00:00Your Excellency Foreign Minister Vivian, distinguished delegations from Singapore
00:08and Indonesian delegations and colleagues, members of the media,
00:13it is a pleasure to welcome Foreign Minister Vivian to Gedung Pancasila.
00:20I have known Minister Vivian in my previous various assignments
00:26as spokesperson in 2015 and as ambassadors when I was in New York.
00:33We often meet during the GA and my last post as a Vice Minister.
00:40You forgot Chief of Staff also.
00:41Yes, I was my Chief of Staff of Ibu Retno and a spokesperson
00:46and during my time as permanent representative in New York
00:51and lastly was the Vice Minister.
00:55And now this is our first meeting in my capacity as a Foreign Minister.
01:01And I look forward to working very closely with Minister Vivian like he did,
01:08work very closely with Papa Sugiono and Ibu Retno.
01:16Indonesia and Singapore are more than just neighbours.
01:21We are partners in a shared future.
01:26President Prabowo on many occasions have reaffirmed Indonesia's commitment to being a good neighbour,
01:33a good neighbour for all our neighbours.
01:37For Indonesia, being a good neighbour is not just a slogan, but comes with a mutual responsibility and mutual respect.
01:49The President's focus is clear, building a resilient Indonesia.
01:56But Indonesia's resilience does not stop at our border.
02:01It strengthens our neighbours and our region.
02:05A stronger Indonesia also means a stronger neighbour and a stronger ASEAN.
02:14Today, Indonesia-Singapore relationship is mature enough to speak candidly, especially when we differ.
02:24What matters is not what we differ, but how we resolve our differences constructively, respectfully and openly.
02:38We will continue to respect each other's domestic process, legal framework and national circumstances.
02:48Colleagues from the media, Minister Vivian and I discussed a wide range of issues from multilateral, regional and of course
02:58our strong bilateral cooperation.
03:01On multilateral cooperation, I underlined the importance of multilateral reform and shared the discussion from the UN Secretary General's recent
03:12visit.
03:13On regional issues, Indonesia fully supports Singapore's ASEAN chairmanship in 2027,
03:21and we look forward to keep ASEAN united, central and resilient.
03:27ASEAN must be more effective, efficient and more relevant for our people.
03:35On bilateral issues, we agreed on the importance of continuous strengthening our bilateral relations.
03:44With intensive relationship, we recognise that from time to time, there will be differences where we have to address it
03:54in an efficient manner.
03:55In this context, we agreed to strengthen our channel of communication through a hotline at ministerial as well at senior
04:06official levels.
04:08We also agreed to strengthen our economic cooperation, including in the field of trade and investment.
04:14We highlighted the continued importance of people-to-people interaction in order to further strengthen our mutual trust.
04:25On forest and land fire, we met. Let me be clear. The first victim of these fires are Indonesians.
04:37It is our farmers, our children, and our families in Sumatra and Kalimantan who has to breathe the smoke first.
04:48That is why President Prabowo has made tackling the fires a top national priority.
04:57And I made this very clear to Minister Vivian. He has directed to intensify, better coordinate and sustain national response.
05:11And to use all available national resources to fight the fires.
05:18From water bombing, the use of dry ice, weather modification.
05:23We will continue to use all available technology to fight the fires.
05:29But again, nature determines how we will succeed.
05:35Because as you know, the challenge now is the severe El Nino.
05:41I have also informed Foreign Minister Vivian that we have deployed around 71,000 ground personnel
05:51and around 51 aerial units that we have mobilized across the priority province.
06:01More are also being ready to be deployed.
06:08But know that when we protect our own people, we are also protecting our neighbour and our region.
06:16We understand our neighbour's concern and appreciate their offer of assistance.
06:24These offers will be considered by the relevant authorities in Indonesia in line with the needs on the ground.
06:32We will keep working through established ASEAN channel, including the ASEAN agreement on transboundary haze pollution.
06:42Singapore has recently announced a preventive notice concerning 10 companies that may have linked to the forest fire.
06:55Indonesia is also undertaking its own coordinated and rigorous national investigation.
07:03Hundreds of individuals and over 50 cooperations have been and are being investigated and prosecuted.
07:10And some have been found guilty under Indonesian law.
07:15The instructions of President Prabowo is clear.
07:19We will use the full force of the law to make sure those who profit from fire must answer for
07:28the fires.
07:30Colleagues from the media, Indonesia is committed to working with Singapore and others to bring those responsible to justice.
07:43That is why we must follow the money trail these companies have left behind.
07:51Singapore offered to share data on companies linked to the fires, which we welcome as a valuable opportunity.
08:00In this context, we discuss establishing a joint task force on strengthening business responsibility.
08:10It will link information sharing, financial intelligence and cross-border evidence gathering with, and where possible, hopefully asset recovery.
08:21No border should shield those who profit from burning our forests.
08:29This cooperation is a first step.
08:33It is our hope it can also pave the way to tackle other shared challenges such as under-invoicing.
08:40These practices drain revenues that should be building schools, hospitals, health food security of our people.
08:52Today's cooperation on HACE can become tomorrow's partnership on financial integrity.
08:58Colleagues from the media, next year Indonesia and Singapore will mark 60 years of diplomatic relationship.
09:07Indonesia welcome the Rising 60 initiative.
09:11So let us celebrate six decades of friendship and chart an ambitious agenda for the decade to come.
09:18Good neighbours do not only share borders, but they also share responsibility.
09:26Yes.
09:27Minister, first yours.
09:29Thank you.
09:30Thank you.
09:31Thank you.
09:32My brother, Pak Tata, and
09:35Selamat siang kepada teman-teman Press Indonesia yang saya hormati.
09:41This is my third visit to Indonesia this year alone.
09:47Coincidentally, I think I am the third official visitor to Pak Tata since I was recently appointed as the Foreign
09:55Minister of Indonesia.
09:58And I therefore take this opportunity to formally congratulate you on your appointment.
10:04And as you said, I have known you for many years.
10:08BAPA President has chosen a very, very well qualified person to fill this very, very challenging post at a very
10:17challenging time in the world for both Indonesia and Singapore.
10:23As this was our first official meeting as Foreign Ministers, the two of us took stock of our overall bilateral
10:32relationship.
10:32We also discussed the plans for ASEAN, particularly since Singapore will be chairing ASEAN next year.
10:41And of course, we had to deal with some of the current issues.
10:45I can tell you all that we had a very fruitful, a very sincere conversation.
10:52We agreed to build on the momentum and the outcomes of the recent Singapore-Indonesia leaders retreat between my Prime
11:03Minister Lawrence Wong and BAPA President Prabowo.
11:07This was, if you all recall, in July this year, and we signed 26 agreements, which range from areas, the
11:16economy, energy, defence, digital cooperation, the environment, and human capital development.
11:23It reflects a very broad agenda for the strategic developments of our relations between Indonesia and Singapore and the deep
11:36commitment from the leadership level downwards.
11:39I would like to emphasise that Singapore has full confidence in the future of Indonesia.
11:49We want Indonesia to succeed. And we want this because our futures are intertwined.
11:58Singapore's success also depends on a prosperous, stable, peaceful Indonesia.
12:06Indonesia is a key pillar for the neighbourhood, for ASEAN, and indeed, for the world.
12:11And our confidence is reflected in our actions.
12:17Singapore has been the top foreign investor in Indonesia since 2014.
12:24And you would also be aware of the investments from our sovereign wealth funds into Indonesia as well.
12:31This is a vote of confidence in the future of Indonesia.
12:36We also discussed the trans-boundary haze.
12:41I completely agree with Pak Tata that, in fact, the first and the primary victims of the haze are Indonesian
12:49citizens,
12:50especially those in Kalimantan and in Sumatra.
12:55The El Nino is a natural climatic phenomenon.
13:00But the haze is not a natural phenomenon.
13:50So, Singapore stands in solidarity with Indonesia.
13:54This is a common problem and one that we can best achieve collectively.
14:02We appreciate the efforts of President Prabowo in trying to resolve this problem.
14:10And I also want to pay tribute to the many thousands of Indonesian emergency personnel and firefighters
14:19who have been working tirelessly over the past few weeks in very difficult and dangerous circumstances.
14:27And in fact, I know some of them have been quite severely injured.
14:33And we pray for their recovery.
14:36These are people literally on the front line.
14:39We also recognize the President's firm commitment to hold the companies responsible for these forest and land fires.
14:51Make them accountable.
14:53And to prioritize fire prevention as a long term solution.
14:58I shared with Park Tata how we will be taking action against the companies responsible for the haze,
15:05including those who are registered in Singapore.
15:10And I can give you this assurance that we are going to exercise all,
15:15every single legal and regulatory power.
15:18And we are prepared to use an even wider range of legal, regulatory and economic measures to deter future violations
15:27by companies.
15:29And we will work closely with Indonesia.
15:32Park Tata proposed the establishment of a joint task force.
15:36Singapore agrees.
15:38And we are in effect putting all the companies on notice that the joint task force will ensure that there
15:46is a very close coordination of actions
15:50and sharing of information between Indonesia and Singapore.
15:54And we expect, therefore, the deterrence impact of this joint task force to make a difference.
16:02Looking ahead, 2027 will be an important year for both our countries.
16:07We, in fact, will be commemorating the 60th anniversary of our diplomatic relations.
16:13And this is an opportunity not only to celebrate, not only to look back at our history,
16:20but also to look forward at what we can do together.
16:24Singapore will also be Chairman of ASEAN in 2027.
16:28And I would reflect that Indonesia has always played a key role in ASEAN since the beginning as a founder
16:36of ASEAN.
16:39Jakarta is home to the ASEAN Secretariat.
16:42In fact, the first Secretary-General of ASEAN was also Indonesian.
16:47And we look forward to working closely with Indonesia to strengthen ASEAN's unity, centrality and resilience during our chairmanship.
16:57Singapore and Indonesia are tetangga dekat and mitra lama.
19:08Terima kasih.
