government employment
06:13India today's learned that these revised rules will apply to direct recruitment across government
06:19departments corporations councils and local bodies so big big move there by chief minister yogi adityanath
06:26where in fact a decision has been taken that anyone who's been part of an organization that
06:30resorted to violent means and pushed for regime change will not be eligible for a government
06:37opportunity for a government job Samad you know what is the wording exactly here because there will be a lot
06:43of questions about the terms and conditions how this works which organizations are actually a no-go
06:49for the yogi government have they been named see it's a big thing that has come in Uttar Pradesh
06:58clearly the document we have got stated that whosoever student who will be in a way found in those
07:06particular protests which are about the regime change or the students who have found links with those who are in
07:11a way urging the students to come in protest for the regime change will not be conceded for the
07:17government jobs that's what the letter of a senior IS officer who is in that particular department claims
07:24and this is a big thing in Uttar Pradesh because we are seeing many such protests happening all across
07:29the nation and that at that point of time yogi government has come up with this particular order
07:33we have seen many protests happening around this particular state about recruitments those are pending
07:40either in UPSC or in UPSCC but now though this order also clarifies that it is about the regime change
07:47it has
07:47nothing to do with the political ideology of any particular student like if any political students support
07:53Samajwadi Party or Congress Party the government has nothing to do with that it's only about the call of regime
07:59change if any
08:00student was found supporting the regime change thing or was found participating in such protests
08:06which are about the regime change they will definitely not be considered for the government jobs in the state of
08:11Uttar Pradesh
08:11The challenge is Samajwadi just explain this further to us because right now considering we've been seeing protests by some
08:18groups who've spoken of regime change but that hasn't been the theme of the agitation will that mean that anyone
08:23who participates
08:24in that protest therefore is automatically disqualified from getting an opportunity to work in the UP government
08:34That's a good part Akshita because we see that they have called for the regime change but now as you
08:39just said
08:40the opposition parties are slamming the BJP and the UP government for this particular thing
08:44they are saying that this rule that has come up by the UP government is against the constitution
08:50they are in a way trying to take up the freedom, the choice, the right to act
08:56which is already written in constitution of those particular students or those particular
09:00people who try to be a good government officer
09:03they are now shutting the voice of those who come up to raise their voices in their protest
09:08the SP leaders, the congress leaders are now saying if any recruitment is pending for years
09:13what a student will do whether he will sit inside his room inside his home and just wait for 4
09:19-5 years for that particular thing
09:20and when he will hit the ground you will call him a regime change person
09:23so that has been the thing whether the policeman will differentiate between a normal protest or a regime change protest
09:30because it's very easy to label anyone by anything
09:34if a student is protesting for any recruitment which is pending for years you can't call it a regime change
09:40that's what the opposition parties are claiming, now we have to see what BJP has to say about that
09:44so a lot of questions on whether something like this can actually be misused against individuals
09:51also because there's a lot of loopholes that can be misused as well
09:56you know there is absolute clarity that's needed really on what the government intends to do
10:01by putting across this kind of an order and whether authorities will be able to actually crack down in the
10:07manner that they actually envision
10:09or will it be based on how they deem fit
10:11thanks very much Samad for those details
10:13let's cut across to more breaking news from Selection Express
10:23Now as the BJP has been looking to retain Uttar Pradesh and rest power from AAP in Punjab
10:28the RSS is set to also step in, hit the ground running in these election states
10:33with special focus we are hearing on Uttar Pradesh as well as Punjab
10:38here's what we have learnt on India today, that the Sang will now discuss strategies to counter what it calls
10:43as anti-national forces
10:45those fomenting chaos and the growing drug menace
10:48this is something that will be brought up in a key meeting that the RSS is holding in Indore on
10:53November 2nd and 3rd
10:55in Uttar Pradesh the special focus will be on countering the opposition's campaign over SIR
10:59in Punjab, the spotlight is going to be on the drug menace issue
11:03this is pretty much how the BJP has also been going forward with their campaign
11:07but the RSS now is also going to step in
11:10Aishwarya Paliwale is joining us live with more details on this Aishwarya
11:13give us a sense of really what kind of, you know, what level of stepping in by the RSS are
11:21we really looking at here
11:23well you know Akshita, one of the things that the RSS has been doing over the past few months
11:27is making sure that they get a sense of what the people are thinking
11:31and whether do they really believe in everything that the opposition has been saying over the past few months
11:36and the sense that the RSS got is that some of the issues like the need issues
11:40yes they were big issues for the people
11:41but the other issues like the removal of the CEC
11:44and questioning the entire electoral process that is being followed
11:47that is something that the common man does not really believe in
11:50the big two elections on the horizon
11:53in the state of Uttar Pradesh and also in the state of Punjab
11:56the RSS believes that door-to-door meetings, house-to-house meetings
12:00that is something which is required so that they can tell the people
12:02the kind of work that the Bharki Janta party has done in the state of Uttar Pradesh over the past
12:07decade
12:08and the kind of work they are looking at doing in the state of Punjab
12:11the drug menace something which is very very huge
12:13we have seen it in the state of Punjab
12:15one after the other Akshita unfortunate incidents
12:17have been coming to the fore over the past many years
12:20the RSS believes that it can tell the people
12:23that this is something that the BJP has been focusing on
12:26something that Home Minister Amit Shah over the past few months has been speaking about
12:29it will surely turn the people and it will surely turn the tide
12:33in the favour of the Bharki Janta party
12:34especially in the state of Punjab
12:36okay thanks Aishwarya for those details
12:38let's switch focus now from Uttar Pradesh to Punjab
12:41we've got a number of news breaks lined up for you
12:44let's cut across to that
12:47we've been seeing of course a big showdown over law and order in Punjab
12:51particularly over the drug crisis
12:53the BJP has been going all guns blazing against the Bhagavatam government
12:57and now they're pushing for early poll code of conduct to come into place in Punjab
13:03why because they're calling the state lawless
13:05the Punjab BJP shot off a letter to the governor in this regard
13:08saying that to tackle the law and order situation
13:11the model code of conduct must immediately come into effect
13:15they're also saying that this is because any attempt to go ahead with the campaign
13:20including an anti-drug marathon that the BJP planned
13:23they weren't given permission
13:25and the cops denied a nod citing law and order
13:29remember that usually you'll see the code of conduct kicking in
13:32once the election commission announces polls
13:35which is a couple of months away
13:36but now the BJP is saying do that ASAP
13:39to ensure the weakened campaign
13:41and because there is no law and order in the state
13:46going on
13:47or to ensure the law and order situation
13:49.
13:50.
13:50.
13:50.
13:50.
13:50.
13:51.
13:51.
13:53.
13:53Why did it happen?
13:55It's a direct person.
13:59The person who is a person,
14:01is a person.
14:03The person who is a person is a person.
14:05He is a person.
14:06He has to know
14:09if they have their own knowledge
14:10or if they have their own people
14:11or if they have a person
14:13or if they have a person
14:17they have to fight
14:19the people who have fought
14:36Asim Basi is joining us live from Chandigarh with more details on this.
14:40Asim, run us through the demand that's coming from the BJP and if there's been any response
14:44that's coming from the governor yet.
14:52Mr. Vin Chandigarh, he said that they were holding an annual marathon in Abohar, that anti-drug marathon.
14:58But now the Abohar police over there, they have denied permission saying, considering the
15:03law and order situation, the permission for the anti-drug marathon cannot be given.
15:06Now, looking at this, Sunil Jakar, who's a veteran leader of the BJP, previously he was a Congress
15:13leader, has now shot a letter to the Punjab governor saying that they look at the condition
15:17of the law and order in Punjab that a marathon cannot be conducted.
15:21And he also given references of the spate of incidents that have taken place in Punjab,
15:26a flurry of incidents, a flurry of murders that have taken place, and he has requested
15:29the governor that the model code of conduct should be implemented at the earliest considering
15:34the state of law and order in Punjab.
15:36During the press, he also said that there is total lawlessness in Punjab.
15:41We've seen the Punjab police cops being killed, ASIs being killed, the Mansai incident, the
15:47Sangroor incident, and a flurry of incidents that have rocked the law and order situation in
15:51Punjab, especially yesterday's incident in Tarantaran as well, where one person was shot
15:55down in a broad daylight and two were injured, and open gunfire was recorded in the video.
15:59All right, thanks, Aseem, for those details.
16:10And trouble mounts for the Bhagavatam government.
16:13The National Commission for Minorities has taken cognizance of the death of 35-year-old Daljeet Singh.
16:19They've sought a report from the Punjab police in a week.
16:21This comes after a BJP Punjab leader met the Minorities Commission chairman and raised the issue
16:26of Daljeet Singh's death.
16:29Remember that in this particular case, we're talking about the death of a 35-year-old.
16:34It triggered public anger.
16:36His family claimed he died of drug overdose.
16:39And then the police, in that viral footage that you see on the right of your screens,
16:43amid public anger, actually carried away the mortal remains of Daljeet, which prompted protests
16:49and demands for accountability for answers from the Maand government.
16:53Now, you've got the National Commission for Minorities also stepping in,
16:57seeking answers from the Punjab police in a week on the manner in which they handled this case.
